Provision of CCTV Cameras for Monitoring of Various Yard of IZN Division, Gorakhpur Jn-Lucknow Jn Provision of CCTV system for Yards in LJN Division. & Provision of CCTV Cameras for Yard Monitoring in (Ex BSBS)-PRRB section and stations under jurisdiction of RPF thana/CPR in Varanasi Division.

The tenderer must have minimum average annual contractual turnover of V/N or V whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-C, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited : 1.1 during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or One similar work costing not less than the amount equal to 60% of advertised value of the tender. Definition of Similar Work :- Any work of supply, installation, testing and commissioning of CCTV surveillance System. OR Any work of supply, installation, testing and commissioning of Video Surveillance System (VSS)/Integrated Emergency Response Management System. OR Any work of supply, installation, testing and commissioning of Video Conference System.

The tenderer are required to submit the list of Personnel/organisation available with the firm and proposed to be engaged for the subject work.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Tenderers will examine the various provisions of the Central Goods and Services Tax Act, 2017 (CGST)/ Integrated Goods and Services Tax Act, 2017 (IGST)/ Union Territory Goods and Services Tax Act, 2017 (UTGST)/ respective state's State Goods and Services Tax Act (SGST) also, as notified by Central/ State Govt. & as amended from time to time and applicable taxes before bidding. Tenderers will ensure that full benefit of Input Tax Credit (ITC) likely to be availed by them is duly considered while quoting rates.

The successful tenderer who is liable to be registered under CGST/ IGST/ UTGST/ SGST Act shall submit GSTIN along with other details required under CGST/ IGST/ UTGST/ SGST Act to Railway immediately after the award of contract, without which no payment shall be released to the contractor. The contractor shall be responsible for deposition of applicable GST to the concerned authority.

In case the successful tenderer is not liable to be registered under CGST/ IGST/ UTGST/ SGST Act, the Railway shall deduct the applicable GST from his/ their bills under reverse charge mechanism (RCM) and deposit the same to the concerned authority.

Option of taking payment through LC arrangement must be submitted by the tenderer itself at the time of bidding and the tenderer shall affirm having read over and agreed to the terms and conditions of the LC option. Railway Board Letter No. 2018/CE-I/CT/9 New Delhi Dated 04.06.2018.

The Railway administration reserves the right to accept or reject the any or all offers without assigning any reason thereof.

The tenderer shall upload scanned copies of mandatory credentials such as experience, turn over Certificates and any other documents as applicable.

Bank Guarantees BGs to be submitted by suppliers/contractors should be sent directly to be concerned authorities by issuing Bank under registered POST A.D.

The contract shall be governed by the provision of GCC 2022 edition with up to date corrections thereto.

Rates are inclusive of all taxes / octroi, license fee, royaltycharges etc. legally leviable by state, Central Government and/or any other local authority.

Income Tax, Cess and any other tax will be recovered as per extant instruction on the subject.

CARE IN SUBMISSION OF TENDER :- Before submitting a tender, the tenderer will be deemed to have satisfied himself by actual inspection of the site and locality of the works, that all conditions liable to be encountered during the execution of the works are taken into account and that the rates he enters in the tender forms are adequate and all inclusive to accord with the provisions in Clause-37 of the Standard General Conditions of Contract for the completion of works to the entire satisfaction of the Engineer.

Works Contract :- The tenderer whether sole proprietor/ a company or a partnership firm / joint venture (JV)/registered society / registered trust / HUF etc if they want to act through agent or individual partner(s), should submit along with the tender, a copy of power of attorney duly stamped and authenticated by a Notary Public or by Magistrate in favour of the specific person whether he/they be partner(s) of the firm or any other person specifically authorizing him/them to submit the tender, sign the agreement, receive money, co-ordinate measurements through contractor's authorized engineer, witness measurements, sign measurement books, compromise, settle, relinquish any claim(s) preferred by the firm and sign "No Claim Certificate" and refer all or any disputes to arbitration. The above power of attorney shall be submitted even if such specific person is authorized for above purposes through partnership deed / Memorandum of Understanding / Article of Association or such other document, failing which tender is liable to be rejected.

Genral instruction :- 1 The offer will be evaluated based on certificates enclosed with the original offer only. The Railways will not enter into any correspondence to get these certificates subsequently and the offer shall be evaluated based on the documents submitted along with the offer.2 Tenderer may please note that meeting of eligibility criteria is strictly based on completion certificates issued by the executive in charge of work and not linked with mere list of works claimed to have been executed by the tenderer or a copy of work order from Railways. 3 Tenderer may please note that fulfilling of eligibility clause shall be ascertained only from the completion certificates issued by the executive-in-charge of work and mere list of works claimed to have been executed by the tenderer or a copy of work order from Railways shall not be enough. It may also be noted that cognizance of those works, which are nearing completion or have been almost completed, shall not be taken only those completion certificates, wherein successful commissioning satisfactory performance of work have been clearly unambiguously acknowledged by Executive-in-charge of any Railway Unit or any Govt. Dept./Undertaking for any similar work shall be considered for this purpose.4 Any variation to quantities in any item and its associated wiring material account of supply and installation will have to be born by the tenderer. JPO:- North Eastern Railway. NER/S&T JPO No.01/2024 Sub:- Joint Procedure Order for undertaking Earth Work/Digging work in the vicinity of Signaling, Electrical and Telecommunication Cables etc. Ref:- Railway Board L.No.2021/Tele/5(2)/3-Pt-l (3425647) dated 12.06.2023. This JPO shall be applicable to Construction Department, Open line, RVNL, IRCON, RITES. RE, State/Central Government Agencies/Organizations, Private Parties working in North- Eastern Railway Jurisdiction for Earth work/digging work in the vicinity of Signaling, Electrical & Telecommunication cables. This JPO shall supersede earlier instructions issued (if any) for NER in connection with undertaking Earth Work/Digging work in the vicinity of Signaling, Electrical and Telecommunication Cables etc.
