(A) For Regular/Bulk order: The bidder shall meet the requirements set out in RCF bid Document Ver- 14 clause 2.13.6 or latest along with corrigendum and amendments if any issued before the opening date of tender. The similar item shall means RETENTION TANK/WATER TANK/ AIR TANK OF LHB COACHES as per serial No.12 of Design Letter No. MD34471 Version: 1.0. DATED 12/10/2020 (Attached with tender documents). Estimated Value of tendered item is = Rs.73,54,055/- Note: FAI/Prototype shall be required if the supplier is manufacturing the tendered item for the first time.

(B) For Developmental order: 1. The bidder shall meet the requirements set out in RCF bid Document Ver-14 clause 2.13.6.1 or latest along with corrigendum and amendments if any issued before the opening date of tender. Firm should have in- house infrastructure and M&P for manufacturing of the tendered item. Note: CCA/QAP Audit/FAI shall be required if the supplier is manufacturing the tendered item for the first time. * CCA: Capacity cum Capability Assessment: It shall be carried out after Placement of Letter of acceptance. Purchase Order shall be released only after successful completion of the CCA. *QAP: Quality assurance Plan: To be submitted by the firm before the FAI. * FAI: First Article inspection: Prototype to be got approved from CDE RCF before bulk supply.

For all items — Commencement : On or after 15-FEB-27, Completion : On or Approx. 35% qty. before 31-JUL-27 from 15/02/27 to 02/04/27 Approx. 35% qty. from 01/04/27 to 31/05/27 and Approx. 30% qty. from 01/06/27 to 31/07/27.

Payment Terms

PAYMENT TERMS :90% payment (excluding Installation & Commissioning Charges) shall be made on receipt of the items in satisfactory condition, against Receipted Challan duly signed by Gazetted Depot Officer and Inspection Certificate issued by the nominated Inspection Agency. Balance 10% payment (alongwith Installation & Commissioning Charges) shall be made after successful Installation & Commissioning of the equipment by firm on the basis of Certificate given by RCF's nominated Officer. In case Installation & Commissioning of the item is delayed or put-off beyond 90 days of the receipt of the item at the ultimate consignee due to written instructions of the Purchaser/ Consignee, the balance 10% payment of supply portion shall be released to the Supplier on his furnishing the necessary Bank Guarantee of equal amount i.e. balance 10% valid for the period as asked by the Purchaser.

Statutory Variation Clause

SVC CLAUSE APPLICABLE, HOWEVER IF FIRM INVOICES THE GOODS AT GST RATE OR HSN NUMBER WHICH IS DIFFERENT FROM THAT INCORPORATED IN THE PURCHASE ORDER, PAYMENT SHALL BE MADE AS PER GST RATE WHICH IS LOWER OF THE GST RATE INCORPORATED IN THE PURCHASE ORDER OR BILLED. FOR WHICH FIRM WOULD BE REQUIRED TO ADJUST BASIC PRICE TO THE EXTENT REQUIRED BY HIGHER TAX BILLED AS PER INVOICE TO MATCH THE ALL INCLUSIVE PRICE AS MENTIONED IN THE PURCHASE ORDER. ON REDUCTION OF RATE OF TAX ON SUPPLY OF GOODS AND SERVICES, THE BENEFIT OF INPUT TAX CREDIT (ITC) SHALL BE PASSED ON THE RECIPIENT BY WAY OF REDUCTION IN PRICES.

Option Clause

OPTION CLAUSE : THE PURCHASER SHALL BE ENTITLED TO VARY THE ORDER QUANTITY UPTO +30% ANYTIME WITHIN THE DELIVERY PERIOD (INCLUDING EXTENDED DELIVERY PERIOD) ON THE SAME TERMS AND CONDITIONS. THE INCREASE IN QUANTITY WITH RESPECT TO THE TENDER QUANTITY CAN BE DONE EVEN AT THE TIME OF ORDERING AND THE TENDERER SHALL BE BOUND TO ACCEPT THE QUANTITY SO ORDERED ON THE BASIS OF HIS ORIGINAL OFFER. THE PURCHASER SHALL BE ENTITLED TO EXERCISE +30% OPTION CLAUSE IN ONE OR MORE THAN ONE INSTALMENT AS LONG AS THE TOTAL VARIATION IN QUANTITY DOES NOT EXCEED THE LIMIT OF 30% OF ORDERED QUANTITY.
