Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

As per Karnataka State Government order No. LD/300/LET/2006 Bangalore Dated 01.01.2007 and GO. No. PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1% of the bill amount will be deducted welfare fund

The tenderer shall obtain the workdone certificate of single similar nature of workdone certificate 50% of amount put to tender in the prescribed format from the competent Authority not below the rank of Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate/ Certificates shall be produced at the time of opening of Bids for physical verification.

The Employer reserves the right to reject any or all Tenders without assigning any reason

Tenderer shall note that the tenderers those found Eligible to the conditions mentioned in Section-3 Qualification Instructions to Tenderers (ITT) will only be considered for further evaluation.

All materials required for this work, shall be procured by the Tenderer himself and should be got tested by the quality control authorities, at his own cost before use on the work.

All the items includes with all Leads and Lifts, Loading and Unloading,Cost of materials, Labour, HOM of machineries as per Standard specifications and as directed by the Engineer-in-charge of the work and other incidental items which are necessary for the successful completion of the work.

The Department is not responsible for any delay in accessing KPP- portal.

The Project Completion Period is 06 Months including rainy season

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tendercapacity is equal to AxNx2.5 - B where A is equal to Maximum value of civil engineering works executed in any one year during the last five years updated to 2024-25 price level taking into accountthe completed as well as works in progress N is equal to Number of years prescribed for completion of the works for which tenders are invited is equal to 0.50 Year B is equal to Value, at 2025-26 price level of existing commitments and on-going works to be completed during the next 0.50 Year form the probable date of Award of this contract

The tenderer shall submit the single workdone certificate of similar nature work of 50% of amount put to tender (for past 5 years in any one single year) in the prescribed format from the competent Authority not below the rank of Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate/ Certificates shall be produced at the time of opening of Bids for physical verification.

The defect liability period is 1 year from the date of complication of work failing which action will be taken as per tender condition

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded
