Relevant Past performance for Regular and developmental orders: [A] Bulk Order will be placed on the manufacturer or its authorized agent having proven performance. At-least 80 percent of the procurable quantity will be covered invariably on the past proven suppliers. The tenderer must have satisfactorily executed at least one single purchase order of Zonal Railways/ PSU/CORE/Other Government organizations for the tendered item/ similar item* for a minimum of 20 percent of total tendered quantity against purchase order placed during three preceding completed financial year and current year up to date of tender opening. Similar item means item with same description and specification with different sizes. [B] If such past performance level is lower, then the offer may be considered as responsive to N.F. Railways requirement for placement of developmental order not exceeding to 20% of the net procurable quantity. [C] The onus of submission of requisite documents in support of supply { [i] Receipt Notes/Proof of acceptance of material by consignee [ii] Inspection Certificate with self-declaration by the bidder that supply has been accepted by consignee or [iii] GeM contract and CRAC. Furnishing of false declaration shall render termination of contract and further action as per terms and conditions of contract lies with tenderers. In case the tenderers do not submit the requisite documents as detailed above along with their offer, the tender will be decided on the basis of their past supply performance records as available with NFR [ if any] and no back reference shall be made in this regard.

(a) Tenderers are hereby instructed to supply the tendered quantity to the respective consignee(s) as indicated in tender document. [b] If tenderers mention anywhere in its offer contrary to (a) above and/or mentions not to supply to some of the consignees, such offer may not be considered for ordering for such consignees where the tenderer has not agreed to directly deliver the stores without any back reference.

i] Have you attached the past performance credentials with your offer? [ii] Have you mentioned the complete address of the work premises of the OEM where Third party inspection will be carried out before dispatch of the material?
