Supply, installation, testing and commissioning of Master Controller - Powered by Linux which comprising of the following: Network Controller will be in direct communication with the Software and shall store on-board all the Security and PMF parameter to operate independently from the Central Server software. The Network Controller is capable of buffering up to 80,000 events and shall be able to time-stamp events during time of occurrence. It shall support direct download to allow upgrades and only accept authenticated downloads from the Software. The Network Controller shall support logic functionality by way of configurable ‘Logic Blocks’. The Controller should an on-board TCP-IP Ethernet connection and driver supporting 10BaseT & 100BaseT operation, include at least 01 RS-485 multi-communication port and have IPv6 address support along with IPv4.The Controller shall be provided with a pre-configured IP Address allowing initial configuration via a web browser and support DNS operation while automatically establishing contact with a secondary / tertiary DNS in case the primary DNS is not available. All data communication shall be encrypted using an industry standard symmetric encryption algorithm equivalent to 128-bit AES or stronger. Communication between Network Controller's and downstream devices shall support a high-speed protocol of at least 1Mbit/second.

Supply, installation, testing and commissioning of Cabinet for master controller which comprises with following: The Network Controller will be installed in a secured enclosure (Cabinet) made from a strong polycarbonate / ABS plastic. It should include optical tamper detection for the front and back of the enclosure. Protection Rating: IP44 Flammability Rating: UL-94, HB

Material and labour for provision of Power Supply for Master Controller which comprises of: A compatible Switched Mode Power Supply (SMPS) with the latest state-of-the-art current mode PWM Controller and MOSFET based design will be used for each Network Controller. It should have a soft start circuit to limit the AC inrush current and LED indications for DC OK. Input Voltage: 150 - 300 VAC Output Voltage: 12 - 15 VDC Current: 05 A

Material and labour for provision of HBUS I/O Board 16x16 inch. The Cabinet will also house an HBUS 16 X 16 I/O Board to extend the existing connectivity of the Network Controller via the HBUS communications protocol. Communication: 1Mbit / sec 4 - state balanced inputs: 16 nos Outputs: 16 (12 Vdc/ac, 3A resistive, 1A inductive) Operating current: 674mA DC (relays ON) Power Supply: 13.6 Vdc ± 15%

Provision of Fence Zone License which comprises of: Each Fence Zone must be licensed and the same must be included in the Software being provided. (13 HV, dual pulse zones = 26 Fence Zone licenses in total) Note- The original license of the software shall be provided and shall have validity for complete duration upto to the maintenance period within the scope of the contract i.e upto 02 yrs after completion of defect liability period.

Provision of Software Upgradation - SMA. The upgradation of system will comprises of: (i) The Security Management System Software is the central management platform that provides a powerful and versatile feature set, enabling system operators to configure, monitor and control the Security System. (ii)The Software shall be easy to use, make extensive use of menus and windows and require a minimum of operator training to operate the system proficiently. (iii) It must be capable of receiving simultaneous alarm signals from a number of remote locations without loss or excessive delay in their presentation to the operator. Any authorized operator should be allowed to acknowledge, view and/or process an alarm from the screen. (iv) Programming alarm response instructions into the system must be possible so that these are presented to the Operator when processing an alarm event. (v) The Software shall display a one-line plain language event message for every activity event (alarm or otherwise) occurring in the system. All activity logged shall be time and date stamped to the nearest second (hh:mm:ss). On having the appropriate operator authorization, it shall be possible to drill down into the properties of each component that makes up that event for future details. (vi) It shall be possible to manage and monitor alarms, overrides, the general status of site items and arm/disarm fence zones through the Graphical User Interface with the use of interactive real time dynamic site plans and icons.

Supply, installation, testing and commissioning of HBUS alarm terminal keypad which comprises of : An Alarms Management Terminal shall be provided to allow keypad functionality and extensive perimeter management functions, including arming and disarming zones, acknowledging alarms, fence zone lockout for maintenance, and displaying fence voltage, battery voltage and fence controller temperature independently, but parallel to the Software. Operation from the Terminal will be allowed on successfully entering the correct PIN (4 - 8 digits) as configured in the Software for each Operator Voltage: 9 - 16 Vdc Idle current @ 13.6 Vdc: 110 mA

Note: (i) The HDPE pipe will be laid under trenches/ducts/on the wall/along the wall or passing through the road etc including all clamping material will be done by the contractor and prior survey will be carried out by the contractor before quoting the rates. The Fence Controllers shall be HV Dual Fence Circuit (2 channels) with automatic escalation to HV plus mode that delivers synchronized electric pulse through the fence wires whilst meeting with global safety standards IEC 60335-2-76 & IS302-2-76. The Fence Controller shall have visual fence health and alarm status display, however, operate in a networked environment and be controlled and monitored by the Software. Supply, installation, testing and commissioning of Console for Fence Controller. The console must have - IP66 - 1200X800X300mm. The Outdoor Consoles will each hold 1 / 2 Fence Controllers, 1 UPS unit, 1 MCB Box and 1 External Horns. The Outdoor Console will be mounted on a firmly grouted stand (sold seperately) and have a Canopy on top for additional protection. The Outdoor Console of dimensions 1200 mm x 800 mm x 300 mm will have IP 66 Protection Category with 1 hinged door having a 3 - point lock system. There shall be a mounting plate inside the Console of 3 mm to support installation.

Material and labour for Fabricated MS Stand for external mounted Consoles made out of 50x50x5 mm thick angle iron including painting with two coat of synthetic enameled paint over one coat of red oxide primer,including grouting in PCC 1:3:6 complete all as specified.

Material and labour for MCB Box made out of fibre glass heavy duty with 2 MCB's of suitable capacity+ 2 switch & 5 pin socket An MCB Box with 2 6A MCB, 2 5-pin sockets and 2 switches complete all as specified.

Material and labour for PVC Pipe heavy duty of size 50 mm. All Zone Feeder Cable from the Fence Controller to the phyisical fence will be installed in 50 mm PVC Pipes and neatly clamped on the wall / fitted at any height.

Supply and installed maintanance free battery of capacity 7 AH, 12 Volt DC. The Fence Controllers shall have an internal 12 VDC 7 Ah SMF backup battery, thereby supporting automatic battery charging, testing and monitoring.

Supply and installed UPS 1000 VA. The UPS unit will have a total capacity 1000 VA with continuous surge protection and quick transfer time. It should support fast charging and battery saving functionality as per the manufecturer recommendation complete all as specified.

Supply, installation, testing and commissioning of Physical Fence and accessories comprises of following parts:-Live Fence Indicator -01 UV resistant and long lasting high power LED Indicator will be physically installed on each Fence Zone to show that the fence is armed and working effectively. It should use power directly from the fence and no external power supply. The LED flash should be provided with lens for high visibility from long distance (easily visible during the day and up to 1 km in night) and should have one directional viewing angle allowing the light to shine in secure area only.

Supply and installed Digital Volt Meter an instrument to measure the voltage on the fence wires, fault finding, etc. The digital voltmeter have powered by one 9 V battery with a life of 6 – 12 months (Battery included). It shall be of portable type with digital display either LCD/ LED. It shall display fence voltage up to 20 kV. It shall have a tough polycarbonate case.

Supply, installation, testing and commissioning of Super Earth Kit comprises of following:- Each Fence Controller should have suitable earthing installed. Special Earth Kits that contains a Stainless steel rod, earth mixture and heavily hot dipped earth clamps must be used. The Earth Kit will be connected with Double insulated cable & terminated at Hot Dip Galvanized Clamps with M8 Stainless Steel fasteners. A minimum of 3 Earth kits per Fence Controller will be used. Lightning diverters should be fitted in conjunction with its own earth system, separate from any conventional earthing.

Material and labour for Main Post 50 NB - 1500 mm comprises of following: For the Main Posts 50 NB round profile MS Heavily Hot Dip Galvanized of Minimum 3mm Thickness of 1500 mm will be used. Grouting will be done using Hold Fasts with 1:2:4 Cement Concrete mix. Suitable mounting Brackets will be welded to the post to fasten the special metal Profile post. Plastic Post Cap will be provided to fit on top of the post.

Material and labour for Support Post 32 NB - 1500 mm comprises of following:- Each End Post will have one 32 NB Support Post, 3 mm thick, of equal length to post, fixed diagonally in direction of the fence wire. These posts will also be heavily galvanised and fully weather sealed. The Support Posts will be fitted to Main Post with Pipe Clamp and secured in position with Nut & Bolt.

Material and labour for Spl. Profile Intermediate Post - 1200 mm comprises of following: Special profile Intermediate Post of 1200 mm length will be fitted onto the Main Post. These posts are 2 mm Profile rolled from Cold Rolled MS and hot dip galvanized to a min thickness of 60 Microns and will have 13 equally spaced pre-punched holes not less than 91 mm apart to hold Insulators / Hooks. Intermediate Post have pointed tops to prevent climbing over the posts and will include 3 mounting holes for easy installation onto the Main Post.

Material and labour for Spl. Profile Intermediate Post - 1500 mm comprises of following: Special profile Intermediate Post of 1200 mm (+ 300 mm grouting length), 2 mm Profile rolled from Cold Rolled MS and hot dip galvanized to a min thickness of 60 Microns, having 13 equally spaced pre-punched holes not less than 91 mm apart to hold Insulators will be used. These posts will be pointed tops to prevent climbing over. A proper PCC 1:2:4 grouting will be done to erect the post.

Material and labour for Hot Dipped galvanised pipe Clamps of 50 NB with M8 Stainless Steel fasteners complete all as specified.

Material and labour for joint Clamps that are heavily galvanised upto 50 microns and spun dry will be used. Joint Clamps will be suitable for clamping upto 04 nos fence wires and configuration links, etc.

Supply, installation, testing of Lead Out Cable (DI Cable) Heavy duty, high impact, double insulated cable will for used to : (a) Zone Feeder Cable from the Fence Controller in the Console to the physical fence installed on top of the wall (b) Connect the Fence Controller to the Earth Kits (c) Connect the Lightning Diverter to the Earth Kits (d) Configurations, etc. The Cable consists of a 2.5 mm, 13g galvanised wire, double insulated with HDPE outer insulator (1.0 mm thick) and PP inner insulator (1.4 mm thick) made of tough polyethylene for abrasion resistance.

Material and labour for Warning Sign Board comprises of : Warning sign boards made of PP with UV protection of Size 245 MM x 145 MM x 3MM in yellow colour with Black Lettering will be used. The warning messages shall be in Local Language, Hindi / Marathi and English. It should comply with the code of practice and standard requirements.

Supply and fixing of Breakaway Intermediate Insulator comprises of following: Each Intermediate Post will have 16 UV stabilised Intermediate Insulator . These Insulators will break under a downward load (around 25 Kgs) thus ensuring that an intruder climbing the fence will cause the insulator to break and triger an alarm. They have a shield that prevents arching between wire and post & high gloss surface prevents dirt build up and makes cleaning easy. Insulator slides onto security post and is held with fixing pin.

Supply and fixing of End Strain Insulator comprises of : End Strain Insulators that are made of high impact, high strength, long life polycarbonate material and UV stabilised will be fitted onto the End Strain Hooks. They must withstand tensile strength of 250 kgf and have long tracing distance for minimum power leakage. The fence wire will be terminated by twisting the wire (4 twist coils) to the end strain insulator.

Supply and fixing of End Strain Hook comprises of : Zinc coated End Strain Hooks will be used for attaching a single Tensioner and Strain Insulator to strain posts. Hooks will be hard drawn sprung steel for strength and have ground ends to prevent scratching. It must have double loop hook for easy attachment.

Supply and installed Permanent Wire Tightner comprises of: For sections above 50 mtr, a permanent wire strainer with multiple securing clip positions will be used. The strainer is made of die cast LM6 Aluminium Alloy with breakage load of 200 Kg and has an anti-unwind clip.

Supply and installed Fine Pitch Wire Strainer comprises of following: For sections shorter than 50 mtr, Wire Strainer with anti -slip ratchet for fine adjustment of wire tension will be used. The tensioning device should allow for the accurate tensioning of the fence wires to the required tension. It should only be possible to tension the fence wires by means of a tool. Wire Strainer has stainless steel and alloy construction for corrosion resistance and strength & have combined functions of tensioner wire clamp and stain Insulator.

Supply, installation, testing and commissioning of HT Wire - 2.59 mm. The HT fence wires used will be high carbon, high tensile, fully galvanised wire of dia 2.59 mm. It has a Zinc coating thickness minimum of 280 gms / sq. m

Supply, installation and testing of Link - 1 having specification as: Suitable configuration links made from HT Wire, heavily galvanised to 230 gsm and fully weather sealed will be used with heavily zinc galvanised Joint Clamps for joining the fence wires to form a complete loop

Supply, installation and testing of Link - 2 having specification as: suitable configuration links made from HT Wire, heavily galvanised to 230 gsm and fully weather sealed will be used with heavily zinc galvanised Joint Clamps for joining the fence wires to form a complete loop

Material and labour for 'Post Cap - 50 NB 'Plastic Post Cap of 50 NB to fit on top of the Main Posts complete all as specified.

Material and labour for heavy duty PVC Pipe - 20 mm. DI Cable drawn from the physical fence to the Earth Kits buried in the ground will be installed in 20 mm PVC Pipes and neatly clamped on the wall.

Material and labour for heavy duty PVC Pipe - 150 mm. Each Earth Kit will be surrounded by 150 mm PVC at surface level. This PVC Pipe will go atleast 1 ft deep into the ground and protect the Earth Kits from external damage.

Material and labour for Lightening Divertor -02 nos. The UV stabilised Lightning Divertors will be installed per Fence Zone to help divert lightning from the Fence to earth, protecting the Fence Controller. These should be able to withstand multiple strikes and have an adjustable spark gap for maximum protection.

Material and labour for GI Pipe - 65 NB Heavy duty 'B' Class, minimum thickness 3 mm used for drawing of DI Zone Feeder Cable across Gate sections along the perimeter in PVC Pipes complete all as specified.

Workstation License. The contractor will submit the Additional Workstation License for simultaneous operation of the Command Centre Software application from the COY Building Surveillance Bay with complete satisfaction of user.

Material and labour for dismantling of old unserviceable electric fence of any size and any height including removal of old fence from the site complete all as specified and directed.

Material and labour for provison of PCC 1:2:4 over the top of boundary wall including all shuttering and other materials complete all as specified and directed

Material and labour for road crossing of HDPE pipe by cutting the bitumin/PCC/RCC road by trenchless technology using latest boring technique for laying of HDPE pipe in depth not exc 1.5 mtr and width not exc 1.5 mtr or as directed by Eng-in-Charge. After laying of pipe the road/path will be made a per the existing specifications. No extra cost will be made to contractor for making the surface as per the existing.

Comprehensive annual maintanance (AMC) comprises of following: (i) Preventive maintanance service: The contractor will provide preventive maintanance service visits during the calender year to carry out the functional checkups and adjustments/tuning as may be required basis.(ii) In case of any breakdown of the equipment/system, on recieving a call from the user, the contractor is to provide maintanace service to make the equipment serviceable and will make the system operational within 12 hours. A panelty of Rs 10000/- Per Hr will be imposed for not attending the site within 12 hours with concerned team of engineers and technicians. (iii) The response time of the contractor should not be more than 6 hrs from the time of reciept of call. (iv) The serviceability of 95% per year is to be ensured. (v) Replacement/repair of all minor equipments/accessories (vi) Taining of 04 personnels should be imparted by the contractor on operation of system and basic first line maintanance and fault finding. Note- Cost of minor spare parts upto Rs 5000 (as per market) / routine material required for above maintenance shall deemed to be included in the quoted rates. Decision of accepting officer shall be final and binding regarding minor spares/routine material in case of any dispute.

The scope and nature of services to be provided by the contractor shall include scheduled preventive maintenance services which cover periodic and break down servicing, along with replacement of minor defective devices, fixtures, spare parts etc., if required, during the contract period. The rate quoted for services shall include the charges for deputing manpower (as an when required), routine maintenance service. The Scope of works include [but not restricted] the following- • Comprehensive maintenance and round the clock operation of all electronics and electrical systems including replacement of any minor defective items/components of the system, cost of upgradation, communication components etc • Maintenance and updating with latest software for all computer, master controller systems software and license. • All efforts are to be made with up to date maintenance in achieving this, by using predictive and pro-active maintenance techniques at times, and, by strictly adhering to preventive maintenance practices and schedules. Contractors shall engage and deploy experienced technical staff who has experience in trouble shooting to meet this kind of requirements. So engaged technicians shall have ability to resolve/ trouble shoot and rectify the electrical complaints with complete Technicalities Regular maintenance: Attend to all types of routine/preventive maintenance work such as checking /cleaning , tightening of all electrical and elctronic accessories cleaning the same at regular intervals. Note- The rate quoted under this Sch A shall be deemed to include for materials and labour required for comprehensive maintenance including repairs.
