Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Banker Details

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP-Portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund and Contractors should Follow strictly prevailing rules of labour act.

The tenderer should be a PWD registered Contractor - Class-4 and above also Contractors should have Registration of GST, Employers Provident Fund and tenderer should submit Registration Certificate along with technical bid.

Conditional tenders will not be accepted.

The Tenderer should submit the scanned copy of the last 5 years balance sheet indicating the civil work contract receipts certified by the chartered accountant. Submit the balance sheet indicating the contract receipts certified by the chartered accountant with UDIN No/Auditor & Tax consultant with their registration no, who ever is applicable.

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders. The item rates quoted shall include cost of royalty charges on construction materials & other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labor, hire charges of machinery equipment etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work

To qualify for award of this contract, each tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender.

The bidder shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs. The tender fee is non-refundable and The employer is not responsible for any delay in accessing KPPP portal.

Only Original documents to be scanned and uploaded, Executive Engineer reserves the right verify the Original Documents before approval, original documents/Certificate for qualification shall be produced when called for during evaluation of tender.

All the Formats prescribed in the bid Documents shall be filled in Complete manner.

The materials like bitumen, Steel, Cement etc., required for the work shall be procured by the tenderer themselves and should be got tested by the Quality Control Authority before use on the work and contractor should carryout additional test required if insisted by Engineer in charge of work at his own cost.

As per Government order FD 447 EXP-12 2022 dated 30/07/2022, 18% GST will be added to the Contract amount seperately. And Increase in GST shall not be paid in the extended period of Contract for which the Contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18% of Amount Put to Tender) amount is kept in form of Lump sum in sanctioned estimate accroding to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Seperately at stage of Draft Tender Schedule Process for Over ALL amount put to tender, tender has been inviting through an Option with INCLUSIVE. but the item wise rates do not include GST. Hence, GST will be paid seperately for the quoted amount accrodingly. Declaration Certificate must be attached mandatorily.

The Employer reserves the rights to accept any Tender and to reject any or all Tenders as per Standard Tender Document Clause 22.

The Tenderer should maintain the road during defective liability period of upto Upto 31-08-2025

Tender shall obtain the work done Certificate in the prescribed format from the Competent Authority no below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Tender. The Original Certificate shall be produced at the time of Opening of Technical Bids for Physical Verification, If sought.

Bidder should upload the bid capacity calculated as per KW-1,KW-2 tender condition, The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent. False representations in the statements leads to disqualification of the tender as per clause 3.1

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

The contractors must appoint the road conductors as per the categories for this works allotted.For exmple SC,ST and Others.

The Successful bidder has to follow the prevailing Government orders regarding Royalty charges. The Contractor has to submit an MDP Certificate along with the running contractor bills. Otherwise the Department will take necessary action as per the government Orders/Circulars.

Any deviation/error/mistakes found in units of items, they should be read as unified SR 2023-24 and the rates shall be quoted accordingly

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

The contractor should be responsible for all deduction of the labours wages as per the Labour Act.The Public Works Department will not be held responsible for the same.

Contractors has to upload the EPF Registration with July -2024 Challan Copy. Contractors has to submit their labour EPF details with every Running Bill

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost.

The contractor must ensure that the deployed Road Conductor should fulfill the duties and responsibilities mentioned in the circular No. PWD/995/IFA/2023 (E)Dated 24.05.2024 issued by the Government in this regard.

As per the tender schedules/BOQ the Successful bidder is required to provide road conductors/mazdoor along with motor-cycle for the maintenance and supervision of the road section. In this regard the bidder is required to adhere to the requirements of the RTO.

The Successful bidder is required to pay minimum wages to road conductor as per the labour department rules and acts without fail and it is also required to pay the fuel charges (Full amount provided in the estimate/Tender) to the road conductor.

The Road Conductors should intimate the section officers regarding the progress of the work, Road cutting and illlegal activities if any instrech of road and share the GPS photos of the road works in the assigned stretch, which is allocated by the department to him. During rainy season should clear obstacles on the road if any and should intimate the section officers in this regard. should maintain the dairy, perform the duties assigned by the section officers and should get signature of Section Officers accordingly.

In the tender for BOQ item 1)Providing road conductor/Mazdoor for maintenance and supervision of the road as per the direction of thje Engineer in charge of work. The road conductor/Mazdoor vehicle allowance the bidder sould not quote higher/below rates, they should quote estimated SR rates only. During financial bid evaluation the approval stage, if it is found that the lowest eligible bidder quoted higher/below rates for the above 2 mentioned items then the eligeable lowest quoted bidder should rationalise the rates as per the scheduled of rates (for above 2 items), without varying the tender amount quoted by the bidder by compansating it in the other Items. The bidder should follow minimum wages act and the labour department rules without fall.

It is the responsibility of the Successful bidder to provide road conductors/mazdoors as per the BOQ and carry out the necessary works for maintenance of road as per the direction of Engineer in charge of work/section officer/Assistant Executive Engineer in addition to the works carried out by the contractor as per the BOQ.

The Road conductors/mazdoor should maintain the road section as per the direction of the Engineer in charge and to monitor and avoid unauthorized excavation, unauthorized occupation of the road section and other illegal activities, in the road section allotted to him and if any illegal activities found in the section, should be brought to the notice of concerned section officer immediately.
