| 3.00SCOPE OF WORK FOR ANNUAL MAINTENANCE OF ELECTRICAL INSTALLATION WORKS 1. Purpose of Maintenance The objective of preventive and corrective maintenance is to minimize electrical faults/breakdowns, prevent fire hazards due to electrical short circuits, and reduce downtime. Any incident such as fire due to electrical fault, falling of ceiling fans, luminaries, etc. because of lack of maintenance will be treated as serious negligence, and the agency will be held responsible. 2. Scope of Electrical Maintenance The agency shall undertake routine, preventive, and corrective maintenance of all electrical installations within the premises, including but not limited to: • LT Switchgear, LT cables, transformer (if any), main distribution panel, sub-panels, wiring, and distribution cables. • Power outlets for all air-conditioning systems. • Operation, configuration, repair/replacement of AC timers, compound light timers, glow signs, metal sign boards. • Electrical installation/distribution up to switchboard/panel of lift machine room, pump room/kiosk of water supply system. • Compound lighting, earthing attachments, and fixtures for the entire campus. | ||||||
| 3.013. Manpower Deployment • Agency must deploy semi-skilled Lift Operator (valid Works Permit-I(b) & II, DOE WB with Lift attendentent certificate) and skilled electrician (with valid Electrical/Workman Permit Part-I(b), II, III, ITI/equivalent certificate. • All staff must be permanent residents of West Bengal with voter IDs. • All staff must wear uniforms (navy blue trouser + sky blue shirt with PWD logo) and carry photo identity cards issued by the agency. • No maintenance staff shall work in more than two consecutive shifts. 4. Inspection, Cleaning & Upkeep • Regular cleaning/checking of all fittings, fixtures, panels, TPN/SPN DBs, SFUs, compound lights, etc., as directed by EIC. • Cleaning and minor repairs of light fittings, ceiling fans, exhaust fans, etc., except rewinding. • Mandatory inspection of ceiling fans once every three months for split pin, jam nut, etc. • Split pins once removed must not be reused. Agency must supply split pins and jam nuts at own cost. • Building Fan Register to be maintained with signatures of attending electrician, JE, and AE. | ||||||

Measurement and Testing Monthly testing and recording in logbooks for: • Current, voltage, temperature (using infrared thermometer). • Insulation resistance, earth resistance, etc. • Thermal image printouts (with date & time) must be submitted to JE/AE. • Abnormal readings must be rectified immediately and re-measured. 6. Operation Responsibilities • Switching ON/OFF of corridor, staircase, compound lighting, AC machines, lights, fans, etc. • Cleaning of sub-station rooms, LT panel rooms, LT panels, switches, DBs. • Operation of HT switchgear and resetting of protective relays. • Lift rescue operations and all AC operations during duty hours. | ||||||
| 3.037. Attendance & Supervision • Agency responsible for supervision, maintenance of logbooks, and attendance monitoring. • Attendance register to be maintained shift-wise and verified by JE. • Duty roster to be submitted monthly. • One dedicated smartphone must be provided by agency for the call centre. 8. Staff Availability • Absence of staff must be replaced within 1 hour, failing which pro-rata deduction will be made. • Staff must respond promptly to phone calls. • Any staff found irregular/unfit must be withdrawn. 9. Tools & Tackles Agency must provide at its own cost: • 500V/1kV Megger, Digital Multimeter, Earth Tester. • Crimping machine, screwdrivers, pliers, socket sets, line tester, insulating tape, fuse wire, nuts/bolts, washers, cleaning materials, split pins, etc. • Staff must be trained to operate thermal imaging scanner. | ||||||

10. Safety & Vigilance • Continuous monitoring for heating, sparking, discoloration, burning smell, overload, loose termination, unbalanced loads, etc. • In case of power failure, coordinate with WBSEDCL and operate internal switching arrangement to maintain supply at critical points. 11. Preventive & Corrective Maintenance • Routine checking must be performed and recorded, signed by JE/AE. • Materials such as lamps, SFUs, DBs, cables, switches, fuses will be supplied by the Department against proper requisition. • Auxiliary items (fuse wires, screws, split pins, tapes, dusters, etc.) must be supplied by agency. • Dismantled/unserviceable materials must be deposited to the Section Office; no materials to be removed without challan. 12. Emergency and Breakdown Response • All faults must be detected, attended, and rectified immediately. • Temporary restoration arrangements must be made at agency’s cost if required. • All breakdown details must be recorded in the logbook. • Major faults must be communicated to JE/AE immediately (written + phone).
13. Damage Liability • Agency is responsible for damages due to mishandling/operational error by its staff. • Repair/replacement must be completed within EIC-specified timeframe, failing which cost will be recovered from agency bills. 14. Documentation • Logbooks (Preventive, Corrective, Fan Register) must be updated daily and available at call centre. • Photocopies of logbooks and attendance must accompany bills. 15. Wages & Statutory Compliance • Minimum wages (as per Labour Act) including PF, ESI must be paid. • Monthly PF/ESI payment receipts must accompany the bill. • Bills may be withheld if statutory compliance is not proved. 16. Billing & Payment Procedure • Bills to be submitted quarterly with JE/AE certification. • GST & LWC will be deducted as per rules. • Pre-receipted monthly bills with ESI, EPF, P Tax challans and returns must be submitted.
17. Conduct, Discipline & Safety • Staff must be polite; unruly behaviour will result in removal/legal action. • Fire-fighting readiness is mandatory for all staff. • Agency responsible for safety gear (shoes, helmet, raincoat, torch, umbrella, gumboots, etc.). • Agency not responsible for damage due to natural calamities (fire, earthquake, flood, etc.) if not caused by negligence. 18. Special Conditions • High alertness required during Puja vacation; staff must be available on mobile. • Any on-going/upcoming project within campus will fall under this maintenance contract. • EIC may modify/alter terms in the interest of public service. • DG set operation may be required without extra payment. 19. Termination • Contract may be terminated with 1-month notice from either side. • Non-compliance may lead to penalty, deduction, or immediate termination without notice.
Terms and Conditions : - 1. Original documentary evidence in support of payment of Minimum Wages, ESI & PF as per Labour Act (No Declaration Letter etc. allowed) are to be produced to the Principal Employer i.e. Executive Engineer, Bardhaman Electrical Division, P.W.Dte. in-charge of works for all deputed employee during submission of any bill. Failing of which no bill will be prepare. 2. The agency should not depute any maintenance staff in more than two consecutive shifts. 3. The Maintenance Personnel, deputed by the agency preferably should be a permanent resident of West Bengal with valid Voter Identity/ Aadhaar Card and should possess valid Workman Permit / License, as mentioned below, issued by Directorate of Electricity, Govt. of West Bengal. If any Staff (deputed by the agency) is found incapable / not fit for the duty, EIC has the right to terminate him from the duty (within this contract) on recommendation from concerned JE & AE.
4. Category of Maintenance Personnel 1) Supervisor : National Supervisor / Supervisor holding Part No. 1, 2, 3, 4, 6A, 6B, 7A, 7B, 10, 11 & 12 Supervisory Certificate issued by Directorate of Electricity, Govt. of West Bengal. 2) Skilled Electrician : Electrician Workman Permit for working upto 6/11KV installation issued by Directorate of Electricity, Govt. of West Bengal. The person should have adequate knowledge and experience for maintenance & operation of 11 KV HT Sub-Station. Workman Permit `i (a), i(b), ii, iii, iv & v issue issued by Directorate of Electricity, Govt. of West Bengal / preferably ITI certificate holder. 3) Semi Skilled Electrician : Electrician Workman Permit i (a), i (b) & ii issued by Directorate of Electricity, Govt. of West Bengal / preferably ITI certificate holder. The person should have adequate knowledge and experience for maintenance & operation of different Electrical Installation. 4) Unskilled Labour : The person should have basic knowledge and experience for maintenance & operation of different Electrical Installation.
5. The engaged agency should be responsible for overall supervision of maintenance of the whole electrical installations incl. maintenance of Log book and look after the attendance of deployed staff. 6. Electrical Call Center (existing) should be manned through existing man power & it would be operated 24x7 as directed by the EIC. 7. Agency must have to submit mandatorily the list of staff mentioning their Name, contact Mobile No., Category, along with photo copy Valid Workman Permit, proper identity and address proof etc, in writing to the concerned JE & AE before commencing the work. The entire photocopy should be attested and authenticated by the Agency. 8. The agency will have to provide proper uniform for his maintenance staffs at his own cost and color of the dress will be decided by the EIC. No staff will be allowed for performing duty without proper uniform. Necessary Rain Ware, Gumboot, Umbrellla, Torch Light for the Maintenance Staff also to be provided. 9. The agency will issue a photo Identity Card, duly signed by the agency with Stamp and countersigned by the concerned JE / AE to all the Maintenance Staffs deployed including substitutes. They should always carry the said Photo Identity Card while on duty. The agency should also submit one copy of the said Identity Cards to the JE / AE.
10. The agency will maintain shift wise attendance register at call center to record the attendance of the staff on duty which will be authenticated / verified by the concerned Junior Engineer/ Officer-incharge. 11. The agency shall have to prepare a Duty Roster of the Maintenance Staffs at the beginning of every month, or as directed from time to time. A copy of the said Duty Roster, duly signed by all staffs, should be submitted to the concerned JE and one copy should be available at the call centre. 12. The agency, and all the electricians deputed at worksite must have Mobile Nos. and this mobile set & no. to be provided by the agency and the same should be intimated to the E.I.C., A.E. & J.E concerned, in writing. The telephone call should be responded without delay. 13. The agency has to provide one GPS activated smart phone dedicated for each call center. The cost of the handset and running cost i.e. phone bills have to be borne by the agency. No claim of payment against any telephone bill will be entertained by this department.
14. The agency should have a close watch on the attendance of the Maintenance Staff. In case of absence of any Maintenance Staffs, the agency shall have to arrange for suitable alternative within an Hour, failing which, the charges for that day will be deducted from the bill of the agency on pro-rata basis. The Executive Engineer, Bardhaman Electrical Division, P.W.Dte. reserves the right to terminate the contract in case of absence of Maintenance Staffs for more than three consecutive days, without showing further reason. 15. The Maintenance Staffs should be polite to all and should be withdrawn for any report or complaint of irregularities against him. However, in normal cases, frequent change of Maintenance Staffs will not be allowed. 16. In case of any Accident and or physical illness of the staffs of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency only. Minimum wages as per existing Labor Act should be paid to the Electrician(s) and Helper(s).
17. The agency shall haveto provide 500V / 1.1 KV Megger, Digital Multimeter, (at least 2 nos.), Earth Tester and all other requisite tools and tackles sufficient for checking, testing and recording of health of all electrical installations. Other tools & tackles e.g. Crimping Machine, Line Tester, Screw Driver, Pliers, Stripper, Sockets of some common sizes etc. should also be available at site, in sufficient quantities, free of cost, under disposal of their maintenance staff. Deployed employee by the agency should have sufficient knowledge to operate the Thermal Imaging Scanner or to be used by the direction of Assistant Engineer/ Junior Engineer. 18. The space for sitting accommodation for the staffs of the agency inside worksite premises will be provided by the competent authority. 19. All consumable materials for servicing work are in scope of Agency.
20. At the time of testing, if any components found defective will be replaced by Agency at free of cost for which however materials will be provided by PWD. 21. Agency will be monitoring all 11KV Sub-station (CONDITIONAL MONITERING - quarterly basis) depute manpower for Relay setting / un-natural frequently tripping of VCB, as and when required by PWD authority. 22. After a gap of 6 month Agency Supervisor will visit same 11KV substation for physical checking and if necessary IR Value checking. 23. Recording of various electrical parameters of different 11KV H.T. Sub-stations equipments, testing of Insulation Resistance, Earth Resistance etc. are to be put-up in Log book in every visit of Agency Supervisor / Skilled Electrician / Engineer and the necessary working report in this respect to be submitted to the concerned Assistant Engineer (Electrical) & Junior Engineer, (Electrical). Any abnormalities found of that measurements are to be recorded in Log book & intimated to EIC. Details provided below. 24. No materials should be taken out of the maintenance site without the permission and necessary Challan of the site-in-charge / JE.
25. All test of entire Electrical Installation (within each 11KV Sub- Station) as well as earth resistance of the earthing installation of substation are to be carried out in the presence of concerned Assistant Engineer / Junior Engineer once in a six month and the result thereof is to be furnished to the Engineer –In-Charge through proper channel. 26. Safety shoes, helmet, raincoat, umbrella, gumboot, Torch / Emergency light etc. and all types of tools and tackles for carried out the maintenance work are to be provided by the agency to its staffs. 27. All the issues related to the safety of the agency deployed staffs should be taken care by the Agency itself. 28. All the maintenance staff of the contractor should have proper & constant vigilance and check that, there is no sign of heating-up, burning smell, discoloration or sparking at any of BDBs, panel boards, rising main etc. due to overloading or loose termination. Care should be taken to check any highly unbalance in loading at any point.
29. In case of power failure or development of any unfavorable situation the agency will have to communicate with WBSEDCL Authority / concerned Power Supply Company authority and extend help or cooperation to said authority in restoration of power supply. Meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supplies at important locations by monitoring and / or restricting electrical loads in consultation with the concerned Junior Engineers & Assistant Engineer, PWD (Electrical). 30. Routine checking and preventive maintenance of the electrical installations has to be carried out by the agency maintaining a register under signature of respective Junior Engineer and Assistant Engineer with a view to ensure uninterrupted power supply within worksite campus.
31. Materials required as replacement during maintenance of electrical installations e.g. Lamps, SFUs, SPNDB, TPNDB, Cables etc. will be supplied by the Department for which requisition of Materials, signed by the authorized representative of the agency, should be submitted to the concerned JE (Electrical) well in advance. A separate material stock register should be maintained by the agency where entries related to Issue, Consumption & present stock position of Materials should be made. However auxiliary items like fuse wires, screws, nuts, bolts, washers, insulating tape, Split pins of Ceiling Fans, dusters etc. will have to be supplied by the agency at his/ their own expense. 32. The agency shall have to deposit all dismantled unserviceable materials such as fused lamps, defective condensers, starters, and timers, MCBs etc. to the concerned Section Office or any other locations within worksite premises by the agency by its own laborers / arrangements / tools and tackles as per the direction of the Assistant Engineer/ JE concerned. Fresh materials will be issued against respective defective materials. No materials should be taken out of the maintenance site without the permission and necessary challan of the site-in-charge/JE.
33. Any fault of electrical installations starting from LT supply end (except the installations of WBSEDCL) to light, fan, call bell, plug points etc. i.e. LT cables and all sub-panels, distribution boards, main switches, earthing attachments, compound lights etc. has to be detected, attended and restored by the agency by its own man power with the help of the materials (cables, main switches, DBs, wires, HRC fuses etc.) available from this department or as per the terms & conditions of this contract. 34. Any major shut down or fault should be brought to the notice of JE/AE immediately in writing and over telephone for further course of action. The agency will also have to attend emergency calls immediately at the site with staff, tools etc. on demand. 35. The agency will have to attend the break down / fault of any nature involving electrical installations within the scope of contract and restore the same with its own manpower, tools and tackles keeping entries in log books (corrective maintenance) mentioning type of faults, nature of work done, fault clearance time etc. 36. In case of any breakdown caused by cable fault etc., if situation demands the agency will have to restore the power supply temporarily either with the materials available with this department or arranging the same temporarily and safely at his own cost till completion of original restoration work.
37. Building wise Log book is to be maintained for Preventive Maintenance & Cleaning and Corrective Maintenance of Electrical equipment except Fan as per direction of E.I.C. Separate Building wise Register is to be maintained for Ceiling Fans. The daily record of the Log book is to be signed by the responsible person and verified & signed by concerned JE & AE and photocopy of the same should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. The Logbooks should be available at Call center and should be produced on demand. 38. The agency should be responsible for any damage in the installation due to mishandling or mal-operation by its staff and shall be liable for rectification / replacement, as the case may be, of the damaged installation/ equipment within time frame to be fixed by concerned A.E., failing which said rectification/ replacement of affected equipment/ installation would be executed by external agency and the cost thereof would be recovered from the bill and the accused staff should be replaced immediately.
39. Bills should be submitted quarterly with the certification of satisfactory performance of the concerned JE and AE. Photocopy ofLogbook and Attendance Register should also accompany the Bill. 40. All the log-books should be available at the call center and to be produced to the Office of the AE/ JE on demand. 41. The philosophy of “Public Interest” would be the MOTTO of this maintenance contract. Any deviation may be viewed otherwise. 42. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. 43. The contract may be terminated with 2 (two) months notice on either side.
44. This Maintenance contract covers all the buildings, blocks, Hospital inside and outside under the jurisdiction of Assistant Engineer, BMCH Electrical Sub- Division, P.W.D. 45. Any upcoming / Ongoing project, which will be completed within stipulated period of Maintenance contract, automatically will come under maintenance contract under the jurisdiction of Assistant Engineer, Bardhaman Medical College & Hospital Electrical Sub- Division, P.W.D 46. EIC has power to make addition & alteration of terms & condition as per situation or site condition.
Sub-Station Maintenance Component Included : HT CABLES, TRANSFORMERS, HT CIRCUIT BREAKERS, CURRENT TRANSFORMER (CT), POTENTIAL TRANSFORMER (PT), BUSBARS, RELAYS, LT PANEL, AIR CIRCUIT BREAKER (ACB), SWITCHES, MCCB, CABLES WITH RELATED ALL INDIVIDUAL COMPONENT. Intention of the Annual Maintenance (servicing / over-hauling / conditional monitoring / routine check-up & testing) is to be preventive of the electrical system, which will be carried out by the agency, with a view to ensure the un-interrupted power supply throughout the year within the Medical College & Hospital, Kolkata premises. The following testing will be carried out in accordance to relevant IS and as per the data’s/catalogues provided by the manufacturers or as per the requirement by the authority. Part included Cleaning, Servicing, Overhauling, Testing, Tightness Checking of HT VCB with Busbars and all Electrical Equipments of HT Switch Gear with CT, PT, Ammeter, Voltmeter, Metering & Protection Relays, Dry Type Transformer, LT Panel ACB & MCCBs. DETAILS OF ALL THE TEST CARRIED OUT BY AGENCY :
TRANSFORMERS : a) Insulation resistance test (all component of all Transformer). b) PERTIAL DISCHARGE Test. c) Turn Ratio Test. d) Magnetic balance checking. e) Any other related protective circuit test to keep transformer healthy. f) End-termination / Socketing and tightness to be checked at HT & LT side. HT CABLES : a) Insulation resistance measurement of all HT XLPE cables. b) End-termination / Socketing and tightness to be checked. C) Any other test to keep healthy H.T. cables. HT VACCUM CIRCUIT BREAKERS: a) All HT VCB to be cleaned properly. b) All contacts to be checked. (incl. connection, continuity of all wiring / fuses etc.) c) Spring charging mechanism for both electrical and mechanical to be checked. d) Mechanical and electrical closing of VCB to be checked. e) Petroleum jelly to be used for all rotating or moving parts of VCB. (with proper lubrication to all moving & static parts) f) Contact resistance of RYB phase of VCB to be checked.
g) Rack-in, rack-out mechanism condition of all doors, locks, handle to be checked. h) Tripping system to be done through Master Trip Relay. i) Closing Circuit, Spring Charging (230V) and 110V AC / DC to be checked properly. j) Mechanically & Electrically ON-OFF / Interlocking system to be checked in proper way. k) Insulation resistance to be done with respect to earth and ph. to ph. for Red-Yellow-Blue Phase. CURRENT TRANSFORMER (CT) : a) IR to be checked in respect to earth for R,Y,B phase CT separately. b) All the termination, tightness will be checked of both primary and secondary of the Current Transformer.
POTENTIAL TRANSFORMER (PT) : a) Thorough servicing, cleaning and checking to be done. b) Ratio to be checked either by injecting voltage at primary or at on load condition. c) HT Fuse of PT to be checked. BUSBARS : a) Thorough servicing, cleaning and tightness checking to be done at HT Busbar. b) IR measurement of busbar, supporting insulator, bushing to be checked part by part & if found low value IR, hot blower will be charged continuously until & unless IR value increase & if necessary other steps must be taken for increase of IR.
RELAYS : a) Relay servicing, cleaning & tightness will be checked. Testing to be done as per IS. b) Calibration and testing to be done by secondary injection at particular CT. Over-hauling & setting of O/C-E/F Relays, Auxiliary Relays of WTI - Alarm & Trip through Master Trip Relay to ensure the system healthy. Accordingly to the load pattern, relay setting has to be done as per PWD requirement. Relays must be tested by Secondary Current Injection Kit. c) All CT of HT Switch Gear will be testing as per primary artificial fault simulation system to ensure system healthy. d) All the relay current display and indication must be checked. Pickup to be checked. e) Tripping of relay to be checked as per IDMT curve or Normal Inverse curve or Extreme Inverse curve as per requirement for gradation and load pattern.
f) Current and time characteristics to be checked by secondary injection at relay. g) Tripping of breaker by relay must be checked by secondary injection kit. h) Resetting time to be checked. i) All electro-mechanical relay, contact pressure, flag indication to be checked. j) Tripping time of relay at different current to be checked. k) Tripping test of switchgear to be checked from transformer auxiliaries. l) Checking of Power Pack
LT SIDE (LT PANEL) : a) Thorough servicing and cleaning of LT Air Circuit Breaker (details in below). b) Tightness checking of busbar, ACB & Incoming cables. c) All the indication circuit to be checked for Incomers & Bus-coupler. d) All the existing holes will be indicate for covering to protect rat / intersect. AIR CIRCUIT BREAKER (ACB) : a) Thorough servicing and cleaning & lubrication of all moving & fixed parts to be done. b) Rack-in, rack-out mechanism, all doors, nuts, handle etc. to be checked. c) Electrical and mechanical closing and tripping to be checked. d) Spring charging mechanism for electrical and mechanical to be checked. e) Electrical and mechanical on/off to be checked. f) Contact resistance and IR value to be checked with respect to earth and phase to phase. Note : Shut Down of Sub-Station will be made as per discussion / permission accorded from Authority end, prior to intimation.
ANNUAL MAINTENANCE CONSIDERING : 1. Thorough Check Up, Servicing, Overhauling, Relay Calibration and Re-setting on yearly basis. (1 Time in a Year) 2. IR Checking on Half Yearly Basis. 3. Conditional Monitoring on Quarterly Basis. Scope of Work will be : Servicing, Overhauling & Testing of below items, 1. HT Breaker Panel including VCB 2. Dry Type Transformer 3. All LT Air Circuit Breakers & MCCB 4. HT Cables & End Termination 5. Relay Calibration & Re-setting 6. CT, PT, Closing & Tripping Circuit 7. 110V AC, 240V AC, 110V DC in VCB Panel 8. Space Heater Terms & Condition : Sub-Station Maintenance Part : 1. All Engineers, Technicians, Labour, Tools & Tackles, Testing Equipments for above works is in the scope of Agency. 2. All consumable materials required for servicing is in the scope of Agency. 3. At the time of testing if any component found defective, agency will have to replace it at free of cost. PWD will provide materials in case of any such requirement.
4. Agency will attend all Break Down / Fault of any nature within the specified area of contract will be taken care and will have to send maintenance team at the earliest. 5. In case of Break Down caused by cable fault or any other reason, Agency will have to restore power supply on emergent basis as per requirement (PWD will provide materials in case of any such requirement). 6. Check up and preventive maintenance of Electrical System will be carried out by the Agency with a view to provide uninterrupted power supply to Bardhaman Medical College & Hospital. 7. Agency will monitor all 11KV Sub-Station (Conditional Monitoring) quarterly basis, depute manpower for relay setting, unnatural frequent tripping of VCB, as and when required by PWD. 8. Agency will not claim any amount for any visit. 9. Over a gap of 6 (six) months Agency Supervisor will visit all Sub- Station for physical checking.
10. Agency will conduct thorough Servicing, Over Hauling & Detail Check Up of all the 11KV Sub-Station once in a year. All kind of relay setting, contact with OEM, providing control fuses & consumables (Grease, Mobil Oil, PVA Tape, Ferrules, Control Wire Socket, Sockting of control wires etc. are in the part of Agency. 11. Recording of various Electrical Parameters of all 11KV Sub-Station equipments, Testing of Insulation Resistance, Earth Resistance and other Tests conduct time to time, Data of which should be entered in a Log Book / Register duly signed by Supervisor / Engineer of Agency during every visit and the necessary Working Report should be submitted to concerned Junior Engineer & Assistant Engineer of PWD (Electrical). Any abnormalities found are to be recorded in the Log Book / Register and should be intimated immediately to EIC. 12. No materials should be taken out from BMCH Premises / Working Site without necessary permission and challan of concerned Junior Engineer of PWD (Electrical) and AE, BMCH ESD, PWD. 13. All kind of test of entire electrical installation within the Sub-Station as well as Earthing Installation should be carried out in presence of concerned Junior Engineer of PWD (Electrical) and / or AE, BMCH ESD, PWD and results thereof is to be furnished and submitted to EIC through proper channel.
14. The Agency must have their office within West Bengal & land line telephone / mobile number, e-mail id and a declaration should be provided at the time of dropping tender. 15. Any negligence from the in the part of Agency in complying with any of the above described terms & conditions causing inconvenience to public service will be viewed otherwise and is subject to unilateral penalty. 16. The Agency will be held responsible for any kind of damage in the installation due to mishandling or mal-operation of any Electrical Installation. 17. Agency should maintain Log Book / Register in a manner that, it should be available at site all the time. 18. In case of mishap or any accidental injury to any staff depute by the Agency the whole responsibility will be borne to the Agency. Safety of the staff depute by the Agency should be taken care by the Agency. 19. Here “Agency” means the organization stood lowest or to whose name related to this Tender / Quotation Work Order / Acceptance issued by Tendering Authority or Ex. Engineer, Bardhaman Electrical Division, P.W.D.
