| 3.00TERMS & CONDITIONS:- 1. Maintenance & up-keeping of the above electrical installation in safe and proper working condition. 2. All the fitting, fixture, panel board, PBDB, SPNDB, Main-switches & other Electrical Installation inside all the block/floor/bldgs. as well as for compound lighting installation must be kept in a tiptop condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost. 3. Checking & maintenance of Modular switch/ tumbler switch/piano key switch, fans, light fittings etc. complete for their safe and proper functioning. Maintenance work in respect of the above-said electrical installation requires free supply of pretty materials like fuse wire, insulating tapes, screw, washers, small nuts & bolts etc. to ensure the smooth running of the installation as per instruction of concerned Executive Engineer, Assistant Engineer, Junior Engineer. 4. The head electrician will supervise maintenance of the whole Electrical installation incl. maintaining proper Log book. 5. Separate Log book is to be maintained for L.T. installation The daily record of the Log book is to be signed by the head electrician of the contractor and verified & signed by concerned Junior Engineer, P.W.D (Electrical) & Assistant Engineer, P.W.D (Electrical) and the same should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. | ||||||
| 3.016. Recording of various electrical parameters of different L.T. panel board, BDBs, Main switches etc, recording of different parameters testing of Insulation Resistance, Earth Resistance etc. are to be put-up in Log book in regular manner and the necessary working report in this respect to be submitted to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical) everyday. Infrared Thermometer should be used in measuring temperature of electrical equipments like L.T. panel boards etc. regularly to find out any abnormalities and that measurements are to be recorded in Log book compulsorily in proper way everyday. 7. In case, any abnormal reading is noticed, then the same should be rectified/set right immediately by taking prompt, appropriate & effective measures/actions by proper recording & reporting to the concerned Assistant Engineer, (Electrical) & Junior Engineer, (Electrical). 8. To keep close watch on overall condition of the E.I. and performance of different accessories & submission of periodical report to the Junior Engineer concerned. 9. Maintenance materials viz. Incandescent/LED lamps, Main switches , Power DB, SPN BDB, Main & Sub-main cables, fluorescent tubes, Chokes, Ignitors, Condensers etc. will be supplied by the Department and the dismantled unserviceable materials are to be deposited to the concerned Junior Engineer, against which fresh materials are supplied by the Department. 10. The agency has to depute sufficient no skilled electrician, and unskilled electrician helper (having sufficient experience in the said job) for call received from respective authority over 24 hours distributing each shift as directed by the E.I.C for carrying out the maintenance work smoothly round the clock including holidays with due regard to the safety of the maintenance staff. | ||||||
| 3.0211. All type of maintenance & operation tasks incl. proper testing, checking etc. with necessary action of preventive & corrective/rectifying measure in case of any fault/abnormality are to be accomplished with proper care, safety & precaution measure and all these tasks are to be recorded in separate Log book which are to be signed by highly skilled Electrician deployed by the contractor with duly verification & signed by concerned Assistant Engineer(Electrical) & Junior Engineer(Electrical) in regular manner. 12. The agency will have to immediately replace any or all members of the electrical maintenance staff, who has been reported against. 13. The agency shall provide photo identity cards to all the maintenance staff employed, including substitutes. 14. . In case of power failure or development of any unfavourable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to concerned WBSEDCL authority in restoration of power supply. Meanwhile the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer. 15. The on-duty Maintenance Staff must wear specially designated fluorescent coated outfit denoting PWD( Elect) clearly provided by the agency. 16. The Agency should depute his Supervisor to supervise the whole electrical components in the whole campus as per scope of the works. 17. The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in repair / replacement cause trouble in the system & hampering of the Hospital service thereof. 18. The agency will also have to attend immediately emergency calls at the site with staff, tools etc. on demand. | ||||||
| 3.0319. Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action. 20. The Agency must have a routine check-up of the entire system to prevent any damage / fire hazard due to loose contact in the Elecl. Installation. 21. Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation are to be carried out in the presence of concerned Assistant Engineer/Junior Engineer and the result thereof is to be furnished by the Engineer-In-Charge. 22. Failing of compliance of any of the above-mentioned points, this Department possesses the right to deduct the cost from the bills of the agency on prorate basis determined by the Engineer –in-charge. 23. Space for accommodation of staff of the agency will be provided by the competent authority. 24. The Agency is required to submit a copy of Challan for permission of the Junior Engineer before taking any material out of the premises. 25. The agency must have their office & Telephone contact with Mobile no. in BSMCH Electrical Sub-Division and the same should be intimated to this Department in writing. The telephone call should be responded without delay. 26. The agency shall maintain one attendance register at site, to be signed regularly by the staff on duty and the same should be authenticated/verified by the concerned Junior Engineer. | ||||||

27. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor. 28. Valid workman permits, electrical license, Identity proof etc. are to be furnished for each electrician/workman, helper engaged by the agency alongwith the name & contract mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer(Electrical), Assistant Engineer(Electrical) & Executive Engineer(Electrical) 29. The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately. 30. The agency must maintain a Log Book for recording therein the nature of work done, materials replaced etc. as per direction of the Engineer –in charge. The Log Book must be signed by the concerned Junior Engineer on each day. The log book should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills. 31. Bills should be submitted at the end of every three months with the certification of concerned Engineers on satisfactory completion. 32. The agency should must submit P.F and E.S.I 's challan and payment acknodledgement document of the respective labours during submission of bill.
33. Valid workman permits to be furnished for the workman engaged by the agency along with the name & contact phone no. of the persons. 34. Required tools and takles (Such as Thermal Imager, insulation(1 Kv & 5 KV) and Earther Megger, differnt size cable crimping machine, misc. tools like screw driver, Allen key, wrench, piller set etc. should be supplied by the concern agency to the staff & worker for smothly maintenance work . 35.The contract may be terminated with one month’s notice from either side. 36.Total Safty & Security of the Staffs' concerned liable to the agency. 37. The rates should be quoted both in words and figures on monthly basis. No. quotation with price variation clause will be accepted. Rates offered should be stable for the entire period of maintenance 38. The agency have to obey the labour department rules strictly.
