• 1. The bidder should have carried out design/ engineering, supply, erection/ supervision of erection, commissioning/ supervision of commissioning of at least one no. of DC drive/ Thyristor convertor of minimum 2000A rating, substation having at least one transformer of min. 1000 KVA rating and one no. of 415 V (minimum voltage level) LT substation of capacity 2000A (minimum), under the same or different work orders of Central/ State Govt. Organizations/PSUs/ Public Limited Companies in India, in the last 10 years as on date of NIT.
Self-attested photocopies of following documents shall be submitted by the bidder in support of the above:
i. Work order/ Contract document/Purchase order issued by the client
ii. Commissioning certificate/Performance certificate/ Completion certificate/Final acceptance certificate issued by the client showing completion of the job, corresponding to 1(i) above
The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.
• 2. In case the bidder is in a consortium:
a. One or more of the consortium members (maximum two consortium members are permitted) can either individually or together, fulfil the criteria of Para-1 above.
b. The responsibility of design / engineering, supply, supervision of erection, supervision of commissioning should be taken up in the responsibility matrix by the respective members who fulfil the criteria as per para-1.
c. For taking up the remaining jobs of para-1, the respective members should have commensurate experience in any electrical substation project.
d. Leader of consortium shall be member having maximum job or share of work in value terms.
Bidder has to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member in value terms of total contract value.
Self-attested photocopies of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above:
i. Work order /Contract document /Purchase order issued by the client.
ii. Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate issued by the client showing completion of the job; corresponding to 2(i) above.
Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine.
• 3. As per Domestically Manufactured Iron & Steel Products Policy 2025 (17th December 2025) the minimum domestic content for Capital Goods* (%) should be minimum 60%.
Bidder shall :
i. Self-certify the local content as per form-1 pertaining to Appendix-A and Appendix-B as defined in the DMI & SP policy, at the time of bidding.
ii. Provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) declaring that the capital goods (Appendix-B) to be used in iron & steel industries are domestically manufactured in terms of domestic value addition prescribed. (Refer DMI &SP Policy dated 17.12.2025).
*For the purpose of this project, capital goods shall mean supply of plant & equipment including technological structure as defined within the project scope.
• 4. Financial Eligibility Criteria:-
The average annual financial turnover of the bidder during the last three consecutive financial years ending 31st March 2025 shall be at least Rs.10 crores (Rupees ten crores only).
In case of consortium bidding, Minimum Turnover requirement for each consortium member = Rs.10 crore × % of scope of work in value terms of total contract value declared in Consortium Agreement (MoA).
The bidder (each member of the consortium; in case of consortium bidding) shall submit audited annual financial reports (Profit and Loss Accounts statement and balance sheet in English language) for the last three (3) consecutive financial years ending 31st March 2025 in support of the above.
Net Worth of the bidder should be positive in the financial year ending 31st March 2025 as per audited annual accounts. For consortium bidding, net worth of each member of the consortium should be positive in the financial year ending 31st March 2025 as per the Audited annual accounts.
Turnover shall have the meaning ascribed to in section 2(91) of the Companies Act, 2013 or its subsequent revisions.
In support of above, bidder to submit the Turnover certificate issued by CA having UDIN reference
Note : Financial documents issued by CA must contain Unique Document identification number (UDIN) and membership number of CA.
• 5. Bidder should submit self-declaration in the prescribed format (Annexure-7 of ITB of section II of SBD) that No Corporate Insolvency Resolution/Liquidation Process have commenced against them under National Company Law Tribunal (NCLT). For consortium Bidding the same applies to all members of the consortium.
• 6. In compliance to "Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017 of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium.
