Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Agency/company/Supplier shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government/Government of India/Union Territory.

Agency/company/Supplier should not be associated, or have been associated In the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to other documents to be used for the procurement of the goods to be purchased.

It shall be the responsibility of the Agency/company/Supplier to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of K-PORTAL on or before the last date and time of bid submission.

The Agency/company/Supplier is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of K-PORTAL due to internet connectivity issues and technical glitches at bidders end.

To qualify for award of this contract, each tenderer should furnish qualification information as per Standard Tender Document KG-3 attached to this tender and all the Formats prescribed in the bid documents shall be filled by the tenderer in full and complete manner. Otherwise the tender will be rejected.

All scanned documents to be uploaded shall be in original and legible. At the time of opening of bid all the original documents should be produced for verification without fail to the Executive Engineer/Superintending Engineer, Otherwise the tender will be rejected. During the time of evaluation of bids, if the employer finds any certification / information furnished is false, such tender will be rejected.

The employer is not responsible for any delay in accessing K-PORTAL and the employer is not responsible for non-production of uploaded documents in K-PORTAL, The tenderer has to ensure that all the documents required are uploaded correctly.

The cost of tender form fee shall not be refundable. The Agency/company/Supplier shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs. No interest will be paid by the Government on the Earnest money deposit.

The rates quoted shall be through rates for finished items of work inclusive of all lead and lifts, loading and unloading charges, all incidental charges and all taxes Local or general, Royalty etc., complete payable to the Government or local bodies in the region. Materials will be supply for work spot as on item as per work requirement of the day.

Similar supply work done certificate should be issued by competent authority, not below the rank of executive engineer with work indent number is compulsory.

Within 20 days of receipt of the letter of acceptance, the successful tender shall delivery to the employer a security deposit (FDR). For an amount equivalent to 5% of the contract price with unbalanced amount otherwise supply order is cancelled forfeit the EMD and recommended to higher authorize for further action.

The tender of any tenderer who does not accept the conditions contained in the tender document is liable to be rejected. Conditional tenders will not be accepted.

Omission and typographical errors which is in the opinion of the executive engineer. Will not be a ground for claims of extra payment. If any of the dates mentioned happens to be a general holiday. The next working day will holds good.

Further particulars if any required by the contractor can be contact the office of the executive engineer, PRE Division Shivamogga during office hours on all working days.

Contractors upload the original documents, turn over with profit and loss statement must be signed by CA mentioned UDIN is compulsory.

Conditional tenders and joint venture is not accepted.

Conditions mentioned in bid document KG-3 is accepted.

All tenders are accepted or rejected by the executive engineer, PRE Division Shivamogga is reserved.

The rates are excluding GST, Hence GST will paid separately.

Upload the Annexure-II format fill and upload is compulsory.

The UDYAM with NSC certificates are compulsory for exempted the EMD. If agency/company/supplier have not both certificates he should be paid the EMD compulsory. Otherwise his tender will be disqualified from the further tender process.

Profit and loss account should duly signed by CA mentioned UDIN compulsory.
