Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The conditional Tender will not be accepted

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons.

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if he is an eligible registered contractor and is willing to execute and compete the work at the accepted tender rates irrespective of the cost of the work.

Contractor should carryout additional test required to test the suitability of materials

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer- in-charge of this work.

Contractor should follow strictly the prevailing rules of labour act.

The cost of the Tender processing fees shall not be refundable

Further particulars, if any, required by the Contractor can be had from the office of the Port Engineer, during office hours on all working days.

Materials required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority before use on the work at their own cost. The department will not supply any materials.

The tenderer should submit proposed methodology and program of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management, plan, proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion.

Contractors should be registered with KPWD/CPWD/Port Trust and kppp registered Contractor.

All scanned documents to be uploaded shall be in original and the same originals should be produced to the Port Engineer who reserves the right to verify the documents before agreement.

Work shall be executed as per standard specifications.

Goods and Service Tax (GST) The contractor shall be allowed to bill GST complying with GST rules at prevailing rate in running account bill and for reimbursement by the Employer, Tax invoice is required to be submitted and Information in GST should appear/display.

GST will be paid separately as per Government Oder.

If the tenderer coats less then amount put to tender, the tenderer should submit difference amount in any of the form given in favor of Port Engineer, Karwar. The successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-4 K.P.W.D. and further orders there on.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPP portal due to internet connectivity issues and technical glitches at bidders end.

Each Tenderer in its name should have Achieved in at least two financial years a minimum financial turnover (in all classes of Design /Marine consultancy/ Construction / Supply & Commissioning of navigational aids / Steel Hull vessel / Boats/ LCT/ Barges) of Rs. 980.15 Lakhs

Each Tenderer in its name should have satisfactorily completed, as prime contractor, at least one similar nature of work such as Design, Construction, Supply & Commissioning of Engines driven Steel Hull vessel work of value not less than Rs.183.78 Lakhs

Each Tenderer in its name should have Executed in any one year Design, Construction, Supply & Commissioning of navigational aids / Steel Hull vessel / Boats/ LCT/ Barges of value not less than Rs. 183.78 lakhs (Single or Multiple works)

Each Tenderer should further demonstrate Liquid assets and /or availability of credit facilities of no less than Rs.122.52 Lakhs (Credit lines/ letter of credit/ certificates from banks for meeting the fund requirement etc.

Tenderers who meet the specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity (AxNx1.5 - B )

The tenders shall be deemed to have carefully examined, visited and studied the site of operation and each and every factor which have bearing on his offering a tender and bid, before submitting the tender. He is further deemed to have carefully examined the condition of the contract, technical specifications etc. of tender and acquainted himself fully regarding the sufficiency of his tender to cover all the obligation of the contract.

A qualified Naval Architect with 20 plus years of experience should be in Tenderer company

The tender shall be accompanied by sufficient details of equipments included in the offer with catalogue and sketches wherever necessary for compressive assessment of its merits and demerits and performance.

The contractor shall submit a programme of commencement and handing over of Mini LCT/ Vessel/ Passenger launch design, drawings, undocking, trial and handing over of Mini LCT/ Vessel/ Passenger launch to the department. Suitable bar chart for various activities to be furnished while submitting the tender.

The contractor shall furnish records of tests and trials in standards/statutory format in triplicate duly signed by inspecting authorities, approved by the IWAI (Inland Waterways Authority Of India)/ IRS (Indian Registry of Shipping)

During defect liability period/ warranty period, the contractor shall replace free of cost of any part of machinery/equipment, fittings which are attributable to the faulty design defective materials or workmanship.

The Port Engineer, office of the Directorate, Karnataka Maritime Board Karwar will be empowered to deduct or adjust any sum of money payable by the contractor to the Department under the terms of any contract executed by him or on his behalf from the Security Deposit or from any sum that may become due from the present contract.

While evaluating tenders, the National defence and security matters will be taken into consideration.

Before commencement of the respective works, the contractor shall submit for the owner, four copies of the plans and drawings of the related constructions prepared by him and all technical description and specification of machinery and equipment to be ordered. All plans and drawings related to the construction of the vessel will have to be approved by the IWAI / IRS before commencement of construction.

All requirements in connection with the design of hull, machinery, accommodation, equipment, fire fighting and life saving appliances rules, tonnage measurement, load line etc., shall comply with the following as far as they are applicable, except as otherwise required by these specifications. a) Rules of IWAI/ Indian Register of shipping. b) Rules and regulations under the IV Act as amended from time to time

The vessels will be registered in Karnataka as Indian ship under IV Act as amended from time to time and to be built as per the Rules of IV Act as amended from time to time and will be required to operate in Karnataka for ferry services.

Approval of the IWAI / IRS of the plan, layout calculation, drawings, (or) delivered materials and tools do not exempt the contractor from his responsibility and the working efficiency of the Mini LCT/ Vessel/ Passenger launch with all equipments.

All constructions, machinery, equipments and fittings are to be warranted for 12 Months from the date of acceptance. Mini LCT/ Vessel/ Passenger launch at Kankanwadi-Nadugadde Ferry. Any defects during this 12 Months warranty period shall be rectified by the builders to the owners satisfaction at free of costs.

As per Clause 3.3 a. of Tender document, Each Tenderer should further demonstrate Availability by owning the following key and critical equipment for this work a. Min 40 kVA Capacity Generator - 2 Nos. (Own or Hire) b. Min 10 Ton Capacity Crane - 1 No. (Own or Hire) c. Min 400A Capacity Welding equipment - 2 Nos. (Own or Hire) d. Min 3 Ton Capacity Chain pulley - 2 Nos. (Own or Hire)
