Bidder must have completed at least 1 project worth minimum of INR 1.0 Crores for the Supply of IT Hardware or similar in any Central / State Government/ Institutions/Public sector undertakings or private sector.
Bidder should not be debarred by any procurement entity in Central Government / State Government and its Departments for indulging in corrupt or fraudulent practices or for indulging in unfair trade practices for any reasons whatsoever at the time of bidding.
Any bidder from a country that shares a land border with India excluding countries to which the Government of India has extended lines of credit or in which the Government of India is engaged in development projects (as listed on the website of the Ministry of External Affairs) hereinafter called Restricted Countries should be eligible to participate in this RFP, only if the bidder is registered with the Registration Committee constituted by the Department f o r Promotion of Industry and Internal Trade (DPIIT)

1 Storage Architecture The all flash storage should have Active-Active Controller architecture where a LUN should be accessible by all the controllers simultaneously.
2 Modular Architecture The system must be dedicated appliance with specifically optimized OS to provide both SAN and NAS functionalities. It must be storage OEM supported and designed OS and should not be Windows based or a general-purpose Unix/Linux or a simple SMB/ NFS/FTP configured file server. The architecture should allow modular upgrades of hardware and software.
3 User Quotas For File access it must be possible to set quotas at a user, group or file level and should have Microsoft active directory and LDAP integration.
4 NAS Gateway The NAS/Gateway/File serving node should be provided in HA and the NAS/Gateway/File serving node should be purpose-built appliance and should not be a host based or running on general purpose OS or a simple SMB/NFS/FTP configured file server. NAS Header and SAN System (for Capacity) should be from the same OEM. Each NAS head must have minimum 64GB DRAM cache.
5 Data Availability Vendor should be able to provide 100% Data Availability Guarantee in Writing.100%data availability guaranty shall be clearly mentioned on vendor website for the offered model
6 NSPOF The storage system must have dual controller & file system heads with automatic failover capabilities in case of one controller or head failure. The Unified component must be redundant against power supply, disk, cooling fan and Data Path failures. The Central Storage System must support multi-path automatic load balancing with no single point-of-failure. The proposed storage must support non-disruptive replacement of hardware component.
7 Data Capacity The Storage Systems should be supplied with 1PB usable capacity. Minimum 10% of the capacity need to be quoted with NVMe SSD. Usable capacity should be calculated using RAID 6, Raid group not more than 16 drive and drive capacity not more than 18TB HDD.
8 Drive Type The proposed storage should support SAS, SSD, NLSAS, NVMe SSD.
9 Drive Scalability The Storage should be scalable to at least 480 number of drives on the same set of controllers.
10 IOPS The storage model offered should be capable of supporting minimum 100000 IOPS with 8 K block size, 80:20 read: write ratio.
11 Raid The Storage should support RAID 5, RAID 6, RAID1 etc.
12 Hot Spare Storage System should have multiple Global Hot Spares. One Hot spare for every 30 drive should be provided for each drive type.
13 Front end Ports Storage should have minimum 8 x FC ports (32 Gbps) and 4 x 10G iSCSI Port For file-based (NAS) functionality, the solution should be configured with minimum of 8(or more) x25 Gbe ports per header
14 Cache The storage system should have minimum 768 GB global cache. The complete cache should be accessible by all the controllers in the storage system. Only write cache must be mirrored. Cache memory should be delivered on DRAM, any other device or SSD should not be considered as cache.
15 Multi-Path The storage system should have support for multi-path configuration for redundant path to connected hosts. Any Licenses (unlimited/frame based) required for this should be provided with Storage.
16 Storage General features The storage should have protection of cache data during a power failures by destaging the data in cache to non-volatile Disk. The storage should have Virtual/Thin provisioning and traditional raid group provisioning for Storage allocation to hosts. The storage should support dynamic LUN expansion/concatenation while LUN is mounted on the host The proposed storage system should support more than 20000 LUNs or volumes The storage should be able to generate audit logs to record activities including host-initiated actions, physical component changes, attempts blocked by security control.
17 OS Support The storage should support multiple operating systems such as Windows, Unix, Linux, Solaris etc. on a single port
18 Licenses The storage should be supplied with Storage management, virtual/thin provisioning, snapshot, clone and other required software to meet the technical requirements. Licenses to be supplied for Unlimited capacity.
19 QoS The storage should be able to provide Quality or Service (QOS) to ensure bandwidth is allocated to desired servers or ports, storage should be capable of restricting IOs or throughput to LUNs or Volumes.
20 Partitioning The Proposed storage system must support partitioning of resource in logical and physical level that is covering Front end ports, Cache and logical volume
21 CSI Plugin Storage OEM Must provide Container Storage Interface (CSI) driver plugin for Red Hat OpenShift Kubernetes Engine
22 Encryption The storage should be configured with Hardware Controller based Encryption for data security.
23 Storage Management Features Storage management software should be browser based/ web enabled accessible over IP Storage management s/w should have roles based access for user accounts to the storage system. Storage management software should provide interface/wizards to perform configuration operations like create LUNs present LUNs to host, set LUN attributes etc. Storage management software should be able to perform and monitor local and remote replication operations Storage management software should be able to monitor alerts Storage management software should be able to send notifications for alerts generated in the end to end infrastructure i.e. virtual machines, Host OS, hypervisors, SAN devices, Storage devices Storage management software should be able to identify performance bottleneck for root cause analysis at host, SAN and storage level and should be able to troubleshoot storage performance problems Should support system management console.
