Illumination of existing Limited height subways on Main line between KTV-VSKP Complex and KK Line of Waltair division.

The tenderer must have minimum average annual contractual turnover of 'V/N or V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheet duly certified by the Chartered Accountant/Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work costing not less than the amount equal to 60% of advertised value of the tender. (b)(1) In case of tenders for composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or (iii)One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender.

Defination of Similar Work :- (a)Supply, Installation, testing and commissioning of LT/HT substation (with or without transformer/substation equipment) for 11 KV or above, with atleast 50% capacity of proposed sub-station.Or(b)Supply, Installation, testing and commissioning of LT/HT overhead feeder/transmission line or LT/HT underground power cabling for 11KV or above.Or(c)Supply, Installation, testing and commissioning of LT/HT electrical GS assets.Or(d)Supply, Installation, testing and commissioning of electrification or rewiring of building/workshop.Or(e)Supply, Installation, testing and commissioning of Yard/circulating area/street lighting/tunnel/facade lighting.Or(f)Supply, Installation, testing and commissioning of high mast lighting.Or(g)Supply, Installation, testing and commissioning of glow signages.Or(h)Supply, Installation, testing and commissioning of LT/HT electrical GS sub-station with at least 50% capacity of proposed sub- station.Or(i)Repair/overhauling of LT/HT electrical GS assets including LT/HT sub-stations.

The tenderer shall clearly specify whether the tender is submitted on his own Proprietary Firm) or on behalf of a Partnership Firm / company / Joint Venture (JV) / Registered Society / Registered Trust / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc. The tenderer(s) shall enclose the attested copies of the constitution of their concern, and copy of PAN Card along with their tender. tender Documents in such cases are to be signed by such persons as may be legally competent to sign them on behalf of the firm, company, association, trust or society, as the case may be. In case of Partnership firm / Joint Venture (JV) / Hindu UndividedFamily(HUF) / Limited Liability partnership(LLP)or Partners of Partnership firm/LLP/etc., the firm should submit the validPower of Attorney, Partnership Deed/Article of Association/Memorandum of Association, Board of Resolution,Certificate of Incorporation along with the tender. If the firm issole proprietor firm, the bidder should submit the supporting document of sole proprietorship firm

For all the tenders having advertised cost of Rs 10 lakh orabove, the contractor shall have the option to take paymentfrom Railways through a letter of credit (LC) arrangement. Thetenderer shall affirm having read over and agreed to the termsand conditions of the LC option. ivThe above option of takingpayment through LC arrangement, once exercised by tendererat the time of bidding, shall be final and no change shall bepermitted, thereafter, during execution of contract. (TheTenderer should be submit his/their opinion for taking paymentthrough letter of credit (LC) arrangement).

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

The Bid Security shall be rounded off to the nearest 100. ThisBid Security shall be applicable for all modes of tendering. Anyfirm recognized by Department of Industrial Policy andPromotion (DIPP) as 'Startups' shall be exempted from paymentof Bid Security detailed above. Labour Cooperative Societiesshall submit only 50% of above Bid Security detailed above.Subject to exemptions provided above document, the tendermust be accompanied by a Bid Security as mentioned, failingwhich the tender shall be summarily rejected.

The tenderer shall submit along with the tender document,documents in support of his/their claim to fulfill the eligibilitycriteria as mentioned in the tender document. Each page of thecopy of documents/certificates in support of credentials,submitted by the tenderer, shall be self- attested/digitally signedby the tenderer or authorized representative of the tenderingfirm. Self-attestation shall include signature, stamp and date (oneach page). Only those documents which are declared explicitlyby the tenderer as "documents supporting the claim ofqualifying the laid down eligibility criteria", will be considered forevaluating his/their tender

A certificate may be uploaded along with the offer that theTenderer(s) has/have gone through all the conditions of contractand rates, specifications, etc. embodied in Indian RailwayStandard General Condition of Contract-2022 with correctionSlips up to the date of closing of the tender.

1.The Railway reserves the right to verify all statements,information and documents submitted by the bidder in histender offer, and the bidder shall, when so required by theRailway, make available all such information, evidence anddocuments as may be necessary for such verification. Any suchverification or lack of such verification, by the Railway shall notrelieve the bidder of its obligations or liabilities hereunder norwill it affect any rights of the Railway there under. 2.a) In case ofany information submitted by tenderer is found to be falseforged or incorrect at any time during process for evaluation oftenders, it shall lead to forfeiture of the tender Bid Securitybesides banning of business for a period of upto two years. (b) Incase of any information submitted by tenderer is found to befalse forged or incorrect after the award of contract, the contractshall be terminated. Bid Security, Performance Guarantee andSecurity Deposit available with the railway shall be forfeited. Inaddition, other dues of the contractor, if any, under this contractshall be forfeited and agency shall be banned for doing businessfor a period of upto two years.

FAMILARISATION: Tenderer should visit the site of the aboveworks and have familiarized him self/them selves of the workingconditions therein in all respects and in particular the following:1. Topography of the area, 2. Conditions at the site of work, 3.Availability of local labour, both skilled and un skilled and theprevailing labour rate, 4. Availability of Water and Electricity, 5.The existing roads and access to the site of work, 6. Availabilityof space for putting labour camps, offices, stores, go down,engineering yard etc. NOTE: The FAMILARISATION certificateshall be submitted by the tenderer as per format attached atAnnexures.

The tenderer should go through all the eligibility conditions (likeSpecial Technical Criteria, Standard Technical Criteria, StandardFinancial criterial etc.) as mentioned in the document andsubmit relevant documents and fill the enclosedformats/annexures in support of the condition.
