Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditions as per bid document

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Each tenderer in its name should have in the last five financial years i.e., 2021-22, 2022-23 and 2023-24, 2024-25 & 2025-26 achieved an average annual financial turnover of Rs 7.57 lakhs during any of the three (03) years in the last Five (05) years as per ITT clause (3.4a)

The quoted price shall be inclusive of all applicable taxes, cess (including labour cess) and duties under applicable Acts, but exclusive of CGST and SGST as specified under GCC clause 39. BMRCL will pay the output GST and SGST on the value of supplies/works done as invoiced by contractor, at rates as per applicable law, as per Section 2 of ITT clause 11.

Eligible tenderer will be qualified only if their available tender capacity is more than the total tender value. As per ITT Clause 3.1

In case of any contradictory the General condition of technical bid documents prevails

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works as per ITT clause 3.1

List of works for which tenders already submitted as per section 3 of tender document

The Tenderer should have executed the works / have experience in similar works in any of the following organizations during last five (5) years (i) In any Central Govt./State Govt./PSUs /Govt. bodies /MES/Railway/CPWD/KPWD/All Metros. All Tenderers shall provide the requested information accurately and sufficient details in Section 3. Qualification Information. Each Tenderer in its name should have successfully completed or substantially completed similar works during last five (05) years either of the following 1) One (1) similar work costing not less than the amount equal to Rs. 12.62 Lakhs ii) Two (2) similar works costing not less than the amount equal to Rs. 10.10 Lakhs iii) Three (3) similar works costing not less than the amount equal to Rs. 7.57 Lakhs. 1) Similar Works means Any Pre-cast RCC work 2) The last five (05) years means the last five (05) years counted 28 days prior to last date of Tender submission. 3) Substantially completed works means those works which are at least 90% completed as on the date of Tender submission (i.e. gross value of work done up to the last date of submission is 90% or more of the original contract price) and continuing satisfactorily. 4) In case the Tenderer has executed works / contract for a client, which includes other works in addition to similar works, then the Tenderer should provide a client certificate clearly indicating the amount of work done in respect of the similar work in support of work experience. 5) Work Completion Certificate shall be certified by Executive Engineer or above rank and considered to be valid. (As per ITT clause 3.4 of Tender Document)

Even though the Tenderers meet the Qualification criteria in accordance with ITT Clause 3. They are subject to be disqualified if they have 1) made misleading or false representations in the forms, statements and attach submitted in proof of the qualification requirements and or 2) record of poor performance such as abandoning the works, not properly completing the Contract, inordinate delays in completion, litigation history, or financial failures etc. and or 3) participated in the previous Tender for the same work and had quoted unreasonably high. Tender prices and could not furnish rational justification (As per ITT clause 3.5 of tender document)

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

The Tenderer shall bear all costs associated with the preparation and submission of its Tender and BMRCL will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the Tender process. (As per ITT clause 4.1 of Tender Document)

The Tenderers shall be deemed to have inspected and examined the site and collected all necessary information regarding all factors and conditions likely to influence in carrying out the work, before uploading on e-Procurement portal and submitting his Tender. (As per ITT clause 4.2 of Tender Document)
