1) Augmentation of Infrastructure Facilities for Maintenance of 16 Cars MEMUs, Vande Bharat Rakes & EMUs at EMU Car Shed at Moulali of Hyderabad Division of S.C.Railway. 2) Augmentation of Homing Capacity of Electric Loco Shed Lalaguda from 225 to 300 Locomotives - Telecom arrangements of Hyderabad Division of S.C.Railway

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

NOTE: If the tender is not accompanied by the certificate(s) in support of financial eligibility as above, the tender shall be rejected. No post-tender correspondence will be entertained.

Definition of Similar Work : -"Execution of telecom works of OFC/Quad cable OR LAN/WAN/MAN/Data connectivity OR Integrated Passenger Information System in Railways OR Any zonal telecom works OR VSAT terminals OR IP based Exchange OR CCTV OR VHF/UHF/LTE/Radio/Wi- fi/Wireless Communication OR PDH/SDH/DWDM/IPMPLS in Railways, Metro Railways, LRT, Monorail, suburban transit system, High Speed Railways or any other Government PSUs or any Government Organization."

TENDER SHALL BE REJECTED if it is not accompanied by the following:

Uploading of Certificate in support of Technical Eligibility (As detailed in Standard Technical Criteria).

Submission of Certificate(s) in support of Financial Eligibility (As detailed in Standard financial criteria).

In case tenderer is other than sole proprietorship firm, following documents shall be uploaded by the tenderer:

In case, the Tenderer is a Partnership Firm, the following documents shall be submitted: (i)A notarized copy of the Partnership Deed or a copy of the Partnership Deed registered with the Registrar. (ii)A notarized or registered copy of Power of Attorney in favour of the individual to tender for the work, sign the agreement etc. and create liability against the firm.(iii)An undertaking by all partners of the partnership firm that they are not blacklisted or debarred by Railways or any other Ministry / 1.3.1 Department of the Govt. of India from participation in tenders/contracts as on the date of submission of bids, either in their individual capacity or in any firm/LLP in which they were/are partners/members. Any concealment/wrong information in regard to above shall make the bid ineligible or the contract shall be determined under Clause 62 of the General Conditions of Contract.(iv)All other documents as mentioned in Para 18 of the tender form (second sheet) of IRSGCC-2022 (including ACS no.1).

In case tenderer is a LLP Firm registered under LLP Act-2008, the following documents shall be submitted: (i)A copy of LLP Agreement (ii)A copy of Certificate of Incorporation (iii)A copy of Power of Attorney/Authorization issued by the LLP in favour of the individual to sign the tender on behalf of the LLP and create liability against the LLP. (iv)An undertaking by all partners of the LLP that they are not blacklisted or debarred by Railways or any other Ministry / Department of the Govt. of India from 1.3.2 participation in tenders / contracts as on the date of submission of bids, either in their individual capacity or in any firm/LLP or JV in which they were / are partners/members. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the Standard General Conditions of Contract (v)All other documents in terms of Para 10 of Tender form(2nd sheet) of IRSGCC- April-2022 Part-I (including ACS no.1). In case the Tenderer is a Company registered under Companies Act-2013:- The tenderer(s) shall submit the following documents: (i)The copies of MOA (Memorandum of Association) / AOA (Articles of Association) of the company (ii)A copy of Certificate of Incorporation (iii)A copy of Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company. (iv)An undertaking that the Company is not blacklisted or debarred by 1.3.3 Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which the Company was / is a partner/member. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract. In case the Tenderer is a Registered Society & Registered Trust, the following documents shall be submitted: (i)A copy of Certificate of Registration (ii)A copy of Memorandum of Association of Society / Trust Deed (iii)A copy of Power of Attorney in favour of the individual to sign the tender documents 1.3.4 and create liability against the Society/Trust.(iv) A Copy of rules and regulations of the society (v)All other documents in terms of Para 10 of Tender form(2nd sheet) of IRSGCC- April-2022 Part-I (including ACS no.1). IN CASE THE TENDER VALUE MORE THAN RS. 50 LAKHS; The tenderers shall submit a copy of certificate stating that all their statements/ documents submitted along with bid are true and factual as per standard format as per Annexure V part I of IRSGCC 2022 (including ACS no.1).Non submission of this certificate by the bidder shall result in summarily rejection of his/ their bid. It is a mandatory document.

In case of Sole Proprietorship Firm, the documents to be attached with the tender are: (i)An undertaking that he is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which he was / is a partner/member. Uploading of NEFT FORM - as per the format attached with the tender document.

The list of personnel / organization on hand and proposed to be engaged for the tendered work.

List of Plant & Machinery available on hand and proposed to be inducted and hired for the tendered work.

Uploading of Statement Showing the particulars of Works on Hand Works Completed as per the format attached to the tender document.

Uploading of certificate by local suppliers in regard to meeting the Minimum Local Content requirement to avail benefits under Public Procurement Policy Order-2017 (A) for procurement order of value less than Rs. 10 crores: selfcertificate in accordance with Para-9(a) of Public Procurement(Preference to Make in India) Order 2017. (B) For Procurement Order of value more than Rs. 10 crores, the certificate from Statutory auditor/cost auditor/practicing CA as the case may be in accordance with Para-9(b) of Public Procurement (Preference to Make in India) Order 2017.

The Bid Security shall be deposited either in cash through e- payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India. The Bank Guarantee bond shall be as per Annexure- VIA and shall be valid for a period of 90 days beyond the bid validity period. Tenderers may refer Para 5 of IRSGCC -2022 -Part-I (including up to ACS No.7) for other details in regard to payment of bid security. The original Bank Guarantee should be delivered in person to Dy.CSTE/Construction/SC, 1st Floor, Annexe to Rail Nirman Nilayam, S.C. Railway, Secunderabad -500025. Note: As per ACS No.2 issued by Railway Board vide letter No.2022/CE-I/CT/GCC- 2022/Policy dt.13.12.2022, the original bank Guarantee should be delivered in person to the official nominated above within five (5) working days "before" closing date for submission of bids. BG submitted on closing day of bid will not be accepted.

In Case JV Firms are to allowed to participate; JV firm should upload Memorandum of Understanding [MOU] (If Applicable Only) as per the format attached as annexure to the tender in DOCUMENTS. Submission of all other documents by JV firm / Members of JV should also be as per Clause No.17.14 of Part-I of IRSGCC-2022 (Including upto ACS No.7) (Since this tender is less than Rs.10 Crores JV firms are not allowed to participate)
