Design, supply, install, commission integrate and maintain the advanced Metering Infrastructure (AMI) comprising of following for single phase meter :- (a) Supply, installation, commissioning of smart Meters of different makes (not more than 33% of a particular make to ensure interchangeability at a BIS 16444 with communication technology including GPRS/RF or Canopy/Hybrid ( RF+ GPS)/ Any other advanced technology as per CEA/TRAI regulations. (b) Supply/Planning/Setup/tuning of RF communication infrastructure including Network Management (NMS) & Head End System (HES) for the project area. AMI Software and associated equipment's should be capable of handling at-least 152 number of Meters of different makes as per BIS 16444 with 25 % expansion without any additional infrastructure and cost implication to MES, (c) Supply and setup of Meter Data Management (MDM) system. (d) Integration of different devises of different makes/equipment/software's covered in scope of this project with each other as per functional requirements, including water charges, furniture and license fee. (e) Integration/interface of the AMI system with application systems like Metering /Billing/Collection. Interface has to be provided in the proposed solution to upload and process meter data from these systems. (f) Hosting the system to Govt Community cloud ( GCC) for hosting and management of supplied software application with standby server at GSP. (g) Planning,deployment & tuning of communication system including Cellular network ( If required ) to meet the performance requirements. (h) Business Intelligence, Analytics and Reporting. (j) Return of Dismantled materials to MES stores. (k) Training and knowledge transfer. (l) All expenditure including periodic charges of telecom operator from installation till completion. NOTE : (i) The defects liability period will be 2 years from date of completion (ii) The metring infrastructure mentioned above is for all the 220 meters.

SOLAR PLANTS
Design,supply, installation,testing and commissioning of Roof TOP solar photo voltaic power plant 10KWp with power evacuation at 415V, 3 Phase 4 Wire system including connected civil works such as foundation, structural frame work etc. complete all as per guidelines / norms issued by MNRE & Indian Meteorological Deptt viz solar radiation data,direct normal irradiance, global horizontal irradiance etc complete in all respect comprising the following:-
SOLAR PHOTO VOLTAIC MODULES: Each solar PV modules shall be poly crystalline type, of wattage minimum 335 Wp. The module efficiency shall be more than 16.99% at standard test conditions. Modules will be with anti reflective coating and anti dust coating. These will confirm to IEC 61215-Edition II ,IEC-61730 (Part I & II) and IEC-61701 and all other applicable IEC/IS standards. Note:(i) Solar module and SPV cells used in the module will essentially be indigeneously manufactured in India (ii). PV modules shall be warranted for minimum 25years (iii) PV modules must be warranted for their output peak watt capacity not less than 90 % at the end of 10 years and not less than 80% at the end of 25 years. (iv) PV module shall be tested by any MNRE approved laboratory.(Solar PV modules- Maximum - 30 Nos) Make :TATA/PANASONIC/EMMVEE/ADANI/VIKRAM SOLAR /RENEWSYS
RFID : Each PV module must use a RF identification tag mandatorily placed inside the module laminate, which must contain the following information :- (i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells (iii) Month and year of the manufacture(separately for solar cells and module) (iv) Country of origin (separately for solar cells and module) (v) I-V curve for the module (vi) Peak Wattage, Im, Vm and FF for the module (vii) Unique Serial No and Model No of the module (viii) Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of module as per ISO 9000 series.
Solar PV module GI frame work and Dead Weight : Modular mounting structure(MMS), fabricated from pre coated mild Steel / hot dipped Galvanized Iron section of suitable size with appropriate & optimum tilt angle according to site requirement to achieve maximum benefit of solar energy and suitable to withstand total 200 KM/Hr wind speed with sufficient quantum of Dead Load Fly Ash/PCC Brick/Block of total weight of Minimum 2700 Kg as per Structural deign data complete all as specified and as directed. Note:- (a). Module mounting structure may require to be customized with respect to the site availability. (b)The contractor shall submit structural design on Stad- Pro based on Wind load of 200 kmph on the surface of the panel, live load and dead load of structure with solar panel & seismic zone of Chennai. Any deflection to the mounting structure shall be as per IS 800:2007 (c) Minimum thickness of galvanization should be at least 600 gsm. Test certificate of galvanization shall be submitted by contractor. (d) The structure will not be grouted on the roof and roof will not be damaged in any way during the installation, Any unintended damage done to water proofing/roof structure during installation shall be made good by the contractor at no extra cost as directed by GE.

NOTES:- (i) The contractor will have 5 year Defect Liability period after completion of the work. During the DLP of 05 years the contractor will ensure generation of Minimum Average units (4 Units/KW/Day). Contractor rep and GE rep will make a joint inspection of plant on monthly basis and monthly summary of plant production will be jointly signed.
(ii) The rate quoted by the tenderer is deemed to be inclusive of zero export device,any other equipment/device etc required as per the Centre/State guidelines for successful operation of the solar plant
(iii) The rate quoted by the tenderer is deemed to be inclusive of Registration fees and commissioning charges to State Electricity supplying agency Including to take license of Chief Electrical Inspectorate of SEB and CEA (Central regulatory authority) including all other connected misc charges i.e TANDEGCO for obtaining no objection certificate for commissioning 10KW solar power plant, if any. (ALL costs of SEB & CEA Registrations and approvals are deemed to be included in the contract rates)
(iv) Qualifying Criteria : Bidder shall engage a specialist agency for execution of roof top solar plants. The specialist agency shall have successfully installed, tested & commissioned solar plants( Roof top) of capacity atleast 10KWp each in the last 2 years.
(v) The contractor shall carry out Shadow Analysis at the site and accordingly design strings & arrays layout considering optimal usage of space, material and labour. The contractor should submit the array layout drawings along with Shadow Analysis Report to GE for approval.
(vi) Drawings : The Contractor shall furnish the following details for approval prior to the commencement of the work :- (a) General arrangement and dimensioned layout. (b) Schematic drawing of the plant showing the SV panels, Power conditioning inverter, Junction Boxes, AC and DC Distribution Boards, meters etc. (c) Structural drawing of the mounting structure. (d) Layout of solar Power Arrays and strings (e) Shadow analysis of the roof
(vii) On completion of project contractor shall provide Two sets of following : (a) Structural drawings. (b) Electrical drawings. (c) O&M manuals of each equipment showing complete technical data sheet including details of specifications and makes. (d) Details of synchronization equipment and protection equipment.
(viii) Design of solar power plant to be vetted by NISE or independent agency approved by MNRE.
(ix) Display Board: The contractor to put up a display board of suitable size and type of material at the project site mentioning the following: Plant Name, Capacity, Location, Date of commissioning, Warranty details, CA no., MES Office, Power generation, Name of the contractor, Contact number for Maintenance, etc.
(x) Test Reports / Certificates of PV Modules, Solar cells and Inverter to be submitted by the contractor.

Note: (AMC of the lift during DLP period (i.e. 2 Years after completion of work) is responsibility of the contractor and rate quoted by the contractor is inclusive.
