Installation and Commissioning of Smart Access and Gate Entry System in Bhilai Steel Plant, Bhilai

• The average annual financial turnover of the bidder during the last three (03) consecutive financial years ending 31st March 2025, should be at least Rs.2.83 crores.

Net worth of the bidder should be positive in the financial year ending 31st March 2025 as per the Audited annual accounts.

Note :

a) Audited Profit and Loss (P/L) Accounts Statement and Balance Sheet for the last 03 financial years should be submitted.

b) Turnover certificate issued by CA having valid UDIN shall be submitted

c) Financial documents issued by CA must contain Unique Document Identification Number (UDIN) and Membership Number of CA.

Turnover shall have the meaning ascribed to in section 2(91) of the Companies Act, 2013 or its subsequent revisions.

• Experience of having successfully completed similar work by the bidder during last seven (07) years ending last day of month previous to the one in which tender is issued should be either of the following:

One similar completed work costing not less than Rs.60 lakhs (exclusive of GST/ Service Tax).

Similar work above means any contract that includes : Supply, Installation, Testing & Commissioning of a Project which includes following items:

(a) Biometric Face cum RFID Card Reader – minimum 50 Numbers

(b) Server – Minimum 1 Number

• Note:

B-1 Experience should be from Central/ State Govt. Organizations/ PSUs/ Public Limited Companies

B-2 Bidder has to submit following documents :

(i) Self-attested copy of Work order and supporting documents for ascertaining number of Biometric Face cum RFID Card Reader and server supplied and installed under the work order submitted by the bidder.

(ii) Self-attested copy of Completion Certificate/ Performance Certificate.

B-3 Experience of ongoing Contract will not be considered.

B-4 In case work completion certificate is issued without value of completed work, RA bills paid or any other document(s) evidencing value of completed work may also be considered.

B-5 All work-orders having similar work where completion date falls within last 07 years ending last day of month previous to the one in which tenders are invited shall be considered for evaluation as per Eligibility Criteria, irrespective of date of work-order and entire value of completed job will be considered for evaluation.

• C Capability: The Bidder should be an Original Equipment Manufacturer (OEM) or authorized Dealer/ Distributor/ System Integrator/ Channel Partner of OEM for “Biometric Face cum RFID Card Reader”.

C-1 In case Bidder is an OEM, self-declaration regarding the same is to be submitted.

C-2 In case Bidder is not an OEM, the Bidder has to submit following document from OEM:

a. authorization from OEM and

b. back up Guarantee for quality, workmanship, spares and service support of the OEM for 07 years from the date of issue of NIT.

The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.

• D Consortium Bidding is not permitted.

• E. As per Domestically Manufactured Iron & Steel Products Policy-2025 (issued 17th December 2025) and also Notification dated 06.12.2019 by Ministry of Electronics and Information Technology (Meity), subsequent clarification issued by MOS and SAIL project directorate, the minimum domestic content of Capital Goods* (%) should be 60%.

Bidder shall Self-certify the local content as per form-1 pertaining to Format for Self-Declaration regarding ‘local supplier’ for Cyber Security Products, at the time of bidding.

* For the purpose of this project, capital goods shall mean supply of plant & equipment including technological structure as defined within the project scope.
