Please quote the model which is including the latest state of art equipment and meets the required specifications. The quoted model should be latest introduced with end of support not before 10 years from the date of installation at TMC.
The Instrument should be capable of automatic preparation of Blood Collection Tube labels, including:-
It should have more than 2 high speed printers, for high speed label generation.
It should have a minimum of 8 or more types of Bins, so as to accommodate upto 8 types of Blood Collection Tubes. Each bin should have a capacity of at-least 100 tubes.
The Total Tube holding capacity should be: 800 tubes or more, with continuous loading feature.
It should be capable of accepting tubes with Diameter between 12 to 18 mm and length between 75 to 100mm.
The instrument should have "Duplicated Drawer" feature: This means that if the 1st Drawer is out of tubes, machine automatically chooses the same type of Tube from the 2nd drawer; so that operator is not forced to IMMEDIATELY replenish the Tube Drawers (which, in a High work-load area, will happen very frequently).
Machine should not stop running while operator is replenishing the tube.
The system should be complete with a Tray Stacker. The Tray-Stacker, present at the top of the Instrument, should be able to stack up to 20 trays, to increase walk away time.
It should have the Two Tray output feature, i.e. - Regular Outpatient and STAT/URGENT Patient samples can be processed at the same moment (because of two tray output). The Trays of the 2 types to be dispensed in 2 separate areas -Outpatient trays can go to horizontal output, whereas inpatient or STAT trays can go to Tray-Stacker, or vice-versa.
Should have min 3 trays for horizontal output.
The system should be supplied complete with the Pre-label detection feature. This feature enables the system to detect the leading edge of the Tube Supplier's pre-existing Label on the Tube (to avoid putting the label, over the Transparent window of the Tube; thereby blocking it. This function enables viewing of the blood volume and quality inside the Tube.
The system should have the capability to print the Barcoded Labels - Automatically, as per the Test requisition of each patient (received from the HIS/LIS); & stick the labels at the precise, pre-defined height, as per user's requirement.
It should be possible to print various types of Barcodes on different Tubes, of the same patient - simultaneously.
Quality Control feature: The instrument should have a built-in barcode verification; which would check if the barcode labeled by the system is readable, or matches with LIS/HIS data.
The instrument should have "Multiple back-up Capability": Multiple backup capability minimizes the down time as much as possible. In case of printer failure, bad printer tubes go to good printer for labeling. In case of mechanical failure, either bad drawer or bad modular can be detached from good working modular.
It should have Automatic Patient ID verification, and it should be capable of producing Extra labels (for additional sample types, or for other sample containers like Urine, Sputum, Stool etc.)
The instrument should be complete with a reject unit, designed to hold incomplete trays inside the system; so that user will not mix up with usable trays.
It should be able to re-print a label.
It should have RS232C & TCP/IP interface.
Software should have a graphic statistic report system, which should be capable of showing - how many blood draw per unit of time (Day, week, etc.), which type, and how many tubes (quantity) are consumed.
Labeling position should be changeable for each kind of tube in mm unit, to fit to various barcode reading analyzers' "Scanning/Reading Window".
Machine should have a sensor to check if correct number of tubes have been dispensed.
Should be supplied with UPS with minimum 15 mins backup
Should have future upgradable feature
Installation of tube labeller, UPS and all related interface software to TMH patient information system should be under the vendor scope.
Should perform preventive maintenance (2nos) during warranty,AMC,CMC & if entered into AMC(includes unlimited breakdown calls) /CMC (which will include spare replacement, breakdown calls). Vendor to submit SOPs for PMS at the time of installation/ commissioning. This is mandatory requirement.
Performance certificates of IQ,OQ,PQ tests to be submitted at the time of installation/commissioning.
Vendor to submit the technical data sheet, brochure etc as a tender document with reference to the quoted make & model. Please mention the reference page no., quoted model name/number against each item etc in these documents against each technical specifications in the compliance.
Vendor to submit list of consumables/consumable Spares and spare parts( i.e.spares need to be replaced at regular intervals, maybe quarterly/half yearly/yearly etc.) if any.Cost of consumables to be added in the financial bid not in the technical bid.
Please submit pre installation requirements [electrical, HVAC, Compressed air along with air pressure mentioned), water requirement (RO/DI/Distilled water with its pressure, flow rate per hour) ; if any of the above is essential]
Vendor to provide UPS with adequate capacity, if required for the quoted equipment. If not required, vendor to mention the same.
Vendor to submit details of footprint size & weight of the quoted model.
Vendor to submit power consumption.
Demo of the quoted model , will be required if so desired by the user, after the opening of the technical bid and prior to opening of financial bid. This is for technical evaluation. All technical specifications mentioned above to be mandatorily shown in the demo unit.
User's/Installation list: A list of installations of the quoted model with the address and contact numbers to be provided .
Predispatch inspection at factory will be required if desired by authorities.
Should be CE/US FDA/BIS/ICMED approved.
Vendor should provide the User manual and service manual copy during the installation of the equipment. At the time of installation, photographs of the equipment must be taken to record the model details, serial number, and initial condition (for biomedical use)
Unpacking and shifting the consignment to the installation site is to be included in the vendor's scope of supply. Bidder/manufacturer/authorized service provider should take responsibility to lift /shift the consignment from unloading site to the installation site. Unloading site shall be Stores department, Tata Memorial Hospital, Parel. If needed ,bidder has to arrange for the labours at no charge to Tata Memorial Hospital, Parel.(Before submitting the quotation,bidders may visit Tata Memorial Hospital, Parel, to know unloading and installation site.
Complete decommissioning & dismantling of existing machine with clearing the debris/scrap from the respective site will be sole responsibility of the vendor if buyback.
Training:
Operational training to be provided onsite to all departmental staff and primary level maintenance training to be provided to inhouse Biomedical Engineers.
Local Service Support: Should have local office and service support/service engineer for attending the breakdown calls. Details to be submitted.
Response Time: Should not be more than 06 hrs from lodging a breakdown complaint on toll free or by email.
Warranty- 2 years
CMC- cost per annum will be considered for all bidders for 8 years after warranty
Warranty and CMC Should include a) 2/4 (depend on equipment) preventive maintenance/ year and unlimited breakdown calls along with spares.b) All bought out items quoted along with the main system (local/non-local) and UPS should be covered. c) Yearly calibration/Validation/QA, Testing and measuring equipment used should be traceable to SI units through National/ International standards (as per NABL/NABH norms). d) PM kit if any. e) All upgrades/update, no seperate licence fees will be payable.
Penalty Clause:
If 2 years warranty, CMC per annum for 8 years after warranty wherever applicable are not adhered to, TMC reserves right to reject the offer.
Please mention whether UPS is required for the equipment. If so should be included in the offer.
Only Yes or No should be mentioned in compliance report and additional information in remarks column.
Please provide list of the Consumables/Spares/Reagents/Control/Calibrators (if any) in Technical Documents and cost of the same should be uploaded in PDF file in the Financial Documents.
Do not mention / upload price and cost in the technical documents otherwise your quotation will be disqualified at technical stage.
