| 1.00 | Design, procurement, construction, commissioning, solid waste management plant (at Bathinda Mil Stn) for daily guaranteed Acceptable Waste of 20 tonnes at 90% probability confidence level and probable future expansion of 25% for 10 years of the contract period (for a population of 50000) with fully automated dirty materials recovery facility (MRF) with AI enabled and PLC controlled screening for handling including all activities relating to sorting, segregation, material recovery, collection, secondary storage, shredding, baling, crushing, loading, unloading, transportation, processing and disposal of solid wastes and monitoring through SCADA and complying the Solid Waste Management Rules, 2016 including creating assets, comprehensive maintenance and service with including consumable materials, chemicals, power, water etc. and shall comprise as under for the scope of works: -
(a) Preparation and finalisation of Detail Project report
(b) The space for stacking of solid waste of minimum 2 days.
(c) Disposal of the waste materials out of the Cantonment/ defence area without any extra cost to the Department and the submission of No Objection Certificate for disposal of the waste materials in case it is asked by the department.
(d) Design, prepare architectural/ structural drawing, fabrication, supply, transportation, erection of shed.
(e) Design, prepare architectural/ structural drawing, supply, transportation, construction, installation of Weigh Bridge.
(f) Design, prepare architectural/ structural drawing, supply, transportation, construction of wash/ change room (both male and female), various storage, processing area, dispatch area, etc.

| 1.00Srl Item No 1.001 Continued...... (h) Standby power back up with Diesel Generator Set and Solar Power Plant as per the discretion of the contractor of suitable capacity. The fuel shall be supplied by the contractor during the operation, maintenance and service period. Diesel Engine Generator Set shall be as per the latest CPCB norms. (i) Electricity supplied by the department shall be charged from the contractor at the rate charged by the concerned State Power Corporation Limited from the department. (j) Design, prepare architectural/ structural drawing, supply, transportation, construction of garages, compound wall of height 2.4 metre, barbed wire fencing of height 0.6 metre above the compound wall, gates, roads, area drainage, sewage disposal, internal electrification, inter water supply, firefighting arrangement, area lighting. (k) Obtain statutory clearance from Government. (l) Maintain, operate, including repairing, replacing, etc. plants and the infrastructure created for 10 years after creating the assets. The contractor shall have full ownership of the materials extracted from solid waste. No royalty shall be charged by the Government. However no compensation shall be paid for lesser quantities of solid waste. (m) The rates quoted are inclusive of operation, comprehensive maintenance and service and the payment schedule shall be as under: - (A) After Finalisation of detail project report- Nil (B) After creating assets - 70% of the quoted amount (As per the Yard stick approved by CE for Interim Payment/ Advance on Account) (C) After creating assets - 70% of the quoted amount (As per the Yard stick approved by CE for intermediate period) (D) After completion of 1 year of comprehensive maintenance: 72% (E) After completion of 2 year of comprehensive maintenance: 74% (F) After completion of 3 year of comprehensive maintenance: 76% (G) After completion of 4 year of comprehensive maintenance: 79% (H) After completion of 5 year of comprehensive maintenance: 82% (I) After completion of 6 year of comprehensive maintenance: 85% | |||||
