Supply, Installation and Commissioning of SMPS based Integrated Power Supply (IPS) for Interlocked LC Gate in RE/Non-RE area confirming to RDSO specification No RDSO/SPN/165/2023 VERSION 4.0 with Amendment 1 or latest as per scheme attached. It includes supply of 2V/200AH VRLA maintenance free cells as per IRS: S 93/96(A) for bank of 110Volts. Undertaking regarding use of battery grade acid as per IS:266:1993 & De- mineralised/distilled water as per IS 1069:1993 for initial charging shall be given. Multi strand Copper cable of 16 sq mm as per IRS: S 76-89/ IS: 694 & grade 1100 V for connecting IPS to battery bank shall be supplied. Distance between IPS and battery bank is 20 Mts. A tool kit containing tools as per list attached shall be supplied in a suitable bag. An exhaust fan of 12 inch size(min) shall be supplied. Inspection by RDSO.

(a) Purchaser reserves the right to procure Bulk/regular/entire quantity from approved vendors/sources of nominated vendor/source approving agencies for the tendered item (as available on UVAM only). (b) (i) Offers received from tenderers appearing in the Vendor list of nominated Vendor/source approving agencies for tendered item (as available on UVAM only) as 'Vendors for Developmental Orders' shall be considered eligible for Developmental Orders up to 20 percent of net procurable quantity (NPQ). (ii) It is re-iterated that Developmental Vendors are only such vendors which are listed as developmental vendors on UVAM without any condition. (Authority: Railway Board's letter no. 2021/RS(G)/779/7 Dated 09.05.2025). (c) Where there are not more than three Indian suppliers categorized as Approved Vendor for a particular item, developmental vendors can be considered for placement of bulk order without any quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc. shall be considered in a transparent manner, subject to rates being reasonable. (d) The status of the vendor (i.e. approved or developmental vendor) shall be reckoned as on the date of tender opening and not thereafter. However, cases of downgrading/removal/ suspension/ banning etc., after opening of tender, shall be taken into account while considering the offers. (e) Authorized dealers/Distributors needs to be quote with Tender Specific Authorization from the approved/developmental vendors failing which offer will be summarily rejected. While issuing such authorizations the Approved/Developmental vendors must ensure that these authorized dealer/distributors are in a position to raise inspection requests on IREPS.

Restrictions of procurement from the bidders from countries sharing land borders with India: In terms of clause 2.4.3 of Instruction to Tenderers for e-Tenders, Rev. 1.21 of April 2024 regarding restrictions on procurement from bidders of a country sharing land border with India, bidder must confirm that ''I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India and confirm that I comply with any one of the following two conditions: (a) I certify that I am not from such a country; or ( b ) I am from such a country and have been registered with the Competent Authority. I hereby certify that I fulfill all requirements in this regard and is eligible to be considered. Evidence of valid registration by the Competent Authority is attached.''

Make in India Policy (Indication of Local Content) : In keeping with the Public Procurement (preference to Make in India) Order, 2017 as amended and in terms of Clause 2.4.2, 2.4.5 and 2.4.6 of Instructions to Tenderers for e-Tender, Rev. 1.21 of April 2024, Public Procurement of this item is restricted to Class-I and Class-II local suppliers only. Thus, only Class-I and Class-II local suppliers as defined under the Public Procurement (preference to Make in India) Order, 2017, as amended shall be eligible to bid in this tender. Offers from vendors who do not quality to be Class-I or Class-II local suppliers shall be summarily rejected and, therefore, such vendors should not participate in the tender. In case any vendor who does not qualify to be a Class-I or Class-II local supplier for the tendered item participates in the tender, such a bidder does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the bidder on this account. The bidders must indicate the percentage of local content in the material being offered in the range of 0-100. The value '0' (Zero) is for fully imported items and 100 for fully indigenous items. The local content percentage in their offered product should be entered under remarks or by uploading/documents in respect of this, failing which the offer will be summarily rejected without making any reference from the Purchaser.

EMD: In terms of clause 3.0 of the Instructions to Tenderers for E.tenders, NR ITT_Rev_1.21_April_2024 and Correction Slip No. 01 of ITT_1.21_April_2024 , Bidders not failing in the exempt category for furnishing EMD, are required to Mandatorily furnish the requisite EMD along with their offer, Failing which their offer will be summarily rejected.

SD: Security Deposit/Performance Security : In terms of clause 12 of NR ITT Rev. 1.21 of April 2024. The successful tenderer shall have to deposit 5 percent SD within 21 days of issue of Letter of Acceptance.
