Request for Proposal for carrying out the project of the supply of Recipe Based Fortified Food Products (RBFFP) items to any government department/PSUs/Co-operatives under PPP Mode (Boot ? Build, Own, Operate and Transfer

• Legal constitution: Registered entity under the Societies Registration Act,1860 or the Indian Trust Act, 1882 or Companies Act, 2013, Partnership Act,1932, Limited Liability Partnership Act, 2008 or under any other Central/ State Act being in force, as may be applicable.

• Track record (minimum last five financial years): The Proposer Entity

should have been in existence and also in operational performance with its Manufacturing Unit for Recipe Based Fortified Food Products (RBFFP) having all applicable Licenses and Certificates in the name of Proposer Entity only, for a minimum period of last 5 financial years (i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) and the same should have been substantiated by having turnover in each financial year from manufacturing, and supply of Recipe Based Fortified Food Products to any Government Department/PSUs/Cooperatives. The Proposer Entity shall have been awarded the work under the Agreement and shall have carried out all the operations (entire process) from procurement of raw material, carrying out complete manufacturing process, packaging and till distribution at door step delivery at Anganwadi Centres

during each of last five Financial Years. The Proposer is required to submit the copy of Agreement, Work Orders, in respect of supplies of RBFFP during each of last Five Financial Year and copies of relevant licenses and certificates, in the name of Proposer Entity continuously valid from FY 2021-22 to till date, and C.A. Certificate certifying turnover from manufacturing, and supply of Recipe Based Fortified Food Products in each of last five financial year.

• Net worth: Net worth of more than Rs. 75 Crores as of 31st March 2026 to be

substantiated by a Certificate issued by CA with Audited/ provisional Balance

Sheet for FY 2025-26.Net worth should be calculated as per Section 2 (57) of

the Companies Act, 2013 "net worth" means the aggregate value of the paidup share capital and all reserves created out of the profits [securities premium

account and debit or credit balance of profit and loss account], after deducting

the aggregate value of the accumulated losses, deferred expenditure and

miscellaneous expenditure not written off, as per the audited balance sheet,

but does not include reserves created out of revaluation of assets, write-back

of depreciation and amalgamation; the said pattern is applicable for all the

Entities.

• Minimum average annual turnover: Minimum Average Annual Turnover of at

least Rs. 100 Crores (Rs. One Hundred Crores) derived during last five (5)

financial years i.e., 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26

exclusively from manufacturing, and supply of Recipe Based Fortified Food

Products (RBFFP)directly to any Government Department/PSUs/Cooperatives under ICDS Scheme. Dry Raw Ration would not be considered as

RBFFP. The Turnover (without Taxes) should be substantiated with all

Agreements and Work Orders of ICDS along with applicable GST Return of

last five Financial Years in addition to Audited Financial Statements along with

statutory Audit Report, Tax Audit Report (if applicable) and ITR

Acknowledgement for last five financial years. In case, the financial statement

for FY 2025-26 is not audited and ITR is not filed, then the provisional balance

sheet duly signed by the C.A. should be submitted by the Proposer. The

turnover of Proposer Entity, in its individual capacity (stand-alone) will only be

considered.

• Minimum average annual quantity of RBFFP manufactured and supplied:

Minimum Average Annual Quantity of RBFFP supplied by Proposer Entity

during last 5 financial years shall not be less than 15,000 MT and the supplies

of quantity of RBFFP during last 5 Financial Years shall be substantiated with

the details of work orders and GST Invoices duly certified by Chartered

Accountant. The COMFED may sought the original documents for verification

of the quantity at the time of evaluation.

• Minimum recipe experience during last 05 financial years: The Proposer

Entity should have supplied at least 03 Recipes of RBFFP in a State having

different compositions. The number of Recipes having different compositions,

supplied by the Proposer Entity, should have been reflected in the Agreements

of ICDS, Work Orders of ICDS and random GST Invoices, issued by the

Proposer Entity, for each Financial Year of last 05 Financial Years should be

submitted to substantiate the said qualifying criteria.

• Manufacturing infrastructure and automation: Manufacturing unit having

requisite infrastructure, plant & machinery for manufacturing / processing of

Recipe Based Fortified Food Products (RBFFP)in accordance with various

food safety & quality aspects prescribed under various applicable Acts and

regulations. Manufacturing unit includes Production Unit i.e. Manufacturing

Plant, which should have automated manufacturing line for production of

RBFFP with whole process having automated system for Fortification with

essential Micronutrients in precise measurement. The Manufacturing unit

should also have system for manufacturing of RBFFP through appropriate

technology, in addition to cleaning of dry raw material as per composition and

should include but not limited to Power House (Generator), In-House Lab,

office, packing unit, adequate separate storage facility of raw material and

finished products and adequate finished product weight management system.

The Manufacturing unit should also have Technique, method or system of

operating or controlling manufacturing process and mechanical operation by

automatic means using electronic devices and software without any

intervention of human hands from a control room. The system should have

online and real time facility for checking the result of automation through an

independent path with log, measurements, conforming all parameters,

weighments, auditing process, locking data system, comparison of data and

analysis of data for Unit with online monitoring system. The Proposer Entity

shall be under obligation to demonstrate the same to COMFED, if so, required

by the COMFED.

• In-house laboratory: In-house well-equipped laboratory for testing of raw

material, finished products for physical, microbiological and chemical analysis.

• Certifications: ISO 22000 and HACCP Certification of Proposer Entity.

• Licenses: The Proposer Entity shall have (a) valid FSSAI License, (b) Factory

License, (c) Consent to Operate from respective Pollution Control Board and

other required licenses issued by Local authorities/State Govt./Central Govt for

its Manufacturing unit.

• Registration: The manufacturer shall have valid GST registrations and/or

trade licenses to carry out the business.

• Joint Venture / SPV: For enhancing the financial strength of Proposer, the

Joint Venture or SPV may be permitted only subject to the condition that the

Lead Member of JV/SPV shall have to qualify all the eligibility criteria and

terms & conditions, prescribed under this RFP, in its own name and in its

standalone capacity. The JV or SPV shall not be entitled to club the

credentials and credentials of other Member (except Lead Member) shall not

be considered for this RFP. However, in case of JV/SPV, the Net worth of

other Partner of JV/SPV (other than lead Member) may be considered and for

which, the Net worth certificate and Audited/Provisional Balance Sheet duly

certified by Statuary Auditor of other Partner of JV/SPV (other than lead

Member) shall be submitted by the Proposer.

In case of a Proposer Entity:

i. involved in any corrupt and fraudulent practice in the past and has ever been

blacklisted/debarred by any Central/State/UT/PSU.

ii. any of their agreement has been terminated by any Government

Department/PSU/Cooperative or Court of Law.

iii. In case of submission of false, misleading declaration (found at any stage),

such manufacturer shall be disqualified and blacklisted.

iv. Blacklisted/debarred or their EMD/SD has ever been forfeited by any

Central/State/UT/PSU.

v. have any adverse past performance, as envisaged in Affidavit (Annexure- II)

and failed to submit Notarized Affidavit (Annexure-II) without any

deviation/modification or has submitted the Affidavit with any reservations.

• Fees & authorisation - Proof of EMD Rs. 10,00,000/- e-Payment on Eproc2 Portal; proof of RFP Document Fee Rs. 10,000/- + GST @18% e-Payment; Authorisation letter / Power of Attorney of signatory of the Proposer Entity / Lead Partner (where Proposer is a JV/SPV); RFP + all Annexures + Corrigenda signed & stamped on each page; Banking details of the Proposer Entity / Lead Partner (Bank, Branch, A/c No., Type, SWIFT, IFSC, MICR, contact officer)

• Average Annual RBFFP Turnover (Max 100 marks) - CA Certificate of RBFFP turnover per FY + Audited FS + GST Returns + ICDS Agreements / Work Orders (executed with the Government Department or with its nodal agencies under the ICDS Scheme ? Co-operatives, Federations, PSUs, Corporations and other Government agencies/undertakings) (same set as Criterion iv above) ? marks awarded strictly on documents furnished - Ref. Cl 10.2(1); Cl 8(vii), 8(viii) of RFP

• Net Worth (Max 25 marks) - Net Worth Certificate (CA / Statutory Auditor) + relevant Balance Sheet (same as Criterion iii) - Ref. Cl 10.2(2); 8(xvii) of RFP

• Average Annual Quantity supplied (Max 25 marks) - Work Order details + CA-certified GST Invoices evidencing quantity (same as Criterion v) - Ref. Cl 10.2(3); Cl 5(v) of RFP

• Number of States supplied (Max 50 marks) - ICDS Agreements / Work Orders (executed with the Government Department or with its nodal agencies under the ICDS Scheme ? Co-operatives, Federations, PSUs, Corporations and other Government agencies/undertakings) / GST Invoices evidencing RBFFP supplies State-wise during last 5 FYs - Ref. Cl 10.2(4) of RFP

• Number of Recipes supplied (Max 50 marks) - ICDS Agreements + Work Orders (executed with the Government Department or with its nodal agencies under the ICDS Scheme ?
