Construction of Station Service buildings along with associated Misc works in connection with the work of Replacement of El system at Manauri (MRE), Saiyad Sarawan (SYWN), Manoharganj(MNJ), Bidanpur (BDNP),Athsarai (ASCE), SathNaraini (SNIE), Fazullapur FYZ) (07 stations) in PRYJ-FTP section of Prayagraj Division of North Central Railway.

The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Technical Eligibility Criteria: (a) The tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work each costing not less than the amount equal to 60% of advertised value of the tender. (b) (i) In case of composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender.

However, t h e P o w e r of Attorney provided b y Bidders from countries that have signed the Hague Legislation Convention 1961 are n o t required t o be legalized b y t h e Indian Embassy i f i t carries a conforming Appostille certificate. Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Rates are inclusive of all taxes/octroi, license fee, royalty charges etc. legally leviable by State, Central Govt. and/or any other local authority. I f any Tax/Royalty/Octori is quoted extra, the same will neither be considered for evaluation of the tender nor will be paid. However any changes in rate of taxes or any new tax /cess on Works Contract will be dealt according to clause 37 of IRGCC- 2022 (Works Matter).

The tenderer for carrying any construction work in Uttar Pradesh m u s t g e t themselves registered f r o m t h e registering Officer under Section - 7 of the Building and Other Construction Workers Act, 1996 and rules made there t o b y the Uttar Pradesh Govt. and submit certificate o f Registration (Labour Department). For enactment of this Act, the tenderer shall be required to pay cess @ 1% of cost of construction work to be deducted from each bill.

The contractor(s) shall observe all the formalities, perform all the acts and abide by all the provisions contained in the Contract Labour Act-1970andContract Labour Central Rules, 1971 which i n addition t o other stipulations provides that t h e contractor(s) shall obtain license(s) from appropriate licensing officer o f the area before commencement o f t h e w ork a n d shall produce a copy thereof along with the original to the Railway office, which will be returned to the contractor after verification.

I f a n y complaint i s received against t h e contractor regarding violation of contract laws, (exposing Principal Employer to the risk of legal proceedings under labour laws), the guilty contractor will be black listed and their contract shall be terminated following the due procedure, apart from initiating criminal proceedings against him with the help of Labour department officiaIs.
