NON-DESTRUCTIVE TESTING, PARTIALLY DESTRUCTIVE TESTING, DESIGN ANALYSIS & REPAIR RECOMMENDATIONS FOR 29 NOS. OF RCC SILOS

• The bidder (sole or consortium) should have carried out following job elements, either under the same or different work orders, during the last seven (7) years ending last day of month previous to the one in which tender is issued.

a) Non-destructive tests* on concrete * Non-Destructive Tests: Non-destructive Testing and/or Partially Destructive Tests.

b) Provided rehabilitation** or new design of at least one RCC chimney/ RCC silos/ RCC towers of height not less than 45m from ground level, ** Rehabilitation Design: Preparation of scheme/ drawing/ bill of material for rehabilitation/ repair.

c) Visual inspection by drone/ drone survey of concrete structure

The work experience should be from Central Govt. Organisations/ State Govt. Organisations/ PSUs/ Joint venture company where at least one of the partners shall be Central or State Government organisation/ PSU or Public Limited Company, referred henceforth as “client”, for eligibility criteria references.

Self-attested photocopies of following documents shall be submitted by the bidder in support of the above:

i) Work order /any other letter of award of work /Contract document /Purchase order issued by the client.

ii) Completion certificate /Final acceptance certificate / Client accepted final report or any other documents issued by the client showing completion of the job; corresponding to (i) above.

iii) For under progress or on-going work orders, only those works will be considered which are having duration of work more than one year and the completed work value in that duration is more than 50% of work order value. Necessary certificates from the client/ performance certificate/ client certified documentary evidence is to be submitted.

iv) Ownership document or notarized copy of Memorandum of Understanding/Agreement for hiring arrangement or ownership proof, for the following equipment: • VTOL drone or Quadcopter drone • PUNDIT PL-200 • Concrete ultrasonic tomography instruments

v) Contact person’s name, e-mail id and mobile/ telephone no. of the client.

The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.

• In case the bidder is in a consortium:

a. Maximum two consortium members are permitted. The consortium members shall, either individually or together, fulfil the criteria of Para-1 above.

b. The responsibility of each work element should be taken up in the responsibility matrix by the respective members who fulfil the criteria as per Para-1.

c. Bidder has to submit Notarized copy of Memorandum of Agreement having mentioned the followings:

Percentage share of each consortium member based on the value of scope division for each member.

Responsibility Matrix for scopes (Inspection by drone, Non-destructive testing, rehabilitation/ new design, report, designer’s supervision and scrutiny & recommendations on post repair NDT tests report).

Designer will be the Leader of consortium and must have minimum 30% of job share in value terms. Designer will be responsible for Preparation of scheme/ drawing/ bill of material for rehabilitation/ repair based on drone inspection.

Self-attested photocopies of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above:

i) Work order /any other letter of award of work /Contract document /Purchase order issued by the client.

ii) Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client showing completion of the job corresponding to (i) above.

iii) For under progress or on-going work orders, only those works will be considered which are having duration of work more than one year and the completed work value in that duration is more than 50% of work order value. Necessary certificates from the client/ performance certificate/ client certified documentary evidence is to be submitted.

iv) Ownership document or notarized copy of Memorandum of Understanding/Agreement for hiring arrangement or ownership proof, for the following equipment: • VTOL drone or Quadcopter drone • PUNDIT PL-200 • Concrete ultrasonic tomography instruments

v) Contact person’s name, e-mail id and mobile/ telephone no. of the client.

Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine.

• The average annual financial turnover (exclusive of GST) of the bidder during the last three consecutive financial years ending 31st March 2024 shall be at least Rs. 3.50 crore. (Rupees Three Crore Fifty Lakhs only).

In case of consortium bidding, Minimum Turnover (exclusive of GST) requirement for each consortium member = Rs 3.50 crore × % of scope of work in value terms declared in Consortium Agreement (MoA).

The bidder (each member of the consortium; in case of consortium bidding) shall submit audited Profit & Loss Accounts statement and annual financial reports for last three (3) consecutive financial years ending 31st March 2024 in support of the above.

Net worth of the bidder should be positive in the financial year ending 31st March 2024 as per the Audited annual accounts. For consortium bidding, net worth of each member of the consortium should be positive in the financial year ending 31st March 2024 as per the Audited annual accounts.

Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN)
