Special Eligibility Criteria

   (1) Either OEM should quote directly or OEM can authorize and give Tender Specific Authorization to its Agent / dealer to quote on their behalf. (2) The authorized dealer should submit valid tender specific authorization, along with the offer, otherwise offer will be summarily rejected without any back reference.

   The bidder must submit valid ISO 9001 certificate along with the bid. The offered EOT CRANE shall be in the scope of ISO certificate.

   Past Performance : 1) The bidders should have been awarded supply order(s) for at least one (01) number of " EOT CRANE ABOVE 5T CAPACITY" against any contract concluded by COFMOW / Zonal Railways / Production Units / Government Departments / Public Sector Undertakings / Public Listed Companies during the last ten (10) years from the date of tender closing. Copy of the relevant Purchase Order (PO) or Contract Order must be uploaded as proof of supply. 2) In addition to uploading the 'Purchase Order/Contract Order' copy in above clause, bidders must also submit proof of successful execution of the same order, such as Installation & Commissioning Report / Consignee Receipt and Acceptance Certificate (CRAC) / Receipt Note/Inspection Certificate/ Performance certificate issued by end user as evidence of successful supply. 3) Out of the successful supplies submitted under above clauses, the bidder shall submit a performance certificate of at least one (01) machine that has been in satisfactory operation for a minimum period of one year from the date of commissioning.

   Bidders submitting performance from a Public Listed Company must submit the NSE/BSE listing document as proof to ensure that the company is listed on NSE/ BSE prior to the tender closing date.

Commercial-Compliance

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Inspection by TPI Agency: (1) Firm to quote place of inspection clearly in their offer to enable this office to incorporate it in PO.

   SPECIAL INSTRUCTIONS FOR MACHINERY & PLANT (M&P) ITEMS: As per clause 3900 of INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER Indigenous Purchases Version-14 of June 2024 or latest with all corrigendums and amendments, if any, issued before the tender closing.

   MARKING: Materials are to be invariably stamped with manufacturer's name, month & year of manufacture as may be detailed in the drawing/specification of the material, so that warranty can be correctly acted upon.

   EVALUATION CRITERIA: The inter-se-position of all offers received will be decided on total value of tender quoted by the firm.

   PERFORMANCE BANK GUARANTEE: As per clause 0606(ii) of INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER Indigenous Purchases Version-14 of June 2024 or latest with all corrigendums and amendments, if any, issued before the tender closing.

   WARRANTY/GUARANTEE: (1) As per Warranty Clause in the Technical Specifications and Clause 3909 of the INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER Indigenous Purchases Version-14 of June 2024 or latest with all corrigendums and amendments, if any, issued before the tender closing date. In the event of any conflict, Clause of the Technical Specifications(except no. of warranty months) shall prevail. (2) Warranty clause is also applicable for spare parts / assemblies. (3) The machine shall consistently deliver the required output and accuracy as per the contractual specifications. Any deficiency or breakdown exceeding two (02) hours in a single day shall be considered a failure for that day. (4) All replacements and repairs requested by the consignee under this warranty shall be carried out by the contractor promptly and satisfactorily within three (03) days from the date consignee notifies the supplier, with all associated costs borne by the supplier (5) For the time by which the machine remains non-operational during the warranty period, penalty shall be applicable and the warranty period shall be extended by the same duration. The Warranty Bank Guarantee shall be returned upon the completion of the extended warranty period for the entire machine.

    LAND BORDER CONDITIONS: A bidder from a country which shares a land border with India will be eligible to bid only if the bidder is registered with Competent Authority as specified in Para 1810 and Annexure-7 of Western Railway Bid Document (Indigenous Purchases), Version -14 of June 2024. 1. "I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India; I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable the evidence of valid registration by the Competent Authority shall be attached.)" 2.     Any deviation quoted by the bidder in any uploaded document or elsewhere in any tab other than the deviation tab while submitting the bid shall be liable to be ignored.

    1) The cost is inclusive of Design,Manufacture,Supply,Erection and Commissioning, Bidder may quote separately along with Concomitant Accessories and List of Tools for each machine for successful operation of machine. 2) A calibration certificate shall be provided for Any kind of gauging/measuring instrument installed on machine with validity of 12 months from the date of commissioning. (Volt Meter, Ammeter, Load cell etc.) 3 ) Before Starting of Manufacturing of machine it is required to submit General Arrangement Drawing (GAD) for approval. (GAD shall be furnished to the consignee within 15 days after issue of LOA however the GAD approval will be conveyed after issue of PO only) 4) Before Dispatch of machine the supplier has to complete the foundation w o r k a n d in no case machine will be accepted by consignee if foundation is not completed (if foundation is required) 5) The machine will not be accepted at consignee's premises unless the Passed Quality/ Quantity Inspection Certificate of RITES/Inspection Agency is produced. 6) The machine shall be designed in such a way that it shall be RODENT/RAT proof i.e. no rodent/rat can enter in the working system and cause damage. 7) Suitable UPS unit to be provided to protect the PLC like delicate systems in case of sudden power failure or other wise there shall be inbuilt voltage protection system. 8) Physical Damage during warranty and C A M C : The physical damage means damaged caused due to intentional damage caused by any individual as sabotage, Fire, Flooding, and Earthquake i.e Force Majeure clause. Any damage appeared by virtue of use (poor quality material) not sustaining during warranty or during CAMC will be the responsibility of contractor to make the part/assembly in working condition or replacement of same. 9) Police Verification: Any person deployed by the firm for foundation work, erection/ commissioning, Warranty repair work, CAMC work has to produce current Police Verification Certificate, in absence of this , working permission will not be granted to the un-verified person. 10) For proper and safe use of the machine, firm is required to display engraved plate of DO's and DONT's on the machine. 11) All the personal deployed by the firms has to compulsory wear PPEs, i.e. Helmet, Safety Shoes, Gloves, Mask (if required) , Safety Harnes (in case of working at height) , on violation of this instruction, deployed personal will be removed from workshop premises. 12) The life span of EOT crane is 36 years therefore, the agency supplying EOT crane is required to extend necessary service support post warranty to upkeep
