Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

GST shall be paid to the tendered amount separately as per applicable law

Increase in GST shall not be paid in the extended period at contract for which the contractor alone is responsible for delay as determined by authority while granting is extension of time

All the work as Maintained in the Bill of Quantity (BOQ) are including lead and lift charges loading and unloading charges labor charges all incidental charges hire charges of all machinery and equipment required for successful completion of work etc., complete. The work shall be executed as per standard technical specification and directions of Engineer in charge of the work

The tenderer shall accept all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and / or liable for those cost. The employer is not responsible for any delay in accessing E - Procurement Portal

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

Materials like bitumen,steel,cement etc.,required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the original documents before approval

If any, additional information required, the same may be obtained from the office of the Executive Engineer, PWD,Ramanagara Spl. Division, Ramanagara during office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a General Holiday , the next working day will be considered

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons

The Tender processing fee shall not be refundable

Tenderer who qualifies in the technical bid only those tenderers financial bid will be opened

Uploaded Original BG or EMD to be submitted to the Executive Engineer, PWD Special Division, Ramanagara before the date of Opening of the Tender otherwise tender will be rejected for Non-submission of EMD

Tenderers registered under class III may tender for works within the districts of the PWD circles wherein they are registered, otherwise tender shall be rejected

Tenderer should compulsory mention UDIN number along with turnover certificate.

The Defects Liability Period is 01 year

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Tenderer who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity - (AXNX2.5 - B) where A -Maximum value of works executed in any one year during the last five years taking into account the completed as well as works in progress. N -Number of years prescribed for completion of the works for which tenders are invited.B - Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 6 Months

Financial Status

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e., 2021-22,2022-23,2023-24,2024-25,2025-26 (a)Achieved in at least two financial years a minimum financial turnover (in all classes of civil engineering construction works only) of Rs. 59.23 Lakhs
