Engaging Environment Consultant for getting Environment Statutory Permissions viz., Environment Clearance (EC) from MoEFCC, Consent to Establish (CTE) from SPCB, Chhattisgarh for BSP’s proposed Decarbonisation and supporting Projects

• The Bidder should fulfill the eligibility/ qualifying criteria as mentioned below and should furnish necessary documents along with the Bid in support of the qualifying / eligibility criteria. Eligibility Criteria for Environmental Clearance Consultancy: A. Experience and Expertise: 1. Accreditation: The bidder must have valid accreditation by the National Accreditation Board for Education and Training (NABET) under the Quality Council of India (QCI) for carrying out EIA studies for steel sector. Documentary evidence in this regard is to be submitted. 2. The bidder must have successfully completed atleast 2 projects in Integrated Iron and Steel Plants with a capacity of minimum 4.0 Million Tonnes Per Annum (4.0 MTPA) , involving Environmental Impact Assessment (EIA) and obtaining EC from the Ministry of Environment, Forest and Climate Change (MoEF & CC) in the last 7 years. Documentary evidence in this regard is to be submitted. The references submitted should have the inter-alia following detailed documentation for each project : i. Name and location of the project. ii. Year of assignment. iii. Contact details iv. Description of the project. v. Role in the assignment (e.g., preparation of EIA report, obtaining clearance). vi. Certificates of completion or client references for each assignment. 1. Experience should be from Govt. Organization, PSU or Public Limited Company of India. 2. In support of eligibility and experience, the tenderer/bidder is required to submit self-attested photocopies of Work Orders, Completion Certificate (issued by the concerned authority). 3. The term 'completed work shall mean successfully completed work(s) only. Experience of ongoing contract shall not be considered.

• B. Financial Criteria: 1. The bidder should have the average annual financial turn over for last three consecutive financial year ending March'2024 shall not be less than Rs. 40 Lakhs. 2. The bidder shall submit copy of Audited Annual Reports (financial statement) clearly evidencing the Annual Financial Turn-Over for last three consecutive financial year ending March'2024 as mentioned herein above in support of their meeting above stipulated financial criterion. 3. The turnover certificate and the Audited profit and Loss account certified by the CA members submitted by party/tenderer in the support of the turnover against the eligibility criteria shall contain the Unique Document Identification Number (UDIN). 4. Revenue from operation shall be considered for determining the turnover. 5. Net worth of the bidder should be positive in the financial year 2023-24 considered by the bidder as per the Audited annual accounts. C. Consortium Requirements: Consortium Bidding is not allowed for this package.
