PIPELINE LAYING / INSTALLATION BY OPEN CUT / HDD / MOILING (WITHOUT CASING) METHOD
"Receiving and taking over" as defined in the specifications, handling, loading, transportation and unloading of Owner supplied 3-Layer PE coated and bare linepipes from Owner's designated stack-yard to Contractor's stock yard/workshop/work-site including preliminary activities, preparation of drawings, wherever required for crossing etc. including handling, stacking, stringing on the pipeline Right-of-Use/ pipeline route alignment corridor, carrying out inspection of company supplied materials including linepipes at the time of taking over, laying/ installation of coated linepipes as per specification wherever required depending on site condition including execution of all works, "taking over", handling , including loading and unloading, transportation of Owner supplied materials other than linepipe from Owner's designated place (s) of issue to work site, arrangement of all additional lands required for Contractor's storage, fabrication, access for construction, procurement and supply of all materials (except Owner supplied materials), consumables, equipment, labour and other inputs, carrying out all temporary, ancillary, auxiliary works, ready for commissioning of pipeline as per drawings, specifications, other provisions of Contract document and instructions of Engineer-in-charge, including but not limited to carrying out the following works:
Surveying of route and detours required at the time of execution including marking the same in topographical sheet, preparation of construction drawings showing survey details, and submit same to Owner for review / approval.
Staking and installation of construction markers, clearing, fencing, grubbing, full filling all the requirements of various statutory/ environment authorities to the entire satisfaction of concerned authorities. During construction, methodology of laying of steel pipeline (i.e. open cut/ HDD/ moling without casing) shall be decided as per requirement of various Government statutory/ environmental/ local authorities and the same methodology of steel laying shall be binding to the contractor for Authority's entire satisfaction. Grading / clearing of work area and shifting of all obstruction within the ROU/ Pipeline route alignment corridor viz. electrical lines/ poles, telephone line / poles, foreign pipeline, etc.
Barricading the pipeline construction area prior to execution of the works as per drawings enclosed with tender document and to the entire satisfaction of Owner / Engineer-in-charge.
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation / handling.

Carrying out installation of carrier line pipe in the casing pipe at cased crossing (excluding installation of casing pipes which is covered separately).
Coating of field weld joints, long radius bends (R=3D), elbows, buried fittings and valves etc. including supply of coating materials etc. (i.e. heat shrinkable sleeves and high build epoxy etc.) as per PJS & Technical Specification compatible with 3 layer PE coating material of the line pipe.
All tieing-in, including the tie-in(s) of the pipeline with the adjacent sections of pipeline including cutting of test header, rebevelling as required, radiography and other NDT examination, joint coating as per specification.
Final clean-up & restoration of ROU/ Pipeline route alignment corridor or area disturbed by contractor including obtaining NOC from respective land owner and statutory authorities during their construction activities for laying of pipeline works and disposal of debris and returning all surplus material to designated disposal areas / storage yard as and backfilling of trench/ pits/ ditches and compaction of the same as per satisfaction of Owner and / Or as directed by Engineer–in–charge. However, restoration of top disturbed surface if required, i.e Asphalt / Bituminous / Concrete / Metal / Red stone roads / Pavement / Pavor block / Tiled / Brick lined including compaction of soil, to original condition as per requirement and to the entire satisfaction of EIC and / or concerned Owners having jurisdiction and shall be paid as seprate items mention else where in the SOR.
Restoration of land, facilities and boundary wall etc. and associated facilities dismantled/ damaged by the Contractor during construction;
Supply of LR Bend (R=3D) of material equivalent to pipe material grade (API 5L Grade X-42/46/52/56/60) and of all size, all thickness, all angle etc. suitable to connect / fit with intended steel pipeline to be laid, as per specification and their complete Installation with steel pipeline network of all size & thickness as per specification wherever required depending on site condition.
Protective coating of 600 micron thick two component (applied with the help of minimum three coats or as per the supplier's guidelines) liquid epoxy including supply of materials duly approved by Owner for all piping valves, fittings, structural steels etc. for buried installation and inside the valve pit as approved by the Engineer-in-charge.
Carrying out all temporary, ancillary, auxiliary works and all incidental works required to make the pipeline ready for pre-commissioning;
Hook-up work with existing pipelines.
Carrying out Cleaning, Gauging (if feasible as per site condition or as per pipeline alignment & geometry), Pigging, final hydrotesting alongwith mainline works, dewatering, swabbing, drying and tie-in with pipeline at either banks or other adjacent pipeline section maintaining minimum pipeline cover as per specifications/latest codes/permissions (whichever is more stringent) and all other associated works required as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document, getting NOC from all concerned authority of the facillities. However payment for Gauging, swabbing and drying shall be made as seprate items mentioned elsewhere in the SOR.
Obtaining work permits/ NOC from various statutory authorities having jurisdiction, before and after execution of the work, and complying with all stipulation/ conditions/ recommendation of the said authorities;
Preparation of as-built drawings, pipe-book and other records as specified in the specifications. SOR shall be read in conjuction with job specific requirements, specifications, standards, drawings and other provision of contract document. All above works of line pipe laying and installation for buried pipeline as per following details:
For Open cut method:
Trenching to all depths and to a width to accomodate the carrier pipeline during lowering by excavation in all types of underground strata ( including soils, pebbels, cobbles, boulders, structures and all type of rockey strata) including raking up of built-up surface / Hard surface of any type including metal road/ surface, concrete road/ surface, bituminous road/ surface, asphalt road/ surface etc. which is breakable in pieces, shall be carried out either by breaking, chiselling or otherwise cutting etc manually or using pneumatic machine. Further raking up of built-up surface of any type includes tiled surface, paver block, brick lined etc.which is breakable/removable in pieces shall be carried out mannualy without using pneumatic machine. All tiles/ slabs/ paver block/ curb stones etc.removed during excavation shall be placed properly and storing excavated soil, reusable materials at designated area as directed by Engineer in charge and to a width to accommodate the pipeline as per the relevant standard/ specification etc. [The cover of pipeline shall be in between 1.0 meter to 1.5 meters depending upon site conditions and shall be measured from top of pipeline coating to the top of undisturbed surface of the soil or as per SCC/ relevant code, whichever is higher]. Dewatering of trenches if required as per site condition. Padding & Backfilling of the trench after lowering the pipeline. [However, restotaion of built-up surfaces shall be paid as separate items mentioned else where in the SOR].
Supply of warning mat for all sizes of pipeline in multiple lot based on site condition/requirement and its installation over the entire length of the pipeline laid in open-cut trench as per specification. Warning mat for pipeline shall be supplied as per the technical specification enclosed in the bid document. The material of warning mat shall be of high density polyethylene and non-biodegradable type. It shall have non-toxic and anti-rodent properties.
Supply and installation of slope breakers, wherever required or, as directed by Onwer / Engineer–in–charge.
Crossing of all-foreign pipeline / HT line / cable / any other utilities etc. with necessary concrete / PVC protection including coordination with all agencies and obtaining NOC.
Installation of bank protection & associated works along with supply of all types of backfill materials etc. duly approved by EIC for pipeline trench and banks falls under minor water body crossing as per technical specification & Std. Drg., wherever required or, as directed by Owner / EIC.
Training and diversions of streams in steep slope area, wherever required.
For HDD method
Complete work of laying of pipeline in restricted ROU and across all minor crossing viz. road, cart track, pathway, water bodies etc. (for which ROU width limit of the crossings are less than or equal to 15 meters) in all types of underground strata ( including soils, pebbels, cobbles, boulders, structures and all type of rockey strata) which falls under proposed pipeline route are to be crossed by the HDD method including "Receiving and taking over" owner supplied 3LPE coated line pipes from owner's designated place to issue/dump site(s) and transportation to contractor's stock yard/work site including all handling, loading, uploading, aligning etc. supply of all contractor supplied material including consumables, manpower, equipment, other resources to work site(s) and aquiring the required land for storage. Execution of, but not limited to, following works in accordance with specifications and instruction of engineer-in-charge and as per all provision of Contract Document
Pre-construction survey, necessary cover required over the carrier pipeline, based on site visit, collection of data (if required) from concerned Authority including design and detail engineering and making of drawings for getting their approval from concerned Authority/Engineer-in-charge, getting work permit/NOC for utlities crossings (if any) encounterd prior to start the execution of work.
Drilling to required depth from top of ground (min 2.0 mtrs.) including maintenance of drill hole in all types of underground strata ( including soils, pebbels, cobbles, boulders, structures and all type of rockey strata , all depth to accommodate the pipeline at all conditions encountered by approved HDD methods for providing minimum cover specified in code/specification or the actual depth as decided by concerned authority, whichever is more.
Carrying out cleaning, gauging (if applicable), water filling, pre-hydrotesting of complete pipeline string in one section/ test sections as approved by EIC/RCM to specified test pressures (i.e.1.5 times of Design pressure) for 4 hours hold period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications. Supply of required quantity of corrosion inhibitor, if required for pre-testing of designated sections complete as per specification and approved by Engineer–in–charge (EIC)/ RCM. However payment for the same shall be made as per the seprate item mentioned elsewhere in the SOR.
Laying of the pipeline by the approved HDD method in all type of underground strata (including soft/hard soil and all type of rock ) including pipeline string preparation, welding, testing, 100% radiography by X-ray, welding repair and retest, coating of field joints with special type Dirax Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with special PERP-80 repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for laying etc.
Backfilling of the Pits/ Ditches/ Trench including restoration and clean-up of area, disposal of drilling fluid & waste etc. to the satisfaction of Engineer-in-charge and/or as directed by concerned Authority.
For Manual/ Machine Moiling technique (without Casing) in all type of underground strata (including soft/hard soil and all type of rock )
Survey of under ground utilities, execution of the work as per specification, including excavation of pits moling with the hole size not exceeding 20% of the pipe dia, jointing and insertion of carrier pipe, testing & commissioning and restoration of the pits to original condition, submission of As-Built Graph as per specifications and the instruction of Engineer-in-charge.

This item shall include laying/ installation of complete underground steel grid main pipeline system including laying/ installation of underground steel branch pipeline, bends (R=3D) and associated works. The above item rates of complete laying/ installation of underground steel grid main & branch pipeline system shall include installation of underground/ aboveground tap-off for distribution pipelines, valves of all type/size/ratings, flow tees/barred tees, insulating joints, flanges & fittings, accessories etc. and including fabrication, NDT, Testing & Installation of SVs (all types), tie-in of valve assembly including radiography of tie-in joints as per Schematic Layout Drawings and technical Specification alongwith aboveground approach pipeline upto Insulating Joint (including installation of aboveground / underground insulating joint) for various stations as required to complete the pipeline system. However, payment for the fabrication, installation, NDT, other testing of Sectionliazing valve stations (Without Future Tap-off/With Future Tap-off) shall be made through separate items mentioned elsewhere in the SOR. Further, supply & installation of those items mentioned above, for which separate SOR item are not mentioned elsewhere in SOR, the same shall be deemed to be included in the above SOR items rates.
Supply of all valves, flanges, fittings, assorted pipes, barred tees & insulating Joints, etc. shall be paid by separate item mentioned elsewhere in SOR.
Contractor shall not perform any pipeline related activities along the ROU/ Pipeline route alignment corridor without specified barricading/ permission of EIC/ RCM as per Std. Drg. and other safety measures.
The quantities mentioned above are tentative and may increase or decrease depending upon the site conditions/requirements of Geographical Area (GA). The quantity indicated against each item is to be carried out at multiple and/or different locations within the GA and shall be decided by EIC as per requirement at site.
A large part of the proposed pipeline route is along MDR/ Asphalt Road / concrete roads (RCC/ PCC) etc. However, in case of non-availability of said ROU, the pipeline route may change and this may also require a new tap-off point at suitable location on Pipeline. This may cause increase / decrease in SOR quantities.
The above items rate shall be applicable for underground laying / installation of Coated Line Pipes either by open cut method or by HDD method or by moiling (without casing) method or in any combination depending on site conditions and laying / installation methodology shall be proposed & submitted by the contractor for approval of EIC. Further upon approval of laying / installation methodology by EIC, Contractor shall start the execution of laying / installation works of burried pipeline at site.
The above items rate shall be applicable for all locations / region/ charge area within & around the GA.
The above rate is excluding of major crossings by HDD, Boring, moiling Method mentioned under separate item.
Contractor shall ensure that no tree/ plant cutting shall be carried out during Pipe Line Laying operations.Trenching shall be carried out manually if needed, so as to ensure no damage to plant/ tree/ OFC / water pipe line / telephone line/ sewage line/ electric cable and other under ground utilities.
Contractor have to use rock cutting tool and all other accessries as required to make drill hole in case of rocky starta.
Payment for carrying out liasioning & co-odrination works for utility/ foreign pipeline crossings (if any) and obtaining permission / NOC from these authorities including assistance in ROU opening & closing and their maintainence/ management both side of the crossings shall be made by separate SOR item mentioned elsewhere in this SOR.
RAKING UP OF BUILT-UP SURFACE/ HARD SURFACE FOR LAYING / INSTALLATION OF PIPELINE
Raking up of built-up surface / Hard surface of any type including metal road/ surface , concrete road/ surface, bituminous road/ surface, asphalt road/ surface etc. which is breakable in pieces shall be carried out either by breaking, chiselling or otherwise cutting etc manually or using pneumatic machine. Further, built-up surface of any type including tiled surface, paver block, brick lined etc.which is breakable/removable in pieces manually shall be carried out without using pneumatic machine. All tiles/ slabs/ paver block/ curb stones etc.removed during excavation shall be placed properly. All other activities for pipeline laying/ installation shall be carried out as per mainline laying activities SOR item code.: A00100 including its notes and payments for the same shall be made accordingly from the quoted sub SOR items of SOR item code. All works for installation of all piping Underground at all depth for Vent Type/ No Vent Type Sectionalising Valve Station (WITH FUTURE TAP-OFF/ WITHOUT FUTURE TAP-OFF) in Valve Chamber all type of terrains and soils including transportation and handling of all owner/contractor supplied materials i.e. full bore 10", 8", 6" & 4'' Ball valves (fully welded body & butt welded end), Plug Valves (( butt welded end)), all types of other valves of all sizes, Flow tees/Weldolet of all sizes, Insulating Joint, vent line pipes for mainline, assorted pipes and all flanges and fittings from designated places(s) of issue to work site. Supply of gaskets, studs, nuts,copper jumpers, nipples & coupling etc. Installation / Erection of instrumentation items i.e. pressure gauge, consumables, manpower, machineries, tools & tackles for carrying out all mechanical works of underground and above ground piping including fabrication, welding, nondestructive testing of welds, weld repairs/ Pretesting, cleaning/ flushing, pre-hydrotesting & hydrostatic testing, dewatering, functional testing, cutting of mainline and bevelling (if required), tie-in of valve assembly, including radiography of tie-in joints, corrosion coating (by heat shrink sleeves) for burried piping and external painting for buried fittings by high build epoxy of min. 600 micron of R-95 or equivalent as required, obtaining all statutory clearances, approvals and permissions for the works (wherever required), making of valve pit [for detail refer relevant drawings (i.e. P&ID, Plot Plan) for SV Station enclosed with tender document, pipe supports including all associated civil works ( pertaining to supports only); painting, finishing, clean-up and restoration of site; preparation of as-built drawings, documents and project records and performing all works as per drawings, specifications, other provisions of Contract document and instructions of Engineer-in-charge.

Fabrication of SV, erection, Testing & commissioing are included in above item rates, hence contractor have to quote accordingly. 5. PIPING FABRICATION & UNDERGROUND/ ABOVEGROUND INSTALLATION WORKS OF TAP-OFF LINE AT PROPOSED LOCATION / POINT ON MAIN STEEL PIPELINE.
All works for underground/ aboveground installation of all piping and valves assembly at all depth for Tap-off in all type of terrains and soils including transportation and handling of all owner/contractor supplied materials i.e, butt welded Ball valve, all valves of all types and sizes , Barred tees of all sizes and all fittings from designated places(s) of issue to work site. Notes: 1. This work is exclusive of all works associated with main pipeline covered at elsewhere in SOR (Sl.no.1). 2. All others works pertaining to Tap-off (Instrumentation works) (if any) shall be as per rates indicated elsewhere in the tender document. 3. CROSSING (by HDD Method) not covered under Item code A00100 i.e, Major crossings for which ROU width limit is more than 15 meters
Complete work for installation of carrier pipeline (between the ROW limits as per approved drawing) by HDD method including "Receiving and taking over" owner supplied three layer PE coated line pipes from Owner's designated place to issue/ dump site(s) and transportation to Contractor's stock yard/ work shop/ work site including all handling, loading, unloading, aligning etc. supply of all Contractor supplied material including consumables, manpower, equipment, other resources to work site(s) and aquiring the required land for storage., Execution of, but not limited to, following works in accordance with specifications and instruction of Engineer-in-charge and as per all provision of Contract Document.
Pre-construction survey, necessary cover required over the carrier pipeline from lowest bed level of the stipulated water crossing to be obtained from concerned authority, bed strata data including design & detail engineering and making of crossing drawing for getting their approval from concerned Authority/ Engineer-in-charge, getting work permit/ NOC for water crossings as well as utility crossings (if any) encountered during water crossing prior to start the execution of work. getting work permit/ NOC for water crossings as well as utility crossings (if any) encountered during water crossing prior to start the execution of work.; obtaining historical data/ scour depth (for river) from concerned authority, if required, ascertaining under neath soil & strata, necessary cover required over the carrier pipeline from lowest bed level of the stipulated water crossing including design & calculation and detail engineering and making of crossing drawing for getting the approval from concerned Authority/ Engineer-in-charge, getting work permit/ NOC for water crossings as well as utility crossings (if any) encountered during water crossing prior to start the execution of work. For road crossings,pre-construction survey based on site visit, collection of data (if required) from concerned Authority including design and detail engineering and making of crossing drawings for getting their approval from concerned Authority/ Engineer-in-charge, getting work permit/ NOC for the crossing as well as utility crossings (if any) encountered during crossing prior to start the execution of work.
In case of Water body (i.e River/ Canal/ Distributary, etc.) / Drain / Nala Crossings Drilling to the required depth on the banks and bed including maintenance of drill hole in all types of strata (i.e. soft/hard soil, soft/hard rock including boulder, pebbels / cobbels, etc.), all depth to accommodate the pipeline at all conditions of the waterbody crossings by HDD methods for providing with minimum cover either (i) Minimum 1.5 mtr below the scour level / profile, duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For River/ Distributary/ Canal including with Rocky bed or (ii) Minimum 2.5 mtr below the scour level / profile, duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For River/ Distributary/ Canal without Rocky bed. or (iii) Minimum 4.5 mtr below the lowest bed level / profile (if scour level/ profile is not known), duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For River/ Distributary/ Canal without Rocky bed. or (iv) Minimum 1.5 m below the lowest bed level / profile, duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For Waterbodies (other than River/ Distributary/ Canal) / drain/ nala crossings. and (v) In addition to point (i), (ii) & (iii), In case of multiple combined X-ing i.e.River/ Distributary/ Canal alongwith road/ drain/ nala/ other type of water bodies, minimum cover requirement as per specification/ concerned authority for each type of crossing (x-ing) are also to be fulfilled & maintained.
In case of Road (NH/ SH/ MDR) / Rail crossing, drilling to required depth from top of road including maintenance of drill hole in all types of Strata (i.e; soft/hard soil, soft/hard rock including boulder, pebbels / cobbels etc), all depth to accommodate the pipeline at all conditions encountered during road crossing by approved HDD methods for providing minimum cover specified in code/ specification or the actual depth as decided by concerned authority, whichever is more.
Laying of the carrier pipeline (for both water body and elevated road / rail / structure crossing) in all type of under ground strata (including soft/hard soil and all type of rock ) by the approved HDD method across the crossing including, strings preparation of carrier , welding, testing, 100% radiography by x-ray, welding repair and retest, coating of field joints with special type Dirax Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with special PERP-80 repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for crossing as per specification etc.
Backfilling of the ditch/ trench including restoration and clean-up of area, disposal of drilling fluid & waste etc. to the satisfaction of Engineer-in-charge and /or as directed by Concerned Authority.
Gauging (pre & post installation), Pigging, Cleaning for Post installation hydrotest and carrying out further Post installation hydrotest, dewatering and tie-in with pipeline at either banks or other adjusant pipeline section maintaining minimum pipeline cover 1.0 to 1.5 meter etc. all other works including pigging, Cleaning, final hydrotesting etc. alongwith mainline works(as mentioned above) required as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document, getting NOC from all concerned authority of the facillities crossed. However payment for the Gauging and Post installation hydrotest shall be made as separate items mention else where in the SOR
Details of Crossings
Any type of Crossing viz. Unlined Canal / Distributary / Canal / Drain / River / Nala / NH / SH / MDR / RAIL etc. crossings for carrier pipeline of size 200 NB x 6.4mm Thk. of API 5L Grade X-42/46/52/56/60 in all type of under ground strata (including soft/hard soil and all type of rock )
Any type of Crossing viz. Crossing of Unlined Canal / Distributary / Canal / Drain / River / Nala / NH / SH / MDR / RAIL etc. crossings for carrier pipeline of size 100 NB x 6.4mm Thk. of API 5L Grade X-42/46/52 in all type of under ground strata (including soft/hard soil and all type of rock )
(i) Quantity against the above crossings items indicated are tentative and for multiple crossings at different locations as per requirement at site and EIC's decision in this regard shall be final and binding to the contractor.
(ii) Crossing width may vary as per site condition. Tenderer are advised to visit the site for actual assessment of extent of crossing and to access the maximum extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
(iii).Payment for the length of final tied-in carrier pipeline string are inclusive in the above item rate and no separate payment shall be made under other item mentioned elsewhere.
(iv) The Contractor has to quote on running meter basis for X-ing. No extra payment of any type shall be made against this item.
(v) Length of the individual crossing may increase* or decrease depending upon site condition/requirement , accordingly HDD rig capacity may increase (w.r.t. rig capacity as mentined in tender document , if any ) and contractor shall deploy the same as per decision of EIC without any extra compensation. (*) - For Individual 8 " NB Pipeline crossing : Single Shot of maximum length upto 750 mtrs (profile length). - For Individual 4 " NB Pipeline crossing : Single Shot of maximum length upto 750 mtrs (profile length)..
(vi).For river crossings Geo-technical investigation , bore log data ,hydrological and hydrographical survey of crossings, as required shall be carriedout by the successful bidder and submit the data/report for the same for OWNER / MECON for Approval . Contractor shall submit design calculation and all construction (profile) drawings in line with approved survey data for OWNER / MECON for approval. Work shall start only after approval of the above. However MECON/OWNER shall not be held responsible for the change of underground/ bed strata if found to be variable. Contractor may ascertain the bore hole data by taking random samples,obtain historical data/ scour depth (in case of river/ distributary) from concerned authority ascertaining under neath type of soil / rock in bed strata, necessary cover required over the carrier pipeline from lowest bed level of the stipulated water crossing if they feel the necessity.
RAIL/ NH / SH / MDR (CASED)
Crossing with Casing Pipe by Boring/Open cut/HDD/Manual/Machine Moiling
Complete work of the Road [National Highway (NH) / State Highway (SH) / Major District Road (MDR)] / Rail crossing (between the limits as defined in approved drawings) excluding supply of casing pipe bare (for 8'', & 4" NB carrier Pipeline) including handling, loading, transportation, unloading to Contractor's own stock yard/ work site.
Pre-construction survey and making of crossing drawing based on site visit and getting their approval from concerned Authority/ Engineer-in-charge prior to start the execution of work.
Strings preparation of carrier pipes, welding, testing, 100 % radiography by X-ray, welding repair and retest, coating of field joints with Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for crossing etc.
Preparation of required length of carrier pipeline welded string including all other works as mentioned in item no. 1.0 above and as per specification/ drawings. Insertion of carrier pipe in casing pipe after above ground pretesting at specified test pressure including installation of casing insulators and Zn ribbon anode as per approved design calculation, specification/ drawings. Insatllation of vent and drain assembly, fixing of end seals, backfilling and restoration as original of the facilities crossed.
Installation of casing pipe by jacking boring / augur boring for cased crossings including open cut for adjacent service road, canal, minor nature of water channel, utility line crossing etc. (if any) wherever required for all depth in all type of under ground strata (including soft/hard soil and all type of rock ) and terrrain for carrier pipe insertion. All other Contractor supplied materials like casing insulators, Zinc Ribbon Anodes and casing end seals as per enclosed specification/ drawings materials for casing vents and drain assembly etc. including supply of all other materials, equipments, consumables, manpower, welding including visual inspection of all weld joints.
Preparation of required length of carrier pipeline welded string including all other works as mentioned in SOR Sl. No. 1.1 above and as per specification/ drawings. Insertion of carrier pipe in casing pipe after above ground pretesting at specified test pressure including installation of casing insulators and Zn ribbon anode as per approved design calculation, specification/ drawings.Installation of vent and drain assembly, fixing of end seals, backfilling and restoration as original of the facilities crossed.
Backfilling of the ditch/ trench including restoration and cleanup of area, disposal of debrish/ extra earth, & waste etc to the satisfaction of Engineer-in-charge and/or as directed by concerned Authority.
FOR Moiling-Survey of under ground utilities, execution of the work as per specification, including excavation of pits moling with the hole size not exceeding 20% of the pipe dia, jointing and insertion of carrier pipe with casing, testing & commissioning and restoration of the pits to original condition, submission of As-Built Graph as per specifications and the instruction of Engineer-in-charge.

(i) Actual length & cover from top of casing pipe may vary depending upon site conditions, approved drawings, specification etc. and / or as decided by concerned Authority / Engineer-in-charge.
(ii) Payment for the length of carrier pipeline string of casing pipeline length plus two meters (laid by boring/Moiling/HDD method) is inclusive in the above SOR item . Payment for additional length of carrier pipeline string shall be made under SOR item code.: A00100 (including its notes )
(iii) Quantity against SOR items for cased crossings indicated above are tentative. The quantity indicated against each SOR item are not for any single crossings. This shall be as per requirement at site for crossing at different & multiple locations. In this regard and crossing methodology, decision of EIC shall be final and binding to the contractor.
(iv) Supply of casing pipe shall be paid as per relevent SOR item.
(v) In case of installation of casing pipe by HDD method, alignment of entire length of casing pipe as approved by EIC shall be straight with slope as specified in the Technical specification. Cover of the installed casing pipe at both the ends measured from top of the undisturbed natural ground level shall be minimum 1.2 meters or as per permission of the concerned authorities (whichever is more stringent).
(vi) Carrier pipes can be of API 5L Grade X-42/46/52/56/60.
Supply & Coating of Casing Pipe
Complete work of supply of carbon steel pipes required for crossing, including all taxes, duties, transportation and inspection charges but not limited to the following items in accordance with relevant specifications, scope of work, drawings and instructions of EIC as per all provision of contract document. Handling, loading, transportation & unloading etc. to contractor's own stock yard / worksite(s) is also included in contractor's scope.

Coating of CS Bare pipes of all sizes (i.e., 1/2 inch to 8 inch) with Cold tape /equvivalent as approved by client /Consultant. Bare CS pipes of all sizes shall be supplied as free issue.
Excavation for pipe top cover beyond 1.5m depth in case of crossing of utilities/ drain/ culverts etc. through open cut upto the following depth (including restoration of the damaged area to its original condition and satisfaction of the Engineer-in-charge / concerned authorities) .The other activities are as per SOR item code.: A00100 (including its notes).

Repair of Holiday in Coating (Noted and recorded at the time of "receiving and taking over")
Supply of all coating repair materials as per requirements of specification to be compatible with line pipe coating material, supply of all consumables, utilities, equipments and all manpower required, pipe cleaning and surface preparation, repairing of coating defects (resulting in holiday) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works stirctly in accordance with relevant specification and instructions of Engineer-In-Charge. This rate shall be applicable per sq. cm of the exposed steel area exposed steel area.
Supply, fabrication and installation of all types of permanent markers along the route including all associated civil works such as excavation in all types of soil, construction in all types of soil, construction of pedestals and grouting with concrete, clearing, supply and application of approved colour and quality of primer and paint, stencil letter cutting for numbers, direction, change etc., restoration of area to original condition and performing all works as per drawing, specification and instruction of engineer-in-charge.

GROUND PENETRATING RADAR
Carrying out subsurface utility survey along the proposed pipeline route and/ or as specified by Engineer-In-Charge for provided corridor ( 2-5 meter) using Ground Penetrating Radar (GPR) for depth upto 5m below the existing ground level to locate and identify all existing underground utilities/buried objects including but not limited to pipelines, sewers, conduits, cables, drains, manholes, appurtenances etc in the proposed corridor along with location, DGPS coordinates, depth, shape and dimensional details of utilities. Four (4) Copies of Report and Drawings incorporating all collected datas shall be submitted as per scope of work and direction of the Engineer-in-charge. Scale of Drawing shall be Planimetry (X Axis 1:1000, Y Axis 1:100), Longitudinal Section (Z Axis 1:100) and Transverse Section at critical location.
1.Survey Agency for execution of GPR Survey Work to be engaged by the Contractor, prior approval of which shall be obtained from OWNER before starting of work.
2. GPR Work shall be carried out in presence of Contractor's Representative.
HOT TAPPING WORKS
Arranging the approved specialised agency alongwith hot tapping machine with all its accessories, cuting tool etc. for hot tapping works, obtaining all permissions/ clearances/ permits from Owner/ concerned authorities, submitting all procedures for approval & obtaining approval thereon prior to start of works, carrying out hot tapping works including installation of split tees / weldolet & full bore ball valve with support on existing pipeline, supply of all materials i.e. SPLIT TEES ,weldolet, flange, pipes, full bore ball valves as per Data sheets & Techincal specifications
Consumables for welding & testing requirements, tools, tackles, skilled and unskilled manpower, safety and fire fighting system including fire tenders (if required ) etc. hydrotesting the installed fitting, carryingout radiography & all NDT, providing valve pit at tap-off point as per drawing, carrying out all works as per the requirements of specification, other provisions of contract document and instructions of Engineer-in-charge. Pipeline Laying Liasioning & Co-odrination (including utility crossing) and obtaining permission / NOC from the statuatory / concerned authorities. Assistance in ROU / Pipeline Route Alignment Corridor opening & closing and their maintainence/ management.
Submitting request for (after obtaining the letter from client) permission , follow up , assisting in site inspections / route suevey / site report making/making site inspection drawings , submitting at designated offices , resubmission after correction , modification if required , soft and hard copy in nos. as required /if required in sizes , and collecting permission from the statuatory authorities including NHAI , PWD , Railways , Irrigation , Forest , Municipal Corporation, District administration, River Authority,SEZ etc. Obtaining work permits /NOC from various statutory authorities having jurisdiction before execution of the work and complying with all stipulations /conditions/recommendations of the said authorities. TEMPORARY CATHODIC PROTECTION WORKS
Description of Item
Design, detail engineering, Manufacturing, Inspection/FAT (Factory acceptance test), supply, Packing, insurance, transportation to site, storage at site, Handling, Transportation, Loading, installation, testing & commissioning of the temporary Cathodic protection system using Mg (Min 5.0 Kg Each) galvanic anodes to protect the external surface of 8"/4" dia x 28.0 km (appox.) long 3LPE Coated pipeline against corrosion for a design life of minimum 2 year or till commissioning of existing PCP system whichever is later in the Geographical Area (GA) of Sundergarh & Jharsugura as per standard specification No.- MEC/S/05/E9/016A for temporary cathodic protection system, Scope of work, Data Sheets & tender drawings. RADIOGRAPHY
Performance of radiographic inspection by gamma radiation as per scope of work and as per specifications in piping of all types and thickness including providing/hiring of all necessary equipments, supply of all consumables, and whatever else even though not expressely mentioned but required to perform the work as per specifications and instructions of Engineer-in-Charge (full circle re-radiography of the repaired joint and additional radiography necessitated due to poor performance of contractor's welder shall be carried out by the Contractor at his own cost and shall not be paid extra by Company). ERECTION OF SKIDS & OTHER EQUIPMENTS
Handling, including lifting, transportation from Company's stores to Contractor's work-shop for fabrication or/ and to worksite for field fabrication, assembly of parts/ sub-assemblies, erection for all Metering skids/DRS/MRS/Compressors, equipments supplied by company above ground/ underground at all elevation/ depth, fixing of foundation bolts, welding wherever required, aligning, grouting, hooking-up, cleaning and flushing by water draining, drying by compressed air, providing all mountings, ancilliary, enabling works as required and completing in all respect as per drawings, specification and instruction of Engineer-in-charge. Contractor's scope shall include supply of all material and accessories including but not limited to any fixtures, clamps, gasket, nut bolts, finish coat of painting including rub down & touch up of shop primer/ paint scrapping of shop primer/ paint and further their painting after application of primer as per specification, wherever required by Company.

The quantities may be increased, decreased or deleted at site at the time of actual execution. The unit rate shall be operated to work out the final payment to the contractor.
2) In each area, quantities given against individual item may be utilise/ used for other consumer in same area.
3) The rates quoted shall be applicable for all underground/ aboveground piping system and associated stations/ terminals.
Note for all above SOR Items code Nos. C00100 to C001600 :- (i) Quantities mentioned against all above SOR items are estimated & tentative and may vary up to any extent as per site condition and/or as per instruction of EIC. (ii) If certain documents, drawings, datasheets, specifications etc. are not included in the bid, the same will be made available to the successfull bidder. While formulating the bid, bidders are requested to quote such items based on the industry practices followed by the similar nature of industries. However procurement & installation of such items will be done as per site requirement after due approval of EIC. (iii) Installation of all underground/ aboveground piping system along with associated works mentioned in above SOR items are also to be utilized and carried out for various consumer connectivities/ extension of existing piping system … etc with in the Geographical Area (GA). (iv) In the above SOR items & scope of works, incase of any conflict in requirement among PJS, Technical Specification, tender documents, drawings, datasheets, latest relevant Codes & Standards, Statutory Regulation, requirement of the local authority, etc., the most stringent requirement shall govern, however decision of EIC in this regard shall be final and binding to the contractor.
CIVIL WORKS
CIV-1 EARTH WORK IN EXCAVATION/ SITE GRADING AND BACKFILLING
Earth work in excavation /site grading in all kinds of soil including soft rock in any plan dimension up to required depth including backfilling of excavated earth at any location in layers of 300mm and compacted up to 95% to its MDD at all heights and depths. Surplus and unserviceable earth shall be disposed up to any lead in all conditions. Soil to be levelled and neatly dressed complete in all respect as per scope of work, detailed construction drawings, technical specifications and direction of the Engineer-in-Charge.
CIV-2 BRICK WORK
Providing and laying brick work with brick class designation M-5.0 of IS:1077 in Cement Mortar 1:4 (1cement : 4 sand) in steps, load bearing structures, drains, or at any other location at all depths & height for all leads including providing required finishes, curing, scaffolding, etc., complete as per specifications and drawings with all bye-works as per direction of the Engineer-in-charge.

The Chairs and Spacer Bars provided will not be measured for payment.

Providing and laying reinforced cement concrete pavement 150 mm thick in M-25 grade with 20 mm and down grade crushed stone aggregate in pavement, including earthwork in excavation, preparation of base (i.e. compacted subgrade, 200 thk sand and 100 thk PCC M-10 grade), leaving pockets if necessary, making recess, projections, fixing inserts conduit pipes (GI, PVC, HDPE, etc.) laying in alternate panels, filling the gaps between the panels with bitumen sand mix filler material etc., making slopes, finishing edges, leaving bars for pedestals & sleepers including providing sand fill isolation , shuttering, providing and fixing reinforcing steel, curing, chipping and modification works etc. as specified in any shape, thickness, position and finishing the top surface smooth as per requirement etc. all complete as per drawings, specifications and directions of the Engineer-in-charge.

Barricading the pipeline construction area prior to execution of the works as per drawings enclosed with tender document and to the entire satisfaction of Owner / Engineer-in-charge.
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation / handling.
Stringing of line pipes along pipeline trench / ROU / Pipeline route alignment corridor provided on sand/soft soil bags including all supplies, manpower & machinary etc.
Checking, cleaning, aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments including pipe fittings, welding, carrying out non-destructive testing of welds as required including 100% radiography by X-ray either by internal source or external source based on site conditions/front availability and in this regard decision of EIC shall be final and binding to the contractor [In case placement/installation of X-ray equipment is not feasible, in that case Gamma ray may be permitted as per decision of Engineer In-Charge(EIC) based on site conditions] and providing all requisite equipment, labour, supervision, materials, films, consumables, all facilities and personnel to process, develop, examine and interpret radiographs and other tests as required, carrying out repairs of weld joints found defective by Engineer-in-Charge, carrying out re-radiography and other tests as required on repaired joints.
Carrying out installation of carrier line pipe across all minor crossing viz. road, cart track, pathway, water bodies etc. (for which ROU width limit of the crossings are less than or equal to 15 meters) in all type of underground strata (including soft/hard soil and all type of rock ) at designated depth by open cut / HDD / Moiling which falls under proposed pipeline route (except at major crossing by HDD method / Cased crossing as mentioned elsewhere in the SOR item).
Carrying out installation of carrier line pipe in the casing pipe at cased crossing (excluding installation of casing pipes which is covered separately).
Coating of field weld joints, long radius bends (R=3D), elbows, buried fittings and valves etc. including supply of coating materials etc. (i.e. heat shrinkable sleeves and high build epoxy etc.) as per PJS & Technical Specification compatible with 3 layer PE coating material of the line pipe.
All tieing-in, including the tie-in(s) of the pipeline with the adjacent sections of pipeline including cutting of test header, rebevelling as required, radiography and other NDT examination, joint coating as per specification.
Final clean-up & restoration of ROU/ Pipeline route alignment corridor or area disturbed by contractor including obtaining NOC from respective land owner and statutory authorities during their construction activities for laying of pipeline works and disposal of debris and returning all surplus material to designated disposal areas / storage yard as and backfilling of trench/ pits/ ditches and compaction of the same as per satisfaction of Owner and / Or as directed by Engineer–in–charge. However, restoration of top disturbed surface if required, i.e Asphalt / Bituminous / Concrete / Metal / Red stone roads / Pavement / Pavor block / Tiled / Brick lined including compaction of soil, to original condition as per requirement and to the entire satisfaction of EIC and / or concerned Owners having jurisdiction and shall be paid as seprate items mention else where in the SOR.
Restoration of land, facilities and boundary wall etc. and associated facilities dismantled/ damaged by the Contractor during construction;
Supply of LR Bend (R=3D) of material equivalent to pipe material grade (API 5L Grade X-42/46/52/56/60) and of all size, all thickness, all angle etc. suitable to connect / fit with intended steel pipeline to be laid, as per specification and their complete Installation with steel pipeline network of all size & thickness as per specification wherever required depending on site condition.
Protective coating of 600 micron thick two component (applied with the help of minimum three coats or as per the supplier's guidelines) liquid epoxy including supply of materials duly approved by Owner for all piping valves, fittings, structural steels etc. for buried installation and inside the valve pit as approved by the Engineer-in-charge.
Carrying out all temporary, ancillary, auxiliary works and all incidental works required to make the pipeline ready for pre-commissioning;
Hook-up work with existing pipelines.
Carrying out Cleaning, Gauging (if feasible as per site condition or as per pipeline alignment & geometry), Pigging, final hydrotesting alongwith mainline works, dewatering, swabbing, drying and tie-in with pipeline at either banks or other adjacent pipeline section maintaining minimum pipeline cover as per specifications/latest codes/permissions (whichever is more stringent) and all other associated works required as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document, getting NOC from all concerned authority of the facillities. However payment for Gauging, swabbing and drying shall be made as seprate items mentioned elsewhere in the SOR.
Obtaining work permits/ NOC from various statutory authorities having jurisdiction, before and after execution of the work, and complying with all stipulation/ conditions/ recommendation of the said authorities;
Preparation of as-built drawings, pipe-book and other records as specified in the specifications. SOR shall be read in conjuction with job specific requirements, specifications, standards, drawings and other provision of contract document. All above works of line pipe laying and installation for buried pipeline as per following details:
For Open cut method:
Trenching to all depths and to a width to accomodate the carrier pipeline during lowering by excavation in all types of underground strata ( including soils, pebbels, cobbles, boulders, structures and all type of rockey strata) including raking up of built-up surface / Hard surface of any type including metal road/ surface, concrete road/ surface, bituminous road/ surface, asphalt road/ surface etc. which is breakable in pieces, shall be carried out either by breaking, chiselling or otherwise cutting etc manually or using pneumatic machine. Further raking up of built-up surface of any type includes tiled surface, paver block, brick lined etc.which is breakable/removable in pieces shall be carried out mannualy without using pneumatic machine. All tiles/ slabs/ paver block/ curb stones etc.removed during excavation shall be placed properly and storing excavated soil, reusable materials at designated area as directed by Engineer in charge and to a width to accommodate the pipeline as per the relevant standard/ specification etc. [The cover of pipeline shall be in between 1.0 meter to 1.5 meters depending upon site conditions and shall be measured from top of pipeline coating to the top of undisturbed surface of the soil or as per SCC/ relevant code, whichever is higher]. Dewatering of trenches if required as per site condition. Padding & Backfilling of the trench after lowering the pipeline. [However, restotaion of built-up surfaces shall be paid as separate items mentioned else where in the SOR].
Supply of warning mat for all sizes of pipeline in multiple lot based on site condition/requirement and its installation over the entire length of the pipeline laid in open-cut trench as per specification. Warning mat for pipeline shall be supplied as per the technical specification enclosed in the bid document. The material of warning mat shall be of high density polyethylene and non-biodegradable type. It shall have non-toxic and anti-rodent properties.
Supply and installation of slope breakers, wherever required or, as directed by Onwer / Engineer–in–charge.
Crossing of all-foreign pipeline / HT line / cable / any other utilities etc. with necessary concrete / PVC protection including coordination with all agencies and obtaining NOC.
Installation of bank protection & associated works along with supply of all types of backfill materials etc. duly approved by EIC for pipeline trench and banks falls under minor water body crossing as per technical specification & Std. Drg., wherever required or, as directed by Owner / EIC.
Training and diversions of streams in steep slope area, wherever required.
For HDD method
Complete work of laying of pipeline in restricted ROU and across all minor crossing viz. road, cart track, pathway, water bodies etc. (for which ROU width limit of the crossings are less than or equal to 15 meters) in all types of underground strata ( including soils, pebbels, cobbles, boulders, structures and all type of rockey strata) which falls under proposed pipeline route are to be crossed by the HDD method including "Receiving and taking over" owner supplied 3LPE coated line pipes from owner's designated place to issue/dump site(s) and transportation to contractor's stock yard/work site including all handling, loading, uploading, aligning etc. supply of all contractor supplied material including consumables, manpower, equipment, other resources to work site(s) and aquiring the required land for storage. Execution of, but not limited to, following works in accordance with specifications and instruction of engineer-in-charge and as per all provision of Contract Document
Pre-construction survey, necessary cover required over the carrier pipeline, based on site visit, collection of data (if required) from concerned Authority including design and detail engineering and making of drawings for getting their approval from concerned Authority/Engineer-in-charge, getting work permit/NOC for utlities crossings (if any) encounterd prior to start the execution of work.
Drilling to required depth from top of ground (min 2.0 mtrs.) including maintenance of drill hole in all types of underground strata ( including soils, pebbels, cobbles, boulders, structures and all type of rockey strata , all depth to accommodate the pipeline at all conditions encountered by approved HDD methods for providing minimum cover specified in code/specification or the actual depth as decided by concerned authority, whichever is more.
Carrying out cleaning, gauging (if applicable), water filling, pre-hydrotesting of complete pipeline string in one section/ test sections as approved by EIC/RCM to specified test pressures (i.e.1.5 times of Design pressure) for 4 hours hold period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications. Supply of required quantity of corrosion inhibitor, if required for pre-testing of designated sections complete as per specification and approved by Engineer–in–charge (EIC)/ RCM. However payment for the same shall be made as per the seprate item mentioned elsewhere in the SOR.
Laying of the pipeline by the approved HDD method in all type of underground strata (including soft/hard soil and all type of rock ) including pipeline string preparation, welding, testing, 100% radiography by X-ray, welding repair and retest, coating of field joints with special type Dirax Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with special PERP-80 repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for laying etc.
Backfilling of the Pits/ Ditches/ Trench including restoration and clean-up of area, disposal of drilling fluid & waste etc. to the satisfaction of Engineer-in-charge and/or as directed by concerned Authority.
For Manual/ Machine Moiling technique (without Casing) in all type of underground strata (including soft/hard soil and all type of rock )
Survey of under ground utilities, execution of the work as per specification, including excavation of pits moling with the hole size not exceeding 20% of the pipe dia, jointing and insertion of carrier pipe, testing & commissioning and restoration of the pits to original condition, submission of As-Built Graph as per specifications and the instruction of Engineer-in-charge.

This item shall include laying/ installation of complete underground steel grid main pipeline system including laying/ installation of underground steel branch pipeline, bends (R=3D) and associated works. The above item rates of complete laying/ installation of underground steel grid main & branch pipeline system shall include installation of underground/ aboveground tap-off for distribution pipelines, valves of all type/size/ratings, flow tees/barred tees, insulating joints, flanges & fittings, accessories etc. and including fabrication, NDT, Testing & Installation of SVs (all types), tie-in of valve assembly including radiography of tie-in joints as per Schematic Layout Drawings and technical Specification alongwith aboveground approach pipeline upto Insulating Joint (including installation of aboveground / underground insulating joint) for various stations as required to complete the pipeline system. However, payment for the fabrication, installation, NDT, other testing of Sectionliazing valve stations (Without Future Tap-off/With Future Tap-off) shall be made through separate items mentioned elsewhere in the SOR. Further, supply & installation of those items mentioned above, for which separate SOR item are not mentioned elsewhere in SOR, the same shall be deemed to be included in the above SOR items rates.
Supply of all valves, flanges, fittings, assorted pipes, barred tees & insulating Joints, etc. shall be paid by separate item mentioned elsewhere in SOR.
Contractor shall not perform any pipeline related activities along the ROU/ Pipeline route alignment corridor without specified barricading/ permission of EIC/ RCM as per Std. Drg. and other safety measures.
The quantities mentioned above are tentative and may increase or decrease depending upon the site conditions/requirements of Geographical Area (GA). The quantity indicated against each item is to be carried out at multiple and/or different locations within the GA and shall be decided by EIC as per requirement at site.
A large part of the proposed pipeline route is along MDR/ Asphalt Road / concrete roads (RCC/ PCC) etc. However, in case of non-availability of said ROU, the pipeline route may change and this may also require a new tap-off point at suitable location on Pipeline. This may cause increase / decrease in SOR quantities.
The above items rate shall be applicable for underground laying / installation of Coated Line Pipes either by open cut method or by HDD method or by moiling (without casing) method or in any combination depending on site conditions and laying / installation methodology shall be proposed & submitted by the contractor for approval of EIC. Further upon approval of laying / installation methodology by EIC, Contractor shall start the execution of laying / installation works of burried pipeline at site.
The above items rate shall be applicable for all locations / region/ charge area within & around the GA.
The above rate is excluding of major crossings by HDD, Boring, moiling Method mentioned under separate item.
Contractor shall ensure that no tree/ plant cutting shall be carried out during Pipe Line Laying operations.Trenching shall be carried out manually if needed, so as to ensure no damage to plant/ tree/ OFC / water pipe line / telephone line/ sewage line/ electric cable and other under ground utilities.
Contractor have to use rock cutting tool and all other accessries as required to make drill hole in case of rocky starta.
Payment for carrying out liasioning & co-odrination works for utility/ foreign pipeline crossings (if any) and obtaining permission / NOC from these authorities including assistance in ROU opening & closing and their maintainence/ management both side of the crossings shall be made by separate SOR item mentioned elsewhere in this SOR.
RAKING UP OF BUILT-UP SURFACE/ HARD SURFACE FOR LAYING / INSTALLATION OF PIPELINE
Raking up of built-up surface / Hard surface of any type including metal road/ surface , concrete road/ surface, bituminous road/ surface, asphalt road/ surface etc. which is breakable in pieces shall be carried out either by breaking, chiselling or otherwise cutting etc manually or using pneumatic machine. In case of Water body (i.e River/ Canal/ Distributary, etc.) / Drain / Nala Crossings Drilling to the required depth on the banks and bed including maintenance of drill hole in all types of strata (i.e. soft/hard soil, soft/hard rock including boulder, pebbels / cobbels, etc.), all depth to accommodate the pipeline at all conditions of the waterbody crossings by HDD methods for providing with minimum cover either (i) Minimum 1.5 mtr below the scour level / profile, duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For River/ Distributary/ Canal including with Rocky bed or (ii) Minimum 2.5 mtr below the scour level / profile, duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For River/ Distributary/ Canal without Rocky bed. or (iii) Minimum 4.5 mtr below the lowest bed level / profile (if scour level/ profile is not known), duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For River/ Distributary/ Canal without Rocky bed. or (iv) Minimum 1.5 m below the lowest bed level / profile, duly approved/ accepted by concerned authority ( under whose jurisdictions the crossing lies)---- For Waterbodies (other than River/ Distributary/ Canal) / drain/ nala crossings. and (v) In addition to point (i), (ii) & (iii), In case of multiple combined X-ing i.e.River/ Distributary/ Canal alongwith road/ drain/ nala/ other type of water bodies, minimum cover requirement as per specification/ concerned authority for each type of crossing (x-ing) are also to be fulfilled & maintained.
In case of Road (NH/ SH/ MDR) / Rail crossing, drilling to required depth from top of road including maintenance of drill hole in all types of Strata (i.e; soft/hard soil, soft/hard rock including boulder, pebbels / cobbels etc), all depth to accommodate the pipeline at all conditions encountered during road crossing by approved HDD methods for providing minimum cover specified in code/ specification or the actual depth as decided by concerned authority, whichever is more.
Laying of the carrier pipeline (for both water body and elevated road / rail / structure crossing) in all type of under ground strata (including soft/hard soil and all type of rock ) by the approved HDD method across the crossing including, strings preparation of carrier , welding, testing, 100% radiography by x-ray, welding repair and retest, coating of field joints with special type Dirax Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with special PERP-80 repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for crossing as per specification etc.
Backfilling of the ditch/ trench including restoration and clean-up of area, disposal of drilling fluid & waste etc. to the satisfaction of Engineer-in-charge and /or as directed by Concerned Authority.
Gauging (pre & post installation), Pigging, Cleaning for Post installation hydrotest and carrying out further Post installation hydrotest, dewatering and tie-in with pipeline at either banks or other adjusant pipeline section maintaining minimum pipeline cover 1.0 to 1.5 meter etc. all other works including pigging, Cleaning, final hydrotesting etc. alongwith mainline works(as mentioned above) required as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document, getting NOC from all concerned authority of the facillities crossed. However payment for the Gauging and Post installation hydrotest shall be made as separate items mention else where in the SOR
Details of Crossings
Any type of Crossing viz. Unlined Canal / Distributary / Canal / Drain / River / Nala / NH / SH / MDR / RAIL etc. crossings for carrier pipeline of size 200 NB x 6.4mm Thk. of API 5L Grade X-42/46/52/56/60 in all type of under ground strata (including soft/hard soil and all type of rock )
Any type of Crossing viz. Crossing of Unlined Canal / Distributary / Canal / Drain / River / Nala / NH / SH / MDR / RAIL etc. crossings for carrier pipeline of size 100 NB x 6.4mm Thk. of API 5L Grade X-42/46/52 in all type of under ground strata (including soft/hard soil and all type of rock )
(i) Quantity against the above crossings items indicated are tentative and for multiple crossings at different locations as per requirement at site and EIC's decision in this regard shall be final and binding to the contractor.
(ii) Crossing width may vary as per site condition. Tenderer are advised to visit the site for actual assessment of extent of crossing and to access the maximum extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
(iii).Payment for the length of final tied-in carrier pipeline string are inclusive in the above item rate and no separate payment shall be made under other item mentioned elsewhere.
(iv) The Contractor has to quote on running meter basis for X-ing. No extra payment of any type shall be made against this item.
(v) Length of the individual crossing may increase* or decrease depending upon site condition/requirement , accordingly HDD rig capacity may increase (w.r.t. rig capacity as mentined in tender document , if any ) and contractor shall deploy the same as per decision of EIC without any extra compensation. (*) - For Individual 8 " NB Pipeline crossing : Single Shot of maximum length upto 750 mtrs (profile length). - For Individual 4 " NB Pipeline crossing : Single Shot of maximum length upto 750 mtrs (profile length)..
(vi).For river crossings Geo-technical investigation , bore log data ,hydrological and hydrographical survey of crossings, as required shall be carriedout by the successful bidder and submit the data/report for the same for OWNER / MECON for Approval . Contractor shall submit design calculation and all construction (profile) drawings in line with approved survey data for OWNER / MECON for approval. Work shall start only after approval of the above. However MECON/OWNER shall not be held responsible for the change of underground/ bed strata if found to be variable. Contractor may ascertain the bore hole data by taking random samples,obtain historical data/ scour depth (in case of river/ distributary) from concerned authority ascertaining under neath type of soil / rock in bed strata, necessary cover required over the carrier pipeline from lowest bed level of the stipulated water crossing if they feel the necessity.
RAIL/ NH / SH / MDR (CASED)
Crossing with Casing Pipe by Boring/Open cut/HDD/Manual/Machine Moiling
Complete work of the Road [National Highway (NH) / State Highway (SH) / Major District Road (MDR)] / Rail crossing (between the limits as defined in approved drawings) excluding supply of casing pipe bare (for 8'', & 4" NB carrier Pipeline) including handling, loading, transportation, unloading to Contractor's own stock yard/ work site.
Pre-construction survey and making of crossing drawing based on site visit and getting their approval from concerned Authority/ Engineer-in-charge prior to start the execution of work.
Strings preparation of carrier pipes, welding, testing, 100 % radiography by X-ray, welding repair and retest, coating of field joints with Heat Shrink Sleeve or equivalent (including supply of coating material) and repair of pipeline coating with repair patch or equivalent material (including supply of repair patch) as per specification, pre-hydrotest of complete strings made for crossing etc.
Preparation of required length of carrier pipeline welded string including all other works as mentioned in item no. 1.0 above and as per specification/ drawings. Insertion of carrier pipe in casing pipe after above ground pretesting at specified test pressure including installation of casing insulators and Zn ribbon anode as per approved design calculation, specification/ drawings. Insatllation of vent and drain assembly, fixing of end seals, backfilling and restoration as original of the facilities crossed.
Installation of casing pipe by jacking boring / augur boring for cased crossings including open cut for adjacent service road, canal, minor nature of water channel, utility line crossing etc. (if any) wherever required for all depth in all type of under ground strata (including soft/hard soil and all type of rock ) and terrrain for carrier pipe insertion. All other Contractor supplied materials like casing insulators, Zinc Ribbon Anodes and casing end seals as per enclosed specification/ drawings materials for casing vents and drain assembly etc. including supply of all other materials, equipments, consumables, manpower, welding including visual inspection of all weld joints.
Preparation of required length of carrier pipeline welded string including all other works as mentioned in SOR Sl. No. 1.1 above and as per specification/ drawings. Backfilling of the ditch/ trench including restoration and cleanup of area, disposal of debrish/ extra earth, & waste etc to the satisfaction of Engineer-in-charge and/or as directed by concerned Authority.
FOR Moiling- Survey of under ground utilities, execution of the work as per specification, including excavation of pits moling with the hole size not exceeding 20% of the pipe dia, jointing and insertion of carrier pipe with casing, testing & commissioning and restoration of the pits to original condition, submission of As-Built Graph as per specifications and the instruction of Engineer-in-charge.
Gauging (pre & post installation), Pigging, Cleaning for Post installation hydrotest and carrying out further Post installation hydrotest, dewatering and tie-in with pipeline with adjusant pipeline section maintaining minimum pipeline cover 1.0 to 1.5 meter etc. all other works including pigging, Cleaning, final hydrotesting etc. alongwith mainline works(as mentioned above) required as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document, getting NOC from all concerned authority of the facillities crossed. However payment for the Gauging and Post installation hydrotest shall be made as separate items mention else where in the SOR.

This shall be as per requirement at site for crossing at different & multiple locations. In this regard and crossing methodology, decision of EIC shall be final and binding to the contractor.
(iv) Supply of casing pipe shall be paid as per relevent SOR item.
(v) In case of installation of casing pipe by HDD method, alignment of entire length of casing pipe as approved by EIC shall be straight with slope as specified in the Technical specification. Cover of the installed casing pipe at both the ends measured from top of the undisturbed natural ground level shall be minimum 1.2 meters or as per permission of the concerned authorities (whichever is more stringent).
(vi) Carrier pipes can be of API 5L Grade X-42/46/52/56/60.

This rate shall be applicable per sq. cm of the exposed steel area exposed steel area.

Digitisation and Development of GIS Survey -Pipeline data identification of as-buit assets, by taking through high precision equipments like DGPS/Total station, DGPS coordinates of each weld joint (including tie in joints), Valve pits, Valves, TLP, markers, assets/attributes of the land Five (5) meters on either side of the laid pipeliene e.g., electric poles, buildings, bridges etc., major & minor crossings and plotting the geographical information in KML files/shape files in GIS compatible form including all attributes of asstes and handing over of the same to the owner for GIS mapping. GROUND PENETRATING RADAR
Carrying out subsurface utility survey along the proposed pipeline route and/ or as specified by Engineer-In-Charge for provided corridor ( 2-5 meter) using Ground Penetrating Radar (GPR) for depth upto 5m below the existing ground level to locate and identify all existing underground utilities/buried objects including but not limited to pipelines, sewers, conduits, cables, drains, manholes, appurtenances etc in the proposed corridor along with location, DGPS coordinates, depth, shape and dimensional details of utilities. Four (4) Copies of Report and Drawings incorporating all collected datas shall be submitted as per scope of work and direction of the Engineer-in-charge. Scale of Drawing shall be Planimetry (X Axis 1:1000, Y Axis 1:100), Longitudinal Section (Z Axis 1:100) and Transverse Section at critical location.
1.Survey Agency for execution of GPR Survey Work to be engaged by the Contractor, prior approval of which shall be obtained from OWNER before starting of work.
2. GPR Work shall be carried out in presence of Contractor's Representative.
HOT TAPPING WORKS
Arranging the approved specialised agency alongwith hot tapping machine with all its accessories, cuting tool etc. for hot tapping works, obtaining all permissions/ clearances/ permits from Owner/ concerned authorities, submitting all procedures for approval & obtaining approval thereon prior to start of works, carrying out hot tapping works including installation of split tees / weldolet & full bore ball valve with support on existing pipeline, supply of all materials i.e. SPLIT TEES ,weldolet, flange, pipes, full bore ball valves as per Data sheets & Techincal specifications
Consumables for welding & testing requirements, tools, tackles, skilled and unskilled manpower, safety and fire fighting system including fire tenders (if required ) etc. hydrotesting the installed fitting, carryingout radiography & all NDT, providing valve pit at tap-off point as per drawing, carrying out all works as per the requirements of specification, other provisions of contract document and instructions of Engineer-in-charge. Final restoration of area to its original to the entire satisfaction of Engineer-in-charge.

Carrying out cleaning, gauging, pigging and post installation hydrostatic testing of complete pipeline section laid by HDD method/ Cased Crossing (by HDD/Moiling/Boring/Open Cut) as approved by EIC/RCM to specified pressures (i.e. 1.5 times of the design pressure) for 24 hours holding period; providing all equipment, pumps, test headers, fittings, instruments, dead weight tester, pressure recorder, tempearature recorder , pressure & temperature gauge etc., and services, supervision, labour, consumables, water including supply of corrosion inhibitor, air, etc. as required for successful completion of hydrotesting of pipeline to acceptance criteria as per specifications, codes, approved drawings, calculations, methods and as directed by Engineer-in-charge and provision of contract document. NOTE- (i) The quantities mentioned against the above SOR items are tentative and may vary depening upon the site condition during execution stage. (ii) The total quantities mentioned against the above SOR items are applicable for the works carried out as mentioned above for laid, tested & commissioned or preserved with nitrogen main steel pipeline section and quantity mentioned against each SOR item is for multiple/various crossings at different locations within the GA. (iii) 90% payment for the above item shall be made only after the certified length of executed, tested & commissioned or preserved with nitrogen main steel pipeline section by Engineer–in–charge (EIC)/ RCM. While formulating the bid, bidders are requested to quote such items based on the industry practices followed by the similar nature of industries. However procurement & installation of such items will be done as per site requirement after due approval of EIC. TEMPORARY CATHODIC PROTECTION WORKS
Description of Item
Design, detail engineering, Manufacturing, Inspection/FAT (Factory acceptance test), supply, Packing, insurance, transportation to site, storage at site, Handling, Transportation, Loading, installation, testing & commissioning of the temporary Cathodic protection system using Mg (Min 5.0 Kg Each) galvanic anodes to protect the external surface of 8"/4" dia x 10.0 km (appox.) long 3LPE Coated pipeline against corrosion for a design life of minimum 2 year or till commissioning of existing PCP system whichever is later in the Geographical Area (GA) of Mandideep as per standard specification No.- MEC/S/05/E9/016A for temporary cathodic protection system, Scope of work, Data Sheets & tender drawings. Scope shall also include but not limited to the following for completion of jobs:
Soil resistivity Survey & soil/water chemical analysis
Measurement of soil resistivity along the right of way of the main pipeline (At 500mtr Interval at depth of 1.5M, 2.5M & 3.5M) & collection of additional data as per specification for corrosion survey MEC/TS/05/21/016C & applicable NACE standard including preparation of Design, detailed engineering, preparation of design document, preparation of Test station schedule & Bill of Material.
Collection of soil & water samples along ROW at depth of 1M, 2M & 3M at every 5 km interval (Min 03 sample at each location) for its chemical & microbial analysis along the pipeline route as per specification for corrosion survey MEC/TS/05/21/016C & NACE Standard TM0106-2006 for detection of SRB, ARB & Total dissolved H2S etc.
Sacrificial anodes- Pre packed Mg anodes
Prepacked Magnesium anodes for Carrier/Casing Pipe protection (Min 5.0 Kg Each) as per tender specification (1/2/3/4 Nos. of anodes). The total nos. of anodes shall be calculated as per the corrosion survey, soil chemical analysis, total weight and current requirement of the pipeline section. However, Min one anode is to be installed at every one KM with test station.

Fixing/ Installation of weldolets, sockolets, flanges, vent and drain point connection etc., including providing stub-in connections, fabricated fittings and reinforcement pads etc., as required.
Erection including prior cleaning, lifting, placing on pipe sleepers and supports, overhead on racks, skids and at all elevations including installation and carrying out connected activities for all types of valves including supply and fixing of gaskets, studs/ bolts, nuts wherever required for all sizes, levelling, aligning, joining of flanges, blind flanges, connecting with equipment, nozzles, strainers, tie-in with existing piping/facilities, etc. tapping for inline instruments like pressure gauges, thermowells, sample connection, etc.
Preparation of final bill of material based on piping GADs.
Preparation of isometric and fabrication drawings.
Carrying out Non-destructive testing as required. NDT for 2'' & above shall be paid as per separate itmes mentioned elsewhere in the SOR.
Surface preparation before application of primer by means of sand/Copper Slag blasting including supply of approved quality of sand, manpower, machineries, tools & tackles to achieve required roughness as per specification and as per instruction of Engineer-in-charge.
Painting of entire system (including aboveground all pipes fittings, flanges and accessories) as per specification MEC/S/05/21/07 suitable for corrosive area environment including supply of approved paints and primers, application of primer and paints, indentification lettering/ numbering, colour coding, etc. as specified including rub down & touch up of shop primer or scrapping of shop primer wherever required by COMPANY and providing scafolding for all heights etc.
Cleaning and flushing by water/ compressed air, testing of the systems including hydrostatic, pneumatic and any other type of testing as specified, draining, drying by compressed air/other methods approved by COMPANY.
Precommissioning & making operational all piping system and equipments and provide all necessary assistance in term of supply of man-power, equipment, tools and tackles required amount of nitrogen for purging of entire terminal piping system including equipments etc. to the company during commissioning activities.

CIVIL WORKS
CIV-1 EARTH WORK IN EXCAVATION/ SITE GRADING AND BACKFILLING
Earth work in excavation /site grading in all kinds of soil including soft rock in any plan dimension up to required depth including backfilling of excavated earth at any location in layers of 300mm and compacted up to 95% to its MDD at all heights and depths. Surplus and unserviceable earth shall be disposed up to any lead in all conditions. Soil to be levelled and neatly dressed complete in all respect as per scope of work, detailed construction drawings, technical specifications and direction of the Engineer-in-Charge.
CIV-2 BRICK WORK
Providing and laying brick work with brick class designation M-5.0 of IS:1077 in Cement Mortar 1:4 (1cement : 4 sand) in steps, load bearing structures, drains, or at any other location at all depths & height for all leads including providing required finishes, curing, scaffolding, etc., complete as per specifications and drawings with all bye-works as per direction of the Engineer-in-charge.

Providing and laying Reinforced Cement Concrete of grade M-25 with 20mm and down grade crushed stone aggregate in all types of structures like foundations, beam, columns, pedestals, pedestal bases, pipe supports, sleepers, cable trench, RCC retaining wall foundation for boundary wall etc. including excavation, PCC M10 in mud mat, shuttering, construction joints, bitumen painting on surfaces in contact with soil,supplying and fixing MS inserts, finishes etc. at all depths and levels complete as per drawings, specifications and directions of the Engineer-in-charge.

CIV-5 REINFORCEMENT STEEL
Supplying and Fabricating and Fixing in position HYSD Steel Reinforcements/ TMT Grade Fe-415/Fe 500D conforming to IS1786-2008 at all levels and positions including the Cost of transportation, Straightening, Cutting, Bending, Cranking, Binding, Welding, Provision of necessary Chairs and Spacers, Preparation of bar bending schedule, getting the same approved by EIC etc., complete as per Drawings and Specifications and including Cost of binding wire, Labour etc., all complete in all respects as per scope of work, detailed construction drawings, technical specifications and direction of Engineer-in-charge. The Chairs and Spacer Bars provided will not be measured for payment.
1. Rate to include cost of all labour, tools, tackles, equipment, hire charges, supply of all materials such as steel Reinforcement, binding wire and other minor construction materials, testing etc. all bye works and sundry works.
2. Chairs, Laps, Spacers, Wastage etc. shall be to contractor's account.

CIV-6 CONCRETE PAVEMENT
Providing and laying reinforced cement concrete pavement 150 mm thick in M-25 grade with 20 mm and down grade crushed stone aggregate in pavement, including earthwork in excavation, preparation of base (i.e. compacted subgrade, 200 thk sand and 100 thk PCC M-10 grade), leaving pockets if necessary, making recess, projections, fixing inserts conduit pipes (GI, PVC, HDPE, etc.) laying in alternate panels, filling the gaps between the panels with bitumen sand mix filler material etc., making slopes, finishing edges, leaving bars for pedestals & sleepers including providing sand fill isolation , shuttering, providing and fixing reinforcing steel, curing, chipping and modification works etc. as specified in any shape, thickness, position and finishing the top surface smooth as per requirement etc. all complete as per drawings, specifications and directions of the Engineer-in-charge.
150mm thick in Pavements in Process Areas (Type - I)
1.Rate to include cost of all labour, tools, tackles, equipment, hire charges, supply of all materials, providing and fixing reinforcement steel, shuttering, earthwork in excavation and backfilling using serviceable earth in all conditions, preparation of base, etc. with all bye works and sundry works. Cost of works towards pipe supports & sleepers being raised from pavement is covered under respective RCC items.

CIV-7 VALVE PIT
Construction and handing over of RCC Valve Pit as per tender drawing, technical specification and direction of engineer-in-charge complete in all respect. Scope of work shall be as per tender drawing.

STEEL STRUCTURAL WORKS
ST-1 Steel structure Fabrication
Supplying, Fabricating & Erecting in position steel structures including single/double leaf gate fabricated out of MS Girders, channels, Tees, angle, flats, plate, square hollow sections pipes etc. conforming to IS:2062 and/or from pipes conforming to IS:1161 for structural purpose for cascade supporting structure, loading/unloading platform, Gratings for platform, catladder,handrails, hoardings for sinages,Lcv stand, etc. of any size/dia for required design including cutting, welding, bolting, hoisting, fixing in position, including application of one coat of primer at shop and second coat of primer at site after erection and two coats of finishing paint at site .The work is to be completed in all respect as per specification ,scope of work, detailed construction drawings and directions of the Engineer-in-charge.

ST-2 Providing and fixing Fencing Structure
Supplying, fabricating & fixing steel structural fencing fabricated from pipes conforming to IS:1161 and plates conforming to IS:2062 & fixing of GI weldmesh made from 3mm GI wire @ 75 mm bothways to structural steel frame by means of welding/bolting, including applying two coats of approved quality of synthetic enamel paint over a priming coat of in approved shade including supply of all raw materials, bolts, electrodes, transportation, including making pokets & pouring with PCC (1:2:4) in of block 500x500x500 for fixing of posts etc complete as per enclosed drawing, technical specifications,scope of works and directions of the Engineer-In-Charge.
