Expansion of Distribution Automation System to Peri-urban areas of Bengaluru city, District headquarters & industrial areas across BESCOM jurisdiction

The bidder shall have satisfactorily completed, as a prime contractor, at least one work involving the design, supply, installation, testing, and commissioning of SCADA- enabled field devices such as Ring Main Units (RMUs)/single panel breakers (SPBs)/ Line reclosures (LRCs) and Load Break Switches (LBSs) along with associated communication Equipment(RTU), fully integrated with Distribution Automation System (DAS) master station. The above experience may be from a single work or multiple works taken together, executed within the last five (5) financial years 2020-21, 2021-22, 2022-23,2023-24, 2024-2025, with a cumulative executed value of not less than INR 118.34 Crore(Exclusive of GST). In addition , the identified OEM of the bidder, for the proposed PROJECT shall have the proven experience of having configured and integrated DAS RMUs/RTUs to SCADA -DMS- OMS master stations in any DISCOMs, during the same 5 year period .( single work or multiple wok put together ).Documents to be uploaded-(a)Work orders or Purchase orders (b)Single Completion Certificate or multiple completion certificates for each work signed by an officer of the rank not less than Executive Engineer level or Equivalent.

The Bidder should be in existence as any of the following: a) Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto. Documents to be uploaded -(1)Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company.(2) Declaration from Directors of the Company in MBP-1 Form, stating that they are not disqualified to be a Director of the Company, along with the list of Companies in which they are Directors as on the date of inviting tender (s).b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto. Documents to be uploaded-1. Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008.2. Limited Liability Partnership Agreement of LLP. c) Partnership Firm under Partnership Act, 1932 in India. Documents to be uploaded-1. Partnership Deed, GST Registration Certificate.2. Shops & Establishment Registration Certificate, as applicable. d) Sole Proprietorship Concern. Documents to be uploaded-PAN/GST Registration Certificate

The bidder should have executed in any one financial year(2020-21,2021-22,2022-23,2023-24& 2024-25) the following minimum quantities of work i)Bidder should have Installed, Commissioned and integrated RMUs/RTUs to DAS Master station .Quantity-339 RMUs /RTUs (principal items).ii) Identified OEM of the bidder should have configured and integrated minimum of 339 DAS RMUs/RTUs to SCADA- DMS-OMS DAS master stations in any DISCOMs. Documents to be uploaded-(a)Work orders or Purchase orders,(b)Single Completion Certificate or multiple completion certificate signed by an officer of the rank not less than Executive Engineer level or Equivalent.

The bidder should poses liquid assets and /or availability of credit facilities of no less than Rs.29.58 Cr (Credit lines/ letter of credit/ certificates from banks for meeting the fund requirement etc. (usually the equivalent of the estimated cash flow for three months in the peak construction period)The cash at bank and bank deposits as on 31.01.2026 or at later date before last date of submission of technical bid should be supported by certificate issued by any scheduled/nationalized bank duly indicating the balance on given date. (The bidder is having bank account in multiple banks. The cash at bank, bank deposit and fund based credit facility for the bidder it should be on the same date for all the banks).In case of Fund based credit facility, the certificate issued by the scheduled/nationalized bank duly mentioning the sanctioned limits, funds. Documents to be uploaded-The cash at bank, bank deposits & fund based credit facilities as on 31.01.2026 or at later date before last date of bid submission should be supported by certificate issued by any scheduled/ nationalized bank duly indicating the sanctioned, utilized and balance amount on a given date. (In case the bidder is having multiple bank accounts. The document issued by banks supporting cash at bank, bank deposits and fund based credit facility for the bidder should be on the same date for all banks accounts).

The bidder should have achieved in at least two financial years a minimum financial turnover in any electrical works of Rs 236.69 Crore(Exclusive of GST) (usually not less than two times the estimated annual payments under this contract during the last Five financial years viz., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25Documents to be uploaded-(a)Scanned copies of the Audited Annual Accounts statements such as P& L statement, Balance sheets & UDI number of the bidder for the respective FYs shall be uploaded.

The Bidder should possess the valid class I / super grade electrical licence . OEM who is having the experience of having executed the similar projects involving SCADA - DMS - OMS technology in any DISCOMS. Documents to be uploaded-(a)Should possess valid class1 or super-grade Electrical licence issued by the electrical inspectorate or competent authority issued by the Government of Karnataka/GOI/ other state Government ,(b)should submit MAF(Manufacturers Authorization Form)

The bidder /OEM shall have ISO 9001-2015 or latest certification towards Software Development and integration. ISO 27001:2022 or latest certification. Documents to be uploaded-(a)Copies of valid ISO Certificates

The bidder should furnish a self-declaration stating that the information/data furnished as part of their bid is true and correct. Subsequently, if it is found incorrect, such bidder will be black listed and further action will be initiated. Documents to be uploaded-Self-declaration should be uploaded.

Tender Capacity:The Bidder who meets the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the Amount Put to tender. The available tender capacity will be calculated as under: Assessed available tender (AxNx1.5-B) capacity.A is equal to Maximum value of works executed in any one year during the last five years (updated to FY 2025-26 in which tenders are invited), taking into account the completed as well as works in progress.N is equal to Number of years prescribed for completion of the works for which tenders are invited.B is equal to Value, at FY in which tenders are invited price level, of existing commitments and on-going works to be completed during the next 2 years.The information regarding Qualifying requirement has to be filled by the Tenderer in the prescribed format mentioned under section 3 Qualification Information of KW4 . Documents to be uploaded-a)Scanned copy of the statements showing the Total value executed & payment received (excluding GST) in the last five years (FY-2020-21 to FY 2024-25) and UDI number of the bidder duly certified by the Chartered Accountant shall be uploaded.b)Scanned copy of the statements showing the value of existing commitments & on-going works (Excluding GST) as well as the stipulated period of completion remaining for each of the works as per the format prescribed in the bid documents certified by the Employer in charge, not below the rank of an Executive Engineer or equivalent shall be uploaded.c)The bidder note that the value of pendency of work (Excluding GST) shall be considered based on financial progress achieved in the particular work as on the date of bid submission.

Even though the Bidders meet the above criteria, they are subject to be disqualified if they have: a) Made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and/or b) Record of poor performance such as abandoning the services, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. and/or c) Participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification and /ord). Black-Listed due to non-performance in execution of works by any central/state govt undertaking utility/ Govt Dept as on date of bid submission.e) Defaulted/short closed due to non-performance in execution of works against the order placed by any central/state govt undertaking electrical utility/ Govt Dept as on date of bid submission.Documents to be uploaded-Scanned copy of Self-Declaration Notarized stamp paper of Rs. 500/- as per the format in the bid document shall be uploaded. Self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.

Any Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. (As per Government Order no: FD 455 Exp-12/2020 dt: 25.08.2020).A certificate for having read the clauses is required to be submitted/uploaded by the bidder separately in the following format:I have read the clause regarding restrictions on procurement from a Bidder of a country which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. The Bidder should have EPF, ESI, Labour, GST and workmen compensation act registration with respective State/Central Government authorities and proof of such registration certificates should be uploaded along with the bid. a) EPF Registration certificate with Number and date. b)ESI Registration Number with date. c)Bidders PAN Card d)GSTN registration certificate with Number and date. Valid labour license issued by labour department duly indicating the period of validity..Documents to be uploaded-Bidder should upload in the eProcurement portal a copy of valid EPF Registration certificate, ESI registration number, PAN card, GSTN registration certificate, Valid labour license.

Litigation History: The Bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years i.e. FY 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 A consistent history of awards involving litigation against the Bidder may result in rejection of Bid. Documents to be uploaded-Self-declaration on notarized stamp paper of Rs. 500/- shall be uploaded.
