Carrying out Environment Impact Assessment (EIA) & Risk Analysis (RA) study to assess probable impact on environment/risk due to the project & suggest required mitigation measures, If any, for obtaining the required clearances from State Pollution Control Board/MoEF&CC, GoI for the project of "BIJWASAN-DELHI AIRPORT ATF PIPELINE" in adherence to the EIA Notification, 2006 & subsequent amendments made by MoEF&CC, Govt. of India. Carrying out Environment Impact Assessment (EIA) study to establish present environmental parameters in & around the pipeline station facilities in 15 km radius and 1 km width along pipeline route under the subject project of "BIJWASAN-DELHI AIRPORT ATF PIPELINE" Identifying & evaluating potential environmental impacts that are consequent to the project facilities, carrying out consequence analysis of release of hydro-carbon to water-bodies etc. and recommend necessary mitigation measures, prepare EIA report covering all the relevant data on air, water, noise, land-use, temperature, available facilities, surrounding industries, place of historical importance, marine life, flora & fauna, water bodies, coastal areas, occupation, health, etc. of neighboring people etc. in accordance with the regulations of the concerned State PCB's, Notification of MoEF&CC, GoI as mentioned above and prepare an Environment Management Plan(EMP). Identification of Eco-sensitive area falling under the project, if any, shall also be included under this study. Carrying out Risk Analysis (RA) study for the proposed facilities envisaged under the project of "BIJWASAN-DELHI AIRPORT ATF PIPELINE" taking into account the proposed facilities and existing facilities in its surroundings, study done should identify the potential hazards, assess the impact of all probable accidental hazards and mitigation measures to reduce hazards of all the facilities, prepare RA report with mitigation measures & Disaster Management Plan (DMP). Risk analysis study shall comprise of, but not limited to: - Identification of risks by HAZOP/FETI approaches - Hazard analysis/damage model studies for the facilities, radiation effects etc. - Maximum Credible Accident Analysis bringing out type of fire hazards from the facilities, past accident analysis, risk factors, societal risk, Domino effects etc. - Observation of risk assessment study / recommendations. - Preparation & submission of ON SITE EMERGENCY PLAN / DISASTER MANAGEMENT PLAN (DMP) for the subject pipeline, based on Risk Analysis and assessment. Note: The above also includes all expenses related to rendering assistance towards providing technical explanation / clarification that may require to be made to any statutory authority, whenever asked for and for attending offices of State PCB's/MoEF&CC, GoI/ Other statutory authority along with IOCL officials to give presentations on the study, whenever asked, to facilitate clearances from State Pollution Control Board/ MoEF&CC,GoI.
