TUNGSTEN CARBIDE TAMPING TOOLS (TCTT) FOR OLD CSM / WST

Special Eligibility Criteria

1. 1

   A) Following manufacturer or his authorized agent/dealer having tender specific authorisation will be technically eligible for bulk order: (1) Original Equipment Manufacturer (OEM) of Tamping Machines on which TCTT is to be provided Or (2) TCTT manufacturer who has successfully supplied TCTTs equal to minimum 35% of the tendered quantity in last 10 calendar years and current calendar year to Indian Railways with satisfactory performance. Supplied tools which have completed average service life of minimum 2,50,000 insertions in a set (as defined in clause 11.0 of Technical Specifications), will only be considered as having satisfactory performance. As proof of satisfactory performance, tenderers should submit performance certificate(s) issued by Indian Railways. Performance of the supplied quantity in no. of insertions must be mentioned in performance certificate(s). Or (3) (i) TCTT manufacturer who has successfully supplied TCTTs equal to minimum 35% of the tendered quantity in last 10 calendar years and current calendar year to at least two operators on other world Railways with satisfactory performance. Proof of satisfactory performance should be submitted from such clients. Such supply and performance may be directly to world train operators or to the to world train operators or to the Tamping Machine OEMs or to any Operators of tamping machines in at least two different countries. (ii) Supplied tools which have completed average service life of minimum 2,50,000 insertions in a set (as defined in clause 11.0 of Technical Specifications), will only be considered as having satisfactory performance. As proof of satisfactory performance, tenderers should submit performance certificate(s) issued by the Train operators or by Tamping Machine OEMs or by Tamping machine operators. Performance of the supplied quantity in no. of insertions must be mentioned in performance certificate(s). (iii) Supply and satisfactory performance quantity, for adjucating the minimum eligibility criteria of 35% of tendered quantity, from at least two World Railways/ two different countries, will be counted as below: (a) By aggregating the satisfactory performance in Indian Railways and at least one other World Railway/ foreign country, if any satisfactory performance is there in Indian Railways. Or (b) By aggregating the satisfactory performance in at least two foreign World Railways/ foreign countries, if no satisfactory performance is there in Indian Railways. (B) Manufacturer who does not meet the above criteria for bulk order but are having adequate manufacturing facility and who agrees to abide by the technical specifications and has the Testing facilities as specified in the Clause 13.0 and Quality Control System as specified in clause 14.0 of the technical specifications, shall be considered for developmental order only. Authorized agent/dealer of such manufacturers having tender specific authorization shall also be considered for developmental order.

   (C) The onus of submission of requisite documents (such as copies of Receipt note/IC/CRN/receipt & acceptance. Capacity & capability credential, M&P required for manufacturing tendered item, T&P, Technical manpower, in house testing facilities, MSE credentials etc.) along with their e-offer regarding 'Bulk order' or 'Developmental order' lies with the tenderers. In case the tenderers do not submit the requisite documents as detailed above along with their eoffer. NR reserves the right to decide the tender on the basis of vendor performance available with NR for the tendered item in last 10 calendar years & current calendar year up to date of tender closing. No back-reference in this regard will be made with the bidder. (D) Only Manufacturers or their authorized dealers/ distributors need to quote with Tender specific authorization from the manufacturers failing which offer will be summarily rejected. (E) In case tenderers participates as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal.

   In keeping with the Public Procurement (Preference to Make in India) Order, 2017, as amended, and in terms of clause 2.4.2, 2.4.5 and 2.4.6 of Instructions to Tenderers for e-Tender, Rev. 1.21 of April 2024, Public procurement of this item is restricted to Class - I and Class-II local suppliers only. Thus, only class-I and class-II local supplier as defined under the public procurement (preference to Make in India) Order, 2017, as amended shall be eligible to bid in this tender. Offer from vendors who do not quality to be Class - I (Local Content :minimum 50% ) or Class- II (Local Content: minimum 20% but less than 50%) local supplier, shall be summarily rejected and, therefore, such vendors should not participate in the tender. In case any vendor who does not qualify to be a Class - I or Class-II local supplier for the tendered item participates in the tender, such a bidder does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the bidder on this account.

   Bidders are required to quote for a quantity not less than 50% of the tendered quantity for each tender item for consideration of eligibility for regular ordering, and quantity not less than 10% of the tendered quantity for each tender item for consideration of eligibility for developmental ordering, as per the eligibility requirement of the tender. Offers for quantity less than 50% of tendered quantity for each tender item from vendors eligible for regular ordering and offers for quantity less than 10% of tendered quantity for each tender item from vendors eligible for developmental ordering will be considered as unresponsive and will be summarily rejected.

Commercial-Compliance

   The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.

   EMD and SD : i) In terms of clause 3.0 of the Instructions to Tenderers for E- tenders, Rev. 1.21 of April 2024, Bidders, not failing in the exempt category for furnishing EMD, are required to mandatorily furnish the requisite EMD along with their offer, failing which their offer will besummarily rejected. (ii) In terms of Clause 12.0 of the Instructions to Tenderers for E-tenders, Rev. 1.21 of April 2024, successful bidders unless failing in the exempt category for submission of S.D. are mandatorily required to submit Security Deposit at 5% of the value of Contract value.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

General Instructions

1. 1

   Bank Account details for the purpose of payment shall be taken as appearing in the profile of the vendor in IREPS. In case, there is any change in the bank account details, vendors are advised to update their bank account details in their IREPS profile.
