Section-I : HT PANEL & RMU :
COMMON NOTES FOR HT PANELS: 1) Interlock shall be provided between incomer & bus coupler breakers such that it shall be possible to close only any two breakers at a time. 2) Intertripping between upstream & downstream breakers of transformer feeder shall be provided. 3) Routine tests on breaker shall be performed in presence of departmental engineers as per relevant specifications at works. Type test certificate as indicated in the specification shall be submitted prior to inspection & testing at manufacturers works. 4) Proper labels and ferrule numbers should be affixed alongside various components and control wire. Concurrence of dept. engineers shall be obtained on location, qty. etc. 5) Tenderer shall hire manufacturer commissioning team or their authorised representatives for installation, testing & commissioning of HT switchboard at site. 6) Provision of cable entry shall be from bottom only. 7) HT Panel shall have provision for remote monitoring / control through central station unit through SCADA, in future. Therefore, following provisions shall be made for BMS compatibility : i. Breaker 'ON', 'OFF', 'Trip', Test / Service / isolation position, ready to close, Spring Charged to be provided in form of soft data points i.e. on RS-485 port with Modbus protocol/ with potential free contacts. ii. Suitable I/O points shall be provided for remote control of incomer & bus coupler breaker through SCADA screen. iii. All numerical relays and multifunction meters shall be provided with RS-485 port on Modbus communication protocol. iv. All communication devices should be compatible and set on same baud rate. v. MS channels (ISMC 100) required for installation of Panel on cable trench including cutting of chequered plate cover etc. is included in the scope of work. vi. The HT Panel shall be extensible type on both sides.
36 kV SF6 insulated Ring Main Unit (RMU): Design, Supply, Installation, Testing and Commissioning of outdoor pedestal/floor mounting, free standing 36 kV SF6 insulated Ring Main Gear unit made out of M.S powder coated sheet steel clad, dust and vermin proof with 630A Copper Busbars, Interconnections, necessary protections, Measuring Instruments, Indicating Instruments, Protection Relays, CTs, PT with necessary control fuses / MCBs, Termination arrangements for Incoming and Outgoing Cable of 33 kV(E) 3 Core 300 Sq.mm XLPE Al.Armoured cable, Terminal Blocks, Earthing, sign writing and Base channels etc., with complete all accessories as required for satisfactory operations and as per the detailed Technical Specifications enclosed and of the following configurations: The RMU shall be internal arc tested with internal arc classification of IAC AFLR, 20 kA for 1 second. The type test certificate shall be submitted showing compliance for above internal arc classification. Note: 1)Routine tests on RMUs shall be performed in presence of departmental engineers as per relevant IS/BS/IE specifications at works. Type test certficate as indicated in the specification shall be submitted along with GTP during tender evaluation stage. 2) Proper labels and ferrule numbers should be affixed alongside various components and control wire, concurence of dept. engineers shall be obtained on location, qty etc. 3)Tenderer shall hire RMU OEM commissioning team or their authorized representatives for installation, testing & commissioning of RMU at site. 4) Scope also includes the supply and installation of M.S. Section-II : HT CABLE & END JOINTS :
HT Cable: Supply, Installation, Testing & Commissioning of following voltage grade Aluminium stranded circular core conductor with semi conductor shielding, XLPE insulation with semi conductor sheilding & copper tape screening, PVC (ST-2) extruded inner sheath, G.I strip/ wire armoured, anti rodent & anti termite, FRLS PVC (ST-2) outer sheathed cable conforming to IS 7098 (Part-II) with latest amendments, laid in ground /in existing hume pipes/ on wall / in cable trench/ on existing cable tray etc. as required ,as per technical specifications and as per instructions of EIC. NOTE: 1) The cost of excavation of soil for laying HT cables underground shall be measured seperately under item no. 12.01 of Section-XII. 2) The scope of item includes cost towards sand bedding, laying of baked bricks on side & RCC tiles on top of individual cable, temporary reinstatement, back filling, dewatering, consolidation, disposal of excess earth within the radius of 500 m and making good to the original finish etc providing Al cable number tag at every 50m straight run, at bends, entry/exit of pipe/trench and termination, as per specifications, drawings & as per instructions of the EIC. 3) Clamping of cables on trays including supply of clamping materials as per instruction of EIC shall be included in the scope of work.

HT Cable End Joint : Supply, installation and termination for following voltage grade Aluminium conductor armoured XLPE insulated cable including heat shrinkable indoor jointing kit complete with tinned copper lugs, all accessories and materials required to make complete joint as required and as per technical specification & as per instruction of EIC. Note: HI-pot testing & commissioning of joint is included in the scope of this item.
33kV (E), 3Cx300 Sq.mm XLPE Al conductor cable
11kV (E), 3Cx150 Sq.mm XLPE Al conductor cable (At GCNEP Township site)
HT Straight Through Cable Joints : Supply, installation, testing & commissioning of straight through joint for following voltage grade Aluminium conductor armoured XLPE insulated cable including heat shrinkable jointing kit complete with tinned copper ferrules, all accessories and materials required to make complete joint as required and as per technical specification & as per instruction of EIC. Note: HI-pot testing & commissioning of joint is included in the scope of this item.
33kV (E), 3Cx 300 Sq.mm XLPE Al conductor cable
Disconnection of existing HT Cable from Pole structure, removal of existing outdoor joint kit, re-termination on outdoor RMU with joint kit as per instructions of EIC. The scope also includes excavation of soil to retrieve existing HT cable loop, as required & location of RMU, re-instatement back filling, consolidation of earth etc. Note: The approx. distance between pole structure and RMU is 5m.
Section -III:TRANSFORMER
Oil filled Transformer: Design, manufacture, shop testing at works, supply, assembling, installation, precommissioning testing at site and commissioning of following capacities & voltage rating , ONAN, 50 Hz, Dyn11, core type, double wound outdoor type transformer with transformer oil, copper winding, degree of protection IP-55 complete with H.V cable box with disconnecting chamber having inspection cover suitable to receive HT XLPE insulated armoured cable and LT box suitable for LT Al sandwich type bus duct, neutral CT 4000/1A, Class PS with Vk, Imag, Rct suitable value for REF protection, Winding temperature indicator, Oil temperature indicator, MOG , Bucholz relay, Oil surge relay (OSR), ON Load tap changer with RTCC Panel with AVR (+10% to -10% in steps of 1.25%), standard mounting accessories, fittings, etc., first filling of oil, painting at works & touch up painting at site etc including 10% extra transformer oil in non returnable drums. Transformer shall be suitably mounted on rail including supplying & grouting of rail and locking the bidirectional flanged wheels of transformer. Note :- (1) G.A drawings to be got approved from E.I.C. (2) Tenderer shall hire transformer OEM commissioning team or their authorised representatives for installation, testing & commissioning of Transformers. (3) Use of crane and other tools & plants for assembly of transformer is included in the scope of item. (4) Routine tests & acceptance test on transformer shall be performed in presence of departmental engineers as per relevant specifications at works before despatch . Type test certificate as indicated in the specification shall be submitted along with GTP during tender evaluation stage. (5) The transformer shall conform to Energy efficiency level 2 as per IS 1180 (Part-1) : 2014. (6) Transformer shall meet all the technical requirement of specifications. (7) Filteration of transformer oil & OLTC at site, topping of oil after filteration including complete oil testing from NABL accredited lab , all as per relevant IS specifications & as per instructions of E.I.C are included in the scope of tender. (8) WTI/OTI setting for alarm & Trip shall be marked on marshalling Box by permanent Marker. (9) Neutral of Transformer shall be identified by name or Green Colour. (10) Size of cable & source from which supply is given to the equipment shall be written on terminal box of the Transformer. (11) The control cabling between marshalling box & RTCC with armoured Cu cable of min. 1.5sqmm size shall be included in the scope of work.
2.5 MVA, 33/0.433 kV transformer as per above description
Temperature rise test & Impulse test as per IS 2026 on 1 no transformer
Dry type Transformer: Supply, installation, testing and commissioning of Indoor air cooled Cast resin Dry type transformer 100 kVA 0.415/0.415 kV, 3 phase, 50 Hz, Dyn11 vector group, copper wound, class-F insulation , enclosed in MS CRCA powder coated enclosure of minimum 2 mm thickness with IP-23 degree of protection . Transformer winding shall be protected by means of winding temperature indicator/ controller actuated by means of resistance temperature detector embedded in LV windings. Spare RTD embeded in windings shall be wired and brought upto marshalling box. The transformer shall have cable end boxes on both sides suitable for 1 no. 3.5C x 95 sq.mm Al XLPE cable. The transformer enclosure shall be suitably mounted on M.S. channel including supplying and grouting of suitable M.S. channel with all accessories and confirming to IS 11171:1985 & as per specification attached & instructions of EIC. The transformer losses shall be as per ECBC-2017 latest revision.
Section -IV: LT PANELS
Design, manufacture, shop testing at works, supply, installation, testing & commissioning of floor mounting front operated front/ rear access, extensible type, complete design verified LT Switchgear Panel as per IEC 61439 with IP-42 protection, IK 10 rating and form 3b separation. suitable for use at 415 V, 3 phase 4 wire 50 Hz system, and to withstand a fault level as specified in SOQ. All switchboards shall have provision for entry of cables from the top/bottom as required. Control transformer of 415/240/110V, 1 KVA shall be provided, for supplying control AC power to Panel equipments and indications. The Panels shall have 2 nos. 110V DC bus fed from 2 nos. battery bank through DCDB & with changeover facility. The battery bank & DCDB is measured separately under item no. 9.1 of Section - IX. The powder coating colour shade for LT Panels shall be as follows:- 1. Panels fed from normal power supply - RAL 7035. 2. Panels fed from DG power supply - (Emergency) other shade as per instructions of EIC. (Please refer item no. 4.1 of Additional Notes sheet for Detailed Description).

Section -V: BUS DUCT :
Supply, Installation, Testing & Commissioning of readymade 415 V, 50Hz, triple pole & neutral totally enclosed, IP 54 for indoor mounting, 1.5 mm GI sheet steel clad, duly powder coated bus duct with compact sandwiched type insulated Aluminium bus bars having following configuration: a) Bus bar current rating : 4000A/ 2500A b) Bus bar configuration : 3 Phase + neutral Al bus bar. Neutral shall have 100% capacity. c) Symetrical short circuit rating :65 kA at 415 V d) External earthing : 2 nos 50 x 6 mm tinned copper strip to be measured under item 'Maintenance Free Earting' of Electrical Section respectively. The bus duct shall be complete with following components / accessories inclusive of joint covers as required,wall crossing unit with fire barrier, transposition units etc. as required & as per instructions of EIC & as per technical Specification. Any components/features etc not specifically mentioned but which are required functionally & for safety of system shall be inlcuded in scope of work without extra financial implication. The cost of supporting arrangement by MS angle, hangers, vertical supports etc. shall be included in the scope of work. Note: 1) The horizontal/ Vertical elbow shall be measured seperately under item 'vertical elbow' & 'Horizontal elbow' as mentioned in below sub-section 5.113 & 5.123 below. The elbow shall not be measured in straight length feeder. 2) All routine, acceptance & temperature rise test of each rating of bus duct shall be carried out in manufacturer's factory in presence of departmental representatives.

Section - VI: FEEDER PILLAR :
Design, manufacture, supplying, fixing in position, testing and commissioning of feeder pillar with double door with detachable canopy, front operated, front access, 3mm thick MS CRCA sheet steel enclosed free standing, dust and vermin proof, Feeder Pillars with IP-55 protection with hinged and lockable doors complete with interconnections, copper crimping lugs, brass glands, bonding to earth and painting. Feeder Pillar shall be suitable for use at 415 volts, 3 phase 4 wire 50 Hz system, and with 25 kA short circuit capacity at 415 volts. All live accessible parts shall be shrouded and all equipment shall be finger touch proof. The busbar insulation shall be with heat shrinkable sleeves. SMC/DMC shrouds and busbar supports shall be used. Padlocking facility shall be provided. Scope includes suitable angle iron frame work for mounting arrangement 600 mm above ground level necessary grouting, PCC base etc. Also scope incudes enclosing the supports by 3 mm thick MS CRCA sheet steel all around with detachable covers, etc all as per specification and instructions of E-I-C. Note: 1) The MCCBs shall be provided with thermal magnetic based overcurrent & short circuit release. 2) MCCBs shall be of minimum 25 kA Ics breaking capacity. 3) All Feeder Pillars shall be provided with RYB indication lamps (heavy duty LED cluster type) with HRC protection fuses.
Feeder Pillar-1 for Gate house Incomer :- i) 4P, 400 A MCCB - 1 no. ii) 3 nos 400/5 A ratio, class-1, 5 VA burden cast resin current transformer iii) Digital Multifunction meter with communication facility - 1 No. Bus bar : 400 A TPN tinned copper bus bar having maximum current density of 1.24 A/sq.mm to withstand symmetrical fault level of 25 kA at 415 V. The neutral bus bar shall have 100% capacity Outgoings :- i) 4P, 200, MCCB - 1 nos. ii) 4P, 125A, MCCB - 4 nos. iii) 4P, 63A, MCCB with following components -1 No.: a) 1 no. 63A TP contactor b) 1 no. Auto/Manual switch c)1 set 240 V modular astronomical digital time switch d) 1 set ON/OFF push button e) 1 set ON/OFF indication lamps f) 4 Nos. 25-32A FP MCB (D-curve). The feeder shall be complete with suitable size interconnection PVC FRLS Cu. Wires and auxiliary contactor for contact multiplication, if required.
Feeder Pillar (Near Central building parking) : Incomer :- i) 250A TPN Changeover Switch - 1 no. ii) 3 nos 250/5 A ratio, class-1, 5 VA burden cast resin current transformer iii) Digital Multifunction meter with communication facility - 1 No. Bus bar : 250 A TPN tinned copper bus bar having maximum current density of 1.24 A/sq.mm to withstand symmetrical fault level of 25 kA at 415 V. The neutral bus bar shall have 100% capacity Outgoings :- i) 4P, 100A, MCCB - 2 nos. ii) 4P, 63/40A MCCB - 3 nos. iii) 4P, 63A, MCCB with following components -1 No.: a) 1 no. 63A TP contactor b) 1 no. Auto/Manual switch c)1 set 240 V modular astronomical digital time switch d) 1 set ON/OFF push button e) 1 set ON/OFF indication lamps f) 4 Nos. 25-32A FP MCB (D-curve). iv) 4P, 63A, MCCB each with following components -2 Nos.: a) 25A, DP, 30mA Hpi RCBO - 9 nos. The feeder shall be complete with suitable size interconnection PVC FRLS Cu. wires and auxiliary contactor for contact multiplication, if required.
Section - VII: LT CABLES & END JOINTS
L.T Cables: Supply, installation, testing & commissioning of 1.1 kV grade aluminium/ Cu stranded circular/ sector shape core conductor with XLPE insulation, extruded PVC inner sheathed, G.I flat strip/wire armoured, extruded FRLS grade antirodent & anti termite PVC (ST-2)outer sheathed cable conforming to IS : 1554 Part I / IS 7098 Part-I with latest amendments, fixed on wall/column/slab/false ceiling / existing cable tray /existing hume pipe/trench/ shaft/pit/ on 5mm thick M.S. flat /GI spacer/angle/ support fixed with coach screws/grouted in wall/anchor fasteners 2mm. thick G.I. fabricated saddle, all fixing accessories, etc complete including painting of M.S spacers/angles and saddles or in ground , sand bedding, laying of baked bricks on side & top-, temporary reinstatement, back filling, dewatering, consolidation, disposal of excess earth within the radius of 500 m and making good to the original finish etc providing Al cable tag as per enclosed detailed specifications, drawings & as per instructions of the E-I-C & of the following sizes. NOTE: 1) Excavation of earth shall be measured under item no.1.0 of Section-XII. 2) Sealing of hume pipes with wooden bushes after cable laying shall be included in the scope of work. 3) Clamping of cables on trays including supply of clamping materials as per instruction of EIC shall be included in the scope of work.

Supply, installation, testing & commissioning of maintenance free earthing system & associated works, etc. complete as per specifications & instructions of E-I-C. NOTE: 1) Measurement of resistance of earthing grid must be carried out as per instructions of EIC.
Providing and making earth station comprising of 17 mm dia 3m long earthing electrode of high tensile low carbon steel rod molecularly bonded 250 micron copper coating on the outer surface, UL listed, filling bore with suitable earth enhancement compound as per IEC 62561-7 & manufacturer's standard, surrounding the earth electrode complete with all required materials & instructions of EIC. Note: The scope includes :- 1) Installation of earth rods including making pit/ drilling 150 mm dia, 3m deep bore holes in normal soil/ hard rock as per manufacturer's recommendations & design. 2) Exothermic welding of joints between earth electrode & GI / tinned Cu strip and between GI / tinned Cu strips, used for interconnection of earth electrodes. 3) Each earth electrode shall be provided with poly plastic inspection chamber with cover as per OEM standard.
Supply & installation of 37 x 6mm & 150 mm long GI equipotential bar inside existing concret chamber (600 x 600 x 600 mm) as per instructions of EIC. (For housing lightening Equipotential bar) Note: 1) The date of testing and earth resistance value shall be written on the cover with black base with yellow paint. 2) The concrete chamber shall be measured under relevant items of Section-XV & MS hinged cover under item no. 10.04 of Section-X.

Supply & installation of discharge gap device with parallel connected surge voltage protector to couple different earthing system similar to M/S OBO make FS-V20 or equivalent in fibreglass reinforced polyester enclosure IP 65 & IK08 of size 200 (H) x 250 (W) x 115 (D) mm similar to M/s Spelsberg cat no. Abox-i 250. Note: 1) The enclosure housing discharge gap device shall be installed in concrete chamber housing equipotential bar. 2) The scope includes interconnection of equipotential bars of lightning & body earthing with suitable size flexible Cu conductor with bimetallic lug at one end as per site & instructions of EIC.

Reinforced Cement Concrete (RCC) : Notes: i) Cement for structural works shall be OPC/PPC ISI marked and duly approved by the Engineer-in-charge ii) PPC/blended cement of ISI marked shall only be used for finishing works on prior approval of Engineer-in-charge. iii) All RCC work shall be controlled concrete unless otherwise specified and shall be carried out strictly in accordance with the drawings and specifications. iv)The rates for RCC works shall be exclusive of cost of reinforcement and form work unless otherwise mentioned. v) All coarse aggregate to be of 20mm. maximum size & uniformly graded unless otherwise mentioned. vi) For all RCC items, the rates quoted shall include the following without any extra cost to the Department. a)Spacers to maintain clear cover for reinforcement. b)Fixing at correct level and in proper alignment the inserts, pipe sleeves, pipe bends, hooks, other pipe specials etc. supplied by / through the dept. c) Making cutout whereever required including cutting the form works etc. d)Test for Concrete shall be done as per IS 456-2000. And the cost of the same shall be borne by the contractor.
Reinforced Cement Concrete of grade M-30 in foundation and plinth in all geometrical shapes at all levels and locations conformining to I.S. 456-2000 and 13920 latest edition, using 20mm. maximum size down graded stone aggregate including machine mixing, conveying, placing in position, mechanical consolidation, finishing the exposed surfaces with 6 mm thick cement plaster 1:4 with neat coat of cement mortar, curing, including centring shuttering etc. all complete as per specifications drawings and as directed by the Engineer in charge.
Extra for providing RMC (Ready Mixed Concrete) conforming to IS : 4926(latest) in lieu of conventional RCC and PCC items supplied by approved RMC manufactures for all type of structural elements/ RCC / PCC elements including transporting, pumping etc. complete as per instruction of the Engineer in charge. Notes: i) The contractor shall obtain prior approval for RMC manufacturer from Engineer in Charge. ii) The rate shall apply for all levels and locations including all type of structure etc. iii) Extra for RMC in lieu of conventional RCC and PCC of any grade mentioned elsewhere in shall be measured and paid under this item for substructure works.
Reinforcement for RCC work including supplying, delivering, storing of various diameters as required at site of work including loading, unloading, transporting, decoiling, straightening, cutting, bending, placing in position at all locations & levels and binding with 18 gauge, soft drawn annealed steel binding wire including carrying out various tests as required etc. all as per specifications, drawings & as directed by the Engineer in charge.

Brick masonry work in foundation and plinth, cable pits, trench, steps etc. using well burnt bricks from approved lot, of class designation 3.5 (classification as per IS 1077-1992 and min. average compression strength not less than 3.50 N/mm2 ) in C.M 1: 6 to correct line, level and plumb including raking out joints/simultaneous flush pointing with cement mortar 1:4, curing etc.complete as per specifications, drawings and as directed by Engineer in charge. Notes: i)One brick wall thickness shall be considered as 230 mm & lesser wall thickness if any shall be made up accordingly by the contractor by applying cement mortar of mix 1:4 in proper line, level & plumb without any extra cost to the department. ii) The rate shall include cost of making the brick masonry to all geometrical shapes and sizes without any extra cost to the Department. (iii)The contractor shall get approved the samples of bricks from the Engineer-In- Charge before procurement on large scale and shall maintain the same for the entire work. iv) Necessary Openings/nitches/cut-outs, wherever required as per drawings and asked for by the Engineer-In-Charge, shall be provided by the contractor without any extra cost.
15mm thick cement plaster 1:4 in single coat at all locations to correct line, level, plane and plumb for cable pits trenches, chambers, steps etc., finished smooth with neat cement finish, including preparing the surface, scaffolding, curing etc. all complete as per drawings, specifications and as directed by the Engineer in charge.
Supply & installation of 250 mm dia heavy duty RCC Hume pipe of class 'NP3' to be laid in ground/from concrete cable trench to ground, for passing of cables with necessary joints, concrete supports. Scope includes escavation below ground level in all types of soil/concrete road cutting/foot path cutting, nallah cutting /any RCC wall/floor cutting including back filling, dewatering, consolidation, reinstatement of excess earth within the radius of 500 m and original, disposal making good to the original finish etc. spare space of hume pipes after cable laying and spares hume pipes shall be sealed properly with fireproof materials.
Supply & laying of 225 mm dia (OD) HDPE pipe of PE 80 grade & PN8 rating in ground at depth of 750 mm to 2500 mm, as per site condition, by trenchless horizontal directional drilling (HDD) including making entry & exit pits, dewatering if necessary, backfilling etc. as per route finalised and instructions of EIC. Note: i) The cost of electricity & water for HDD machine shall be borne by contractor. ii) If any existing utility services line is detected at digging depth, the contractor shall carry out HDD at higher & adequate depth to avoid damage of such existing utilities & no extra payment shall be made for digging at higher depth.
