Pre-Qualification Criteria: The intending bidder can submit bids as an Individual bidder along withTie up ofpump manufacturer. The Tie up is to be formed prior to the bidding.

Tenders from a Tie-up proposed in this bid, the bidder shall upload an agreement with only one pump manufacturer on Rs 200-00 stamp paper in the prescribed format which shall be concluded prior to bidding and enclosed to the bid document. For proof of the Tie up, in the technical bid, the prescribed format under section 2 - instruction to tenderer (ITT) shall be followed.

The intending bidder should have satisfactorily completed (at least 90% of contract value) at least one work of Construction of Lift Irrigation scheme costing not less than Rs. 2216.14 Lakhs (i.e., not less than 50% of the amount put to tender) on turnkey basis in the last five years (i.e., from 2021-22 to 2025-26). The work done certificate shall be issued by an officer not below the rank of Executive Engineer of the concerned Division / equivalent officer and countersigned by the Superintending Engineer of the concerned circle / next higher officer with indent number. The cost shall be updated to the present value by giving weightage at 10% each year, if the work is completed prior to the year 2025-26.

Work done certificate to be uploaded should have following information: Date of Agreement, Agreement Period, Contract/ Agreement Value, Amount of work executed, Percentage of Financial Progress w.r.t. Contract value, Date of completion of work, Copies of Last RA Bill / Final RA Bill shall be uploaded in Karnataka Public Procurement in support of work done certificate.

The intending bidder in his/its name should have In the last 5 years i.e.,2021-22 to 2025-26achieved in at least 2 financial years, a minimum financial turnover of Rs. 5909.7Lakhs (usually not less than two times the estimated annual payments under this contract. The intending bidder should have laid and tested minimum quantity of MS Rising Pressure pipe system of the work with following diameter of pipes in any one financial year, during the last five financialyears (i.e., from 2021-22 to 2025-26).. Certificate should be obtained from an officer not below the rank of Executive Engineer of the concerned Division and countersigned by the SE of the concerned Circle or equivalent in case of other Govt. undertaking within India. MS pipe with Inner diameter not less than 500 mm for length 7.51Km for MS Rising Main and Pressure distribution system. Minimum executed Qty 6.0Km

The intending bidder should have Own/Lease equipments and machineries, shall be furnished as per the Finance Department Govt Circular No. FD 263/EXP/12/2022 dated 11.05.2022. Availability by owning at least 50 percentage of the required / specified key and critical equipment for this work. Each tenderer should demonstrate availability of few key equipments/machinery for execution of the work. However, it is obligatory for the contractor to use the following machineries for various activities of roadwork /Irrigation works involved in construction as per MORTH specification and Irrigation manual. i.e Excavator 2 OWN and 2 Hire, Tipper 4 OWN and 4 Hire, Transit mixer 1 OWN and 1 Hire, Concrete mixer 2 OWN and 2 Hire, Vibratory Road Roller 1 OWN and 1 Hire, Dewatering Pump 2 OWN and 2 Hire, CRANE Capacity20 Tonnes above 1 OWN and 1 Hire, Water Tanker 3 OWN and 3 Hire.

Note:-1:The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be certified by statutory auditors of the company or by the proprietor of the company through an affidavit.

Note:-2: Even though the bidders meet the above criteria they are subject to be disqualified if they have:

Made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and /or Record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history and financial failures etc. and /or Participated in the previous tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification. If the bidder/bidders have participated more than one work, the available tender capacity will be assessed and number of works will be awarded as per his available bid capacity.

Note:The bidder should furnish the details regarding qualification information in prescribed Format appended with bid document (i.e., Qualification information). Furnished by the bidder other than prescribed format is treated as non-responsive With respect to stipulation of Assessed available tender capacity, the bidder has to fill the information on the format given in the Qualification information CONTRACT DATA REQUIREMENT and upload the details in the prescribed format. The information submitted shall be used for the purpose of competing tender capacity at the time of Technical bid evaluation.

Cover-II shall contain a financial Bid: The Cover-I (Technical bid) will be opened first and thereafter Cover-II (financial bid) will be opened only for those bidders who qualifies in the technical bid. In case the lowest bidder fails to produce the original documents for entering into an agreement or the original documents submitted does not match with the uploaded documents or found false, then his bid is treated as non-responsive bid as per clause-26(4) of the KTPP rules & his name would be removed from the select list of KNNL enrolment and barred from participation in any of the tenders invited by the KNNL apart from forfeiting the EMD paid through e-cash.

Issue and Submission of Tender Documents. E-Procurement The bidders can access and down load blank document and submit their bids through e-procurement from 25/08/2026 from 11.00 Hrs., in the e-procurement website https://kppp.karnataka.gov.in/ash/portal/portal-home on payment of (Non refundable) such amount as prescribed in the e-procurement portal for the work towards transaction fee. The bidders can pay the transaction fee in the e-procurement portal using payment modes.i. Credit cards ii.National electronic fund transfer (NEFT), iii. Over the counter (OTC).

The Tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.

A Pre-bid meeting will be held on 15/09/2026 at 12.00 Hrs., in the office of the Managing Director, Karnataka Neeravari Nigam Ltd., 4th Floor, Coffee Board, No.1, Dr. B.R Ambedkar veedhi, Bangalore. The queries if any should be sent not later than a week in advance by the intending bidders before 17.00 Hrs., through e-mail to the Executive Engineer (e-mail ID for sending queries is ee4tbp(at)yahoo.in )

Last Date for Submission of completed e-tendering documents is 24/09/2026 upto 16.00 Hrs.

Cover-I (Technical bid) will be opened in the office of the Executive Engineer, Karnataka Neeravari Nigam, No.4 Canal Division, Sirwar, Raichur District on 25/09/2026 at 16.30 Hrs., in presence of the bidders who wish to participate.

Cover-II (Financial bid) of the successful bidders who qualified in the technical bid will be opened on 30/09/2026 at16.30 hr after approval to the technical bid from the competent authority, by Executive Engineer, Karnataka Neeravari Nigam, No.4 Canal Division, Sirwar, Raichur District.

The Contractor should pay Rs.37.60 Lakhs towards earnest money deposit (EMD) in e-procurement portal in any mode of payment such as, a) Credit card/ direct debit/ National Electronic Fund Transfer (NEFT) /Over the counter (OTC). The tenders without valid EMD shall be rejected. The entire EMD amount is to be paid in single transaction.

The necessary certificates/documents in support of pre qualification criteria fulfilled as stipulated shall be scanned and attached to e-tender document. Scanned signature of the bidder / authorized representatives of the bidder shall be attached while uploading the bid document. The original certificate / documents shall be produced prior to the opening of cover containing technical bid for verification. The original of all above documents shall be produced for verification otherwise the tender will treated as non responsive bid and rejected.

Prior to awarding of the work the Lowest (L-1) bidder should produce the original documents in support of the uploaded documents to enter in to the agreement. If the lowest bidder (L-1) does not produce the Original documents for entering into the agreement then his bid can be treated as non responsive bid as per clause 26(4) of the KTPP Rules. The name of the bidder who do not produce the original documents shall be removed from the select list of KNNL enrollment and barred from participation in any of the tenders to be invited by KNNL apart from forfeiting the EMD paid through e-cash.

General Conditions: The bid shall be technically evaluated based on the specifications indicated under Section titled Contract Data and Scope of work in bid document.

The Bidder/Tie up partner shall not be under Corporate Debt Restructuring (CDR)/ StrategicDebt Restructuring (SDR) or Bureau of Industrial and Financial Reconstruction (BIFR) in the last 5 Years prior to bid submission date. In this regard, the Bidder shall submit along with Bid, a certificate from their Statutory Auditor with a declaration that, the Bidder is not under CDR / SDR or BIFR.

Bids not satisfying minimum duty point parameters, efficiency parameters of pumps and motors and velocity parameters as specified in bid document shall be rejected.

For construction of Transmission line/Substation Works, the contractor shall engage only those agencies who are licensed to do the power line construction works in Karnataka. They should have constructed atleast one similar single power line of 33 kV SC line of power line for the work tendered in a single contract. The details of the transmission line construction contractor with registration certificate and certificates of experience signed by an officer of not below the rank of Executive Engineer of KPTCL shall be submitted for KNNLs verification post award of the work.

The pump manufacturer shall not enter intoTie-up with more than one bidder.

The contractor/authorized signatory should attach his/her scanned signature to the Schedule-B before uploading and also submitting their tenders.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

The work proposed as per the scope of work. If any additions/alteration involved for during execution, it is the responsibility of the agency to deliver the goods as per contemplated scope ofthe work without causing any damages to existing infrastructure. If any damages occur during execution, the same shall be restored to the original condition at no extra cost.

The intending bidder/firm/company are advised to visit the work site before submission of the tenders.

The contractor should mention their recent correct portal address & mail address in declaration forms.

The tender processing charges paid by the bidder/firm/company are not refundable even if the tender is cancelled.

The work of the construction of transmission line should be got done through a Government Licensed, Super Grade Electrical contractor CEIG approved, who have the experience of carrying out such works.

The bidder Should have in-house design wing for preparation of detailed designs and drawings for the scheme in this regard detailed engineering capability or should have access to Engineering Consultants who are familiar in Civil Engineering Works.

The bidders are required to submit the breakup of price in support to their quote. In the absence of such information the cost of individual component shall be worked out in proportion to the estimate.

During technical evaluation, if the employer finds that any certificates / information furnished is false, such bidders will be disqualified and barred from participation in the bid

The intending bidders are advised to visit the site of work, make themselves familiar with local situation about the availability of construction materials, work men, land required for construction activities, etc and shall upload along with bid with details of references for visit of different parts of the scheme in the form of photographs of site before submission of bids.

The intending bidders should note that, if any of lands either in part/ parts or in whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take the possession of such land and start the work by obtaining consent of the land owners before commencement of work at no extra cost to the Nigam and no claim / delays whatsoever relating to on account of non-availability of land would be entertained.

Incomplete tender documents will be rejected.

The contractors/Firm shall send the authorization letter for their representatives duly attesting their signature.

Operation and Maintenance period for this work is 60 months (5 years) from the date,after successful completion of Phase-II work (pipe network).

Operation & Maintenance period/Defect liability period for this work is 24 months from the date of completion of work. The contractor shall take responsibility for 5 years O&M including 2 years defect liability period from the date of issue of certificate by the competent authority for successful commissioning of the project

The contractor should adhere to the accepted execution plan submitted by him, under any circumstances without linking to the pending payment of the work & also Land acquisition problems if any.

The bidder should enclose the detailed methodology of execution of the scheme as per the scope of work.

Typographical errors, if any, will not be the ground for any claims by the Contractor.

The increase in GST shall not be paid in the extended period of contractor for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

The Bidder shall be responsible for successful performance of the contract.

The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of the bid.

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

Corrigendum will be published in the web site/ news papers of all modifications /corrections if any.

The intending bidders should note that, if any of land either in part/ parts or in whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take the possession of such land and start the work by obtaining consent of the land owners before commencement of work, at no extra cost to the Nigam and no claim / delays whatsoever relating on account of non-availability of land would be entertained.

If the percentage quoted by the Bidder / Firm / Company for the work is below ninety percent (90%) of the estimated amount put to tender of the department, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 90% of the estimated amount put to tender or recast amount put to tender. In case of contractor quotes the rates above 125% of the estimated rates, then the amount over and above 125% will be withheld during the progress of work. The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of entire work as per agreement. The additional performance securityand withheld amount in the later case will be released only after 30 days from the date of entire work contracted is fully completed and socertified by the competent. (If BG submitted while issuing fresh BG or extending any existing BG, claim period ofa minimum one year from the date of expiry of validity period of BG is to be specified invariably).

Useful rubble and Stone chips obtained from excavation shall be issued to the contractor for use on works (including enabling works and aggregate crushing) at the rates specified for those materials in the prevailing Schedule of Rates.

The contractor should take design approval of the structures before commencing of the work.

The contractor shall also abide by the other conditions as laid down in Bid document.

The quoted premium shall include all taxes, Fresh Levies and Dutiesby Central/State/local authorities. Deductions will be made as per the norms and statutory order of Government, at the time of making payment.

Debarment of tenderers: The procurement entity may debar tenderer for a period not exceeding3 years from participation in its tenders following such procedures as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity or any stage of procurement activity with a fraudulent intention. ( KTPP Act 26A).

Defect liability period for this work is 24 months from the date of completion of work.

The contractor is responsible for any damages due to natural calamity the government or Nigam will not give any compensation for until the completion of maintenance period.

They should abide by the directions of Government towards recovery of 1% (or as modified by the Government from time to time) Cess from the contractors bill under the provisions of building and other constructions worker welfare cess Act 1996.

Regarding deduction of Royalty charges for procurement of all materials required for the work- the guidelines issued by the Government Letter No.: WRD 93 VBYE 2024 Dated: 18.07.2025 and Managing Director, KNNL, Bangalore vide letter No.: 2526 Dated: 12.08.2025. are to be strictly followed.

The contractor is to be abide to pay the royalty charges as per the prevailing Government Orders.

Pre-Qualification Criteria: The intending bidder can submit bids as an Individual bidder along withTie up of pump manufacturer. The Tie up is to be formed prior to the bidding.Tenders from a Tie-up proposed in this bid, the bidder shall upload an agreement with only one pump manufacturer on Rs 200-00 stamp paper in the prescribed format which shall be concluded prior to bidding and enclosed to the bid document. For proof of the Tie up, in the technical bid, the prescribed format under section 2 - instruction to tenderer (ITT) shall be followed.

The intending bidder should have Own/Lease equipments and machineries, shall be furnished as per the Finance Department Govt Circular No. FD 263/EXP/12/2022 dated 11.05.2022. Availability by owning at least 50 percentage of the required / specified key and critical equipment for this work. Each tenderer should demonstrate availability of few key equipments/machinery for execution of the work. However, it is obligatory for the contractor to use the following machineries for various activities of roadwork /Irrigation works involved in construction as per MORTH specification and Irrigation manual. i.e Excavator total 4Nos 2 OWN and 2 Hire, Tipper 4 OWN and 4 Hire, Transit mixer 1 OWN and 1 Hire, Concrete mixer 2 OWN and 2 Hire, Vibratory Road Roller 1 OWN and 1 Hire, Dewatering Pump 2 OWN and 2 Hire, CRANE Capacity20 Tonnes above 1 OWN and 1 Hire, Water Tanker 3 OWN and 3 Hire.
