The tenderer with past performance of satisfactory execution of contracts to SC Railway, or Other Zonal Railways/Pus for supply of the same / similar items(Like Mosquito Repellant Gel, Hand Sanitizer Gel, Antiseptic Cream, First Aid Burn Cream, Pain Relief Gel, Pain Relief Cream, Anti-Fungal Cream, Anti-Itch Cream, Skin Protection Cream, Barrier Cream, Sunscreen Cream, Moisturizing Cream, Aloe Vera Gel, Medicated Ointment, Petroleum Jelly, Shaving Cream, After-Shave Gel, Disinfectant Hand Gel, Insect Bite Relief Gel, Herbal Repellant Gel, Foot Care Cream, Crack Heel Cream, Cold Relief Balm, Muscle Relaxant Gel, Multipurpose First Aid Cream, Cleaning Gel for Equipment Surfaces, Protective Skin Ointment, Hand Care Cream, Lubricating Gel, Herbal Wellness Cream.) for a quantity of 20 percent or more of tendered quantity against a single contract during last three years prior to, and excluding tender opening date may be considered as responsive to SC Railways requirements for placement of bulk and regular order. Tenderers are requested to submit the past performance report such as Copies of R Notes/CRAC/Proof of acceptance of material by consignee etc. along with their offer; failing which offer will be summarily rejected without making any back reference. However, in cases where the tenderers are having satisfactory past supply performances of tendered items for stock items with IR, the supply performance data available in iMMIS with IR shall be taken into consideration while evaluating the offers of the tenderers

If such past performance level is lower, then the offer may be considered as responsive to SC Railways requirements for placement of developmental order not exceeding 20 percent of the net procurable quantity. The tenderers, who have no past performance as above, may also be considered for such developmental orders, but for consideration of such developmental orders, they shall submit details of M & P, testing facilities, STR & QAP, technical manpower available, UDYAM Registration Certificate for same/similar items etc., along with their offer

In case, the tenderer participates as an authorized dealer, then the performance as required above shall be that of Principal (OEM) authorizing the agent or bidder for the same OEM. It may so happen that the agent/dealer has credentials of past supply for a different Principal/OEM, then it will not be considered as performance. In case, the tenderer is authorized agent, tenderer shall submit the tender specific authorization. In case, the dealer/distributor of the OEM of the acceptable make, tenderer should upload the current authorization/dealership certificate issued by the OEM

If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise (in percent of order value) with further breakup of MSE owned by SC/ST. (Information will be provided in % terms with 6 fileds; Micro owned by SC, Micro owned by ST, Micro owned by Others, Small industry owned by SC, Small industry owned by ST, Small industry owned by Others.

Restrictions under Rule 144 (xi) of GFRs-2017: a) I have read the clause regarding Restrictions under Rule 144(xi) of GFRs-2017 on procurement from a bidder of a country which shares a land border with India and as detailed in Tender Documents. b) I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. c) I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (Wherever applicable, evidence of valid registration by the competent authority shall be attached). Note: If the tenderers are not agreeable to above declaration, they have to categorically mention about the disagreement in Techno Commercial Deviation.
