Construction Water System and diversion of water pipeline outside plant (Pkg.EN-03) under Expansion of BSP by 3.44 MTPA crude Steel Capacity at Bhilai Steel Plant, Bhilai.

• A: Technical Eligibility Criteria

The Bidder having credentials of complying with the minimum eligibility criteria as stipulated herein below would be considered technically eligible: -

The bidder must have completed the supply, erection and commissioning of underground or above-ground metallic pipeline work of having minimum cumulative length of 06 (six) kilometers of size DN150 or above, in a single work order or two work orders, during the last 15 (fifteen) years ending last day of the month previous to the one in which Notice Inviting Tender (NIT) is invited.

• Notes:

1. The commissioning of work must have occurred within the span of 15 (fifteen) years ending last day of the month previous to the one in which Notice Inviting Tender (NIT) is invited.

2. Each work order shall include supply, erection and commissioning of metallic pipeline works.

3. In case separate work orders are submitted in support of the technical requirements issued by a single client for the same work or project, then the different work orders submitted by bidder pertaining to the same work or project shall be treated as a single work order for the above purpose.

4. The above experience shall be supported by self-attested documentary evidence comprising both of the following, from the owner or client:

a. Work order or contract agreement or purchase order or LOI or LOA;

And

b. Completion certificate or commissioning certificate or performance certificate.

5. Consortium bidding is not allowed.

• B. Financial Eligibility

1. Average Annual Turn Over: The average annual financial turnover of the bidder for consecutive three completed financial years (i.e., FY 2022-23, FY 2023-24 & FY 2024-25) shall not be less than INR 4.05 Crore (Indian Rupees Four Crore Five Lakh only).

2. Net Worth:

a) Net Worth of the bidder should be positive in the financial year ending on 31.03.2025 as per the Audited annual accounts.

b) Net worth mentioned herein is the sum total of paid up capital and free reserves. Free reserves mean all reserves credited out of the profits and share premium account but do not include reserves credited out of revaluation of assets, write back of depreciation provisions and amalgamation. Further, any debit balance of profit & loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus. 3. No Corporate Insolvency Resolution/ Liquidation Process should have commenced in respect of the Bidder under National Company Law Tribunal (NCLT). A self-certification by the bidder as per Annexure-7 of ITB of SBD 2024 shall be submitted. 4. In compliance to Restriction under Rule144 (xi) in the General Finance Rules (GFRs) 2017’ of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/ undertaking regarding guidelines in the prescribed format (Appendix-1 to Annexure-10 of ITB of SBD 2024).

• 5. Documents required to be submitted by Bidder towards fulfilment of Financial eligibility criteria:

i. Bidder shall submit copy of Audited Annual Reports (Financial Statement) including Profit & Loss Account and Balance Sheet statement for the relevant financial years, in proof of above financial credentials.

ii. In case of non-availability of Audited Annual reports (Financial Statement) for any genuine reasons, as an alternate, with reasoned proof, the bidder may submit certified annual turnover for relevant financial years from a practicing Chartered Accountant, in support of their financial credentials, in lieu of annual reports.

iii. Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN)

iv. Certificate/undertaking regarding guidelines in the prescribed format (Appendix-1 to Annexure-10 of ITB of SBD 2024).

v. Self-certification by the bidder as per Annexure -7 of ITB of SBD 2024

C. Notes w.r.t Sl. No. (B)

Financial eligibility of entities participating in the tender on their own strength only shall be considered and not their related entities like holding company, parent company, subsidiaries or group companies etc. i.e., Bidder shall be independent legal entity and shall have its own independent financial accounting systems as per laws of the country.

D. Notes

Employer reserves its right to verify the documents/information submitted or inspect the referred projects / installations. The tenderer shall arrange necessary permission from the owner of the referred projects / installations and facilitate such inspection by Employer / Consultant without any cost to Employer.
