Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditional tender will not be Considered

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

The successful bidder, before commencement of work shall produceEstablishment registration certificate registered under labour department, Government of Karnataka . And shall engage only registered construction workers registered under labour department, Government of Karnataka.

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 29.1 of ITT

Sub-Leasing/G.P.A of Work is Prohibited

Contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution

The employer reserved the right to accept or reject any of the tender without assigning any reason

One percent Bill Amount of the Successful Tenderer will be deducted as Labour cess

Contractors who have not completed the works in time in this division will not be entitled to Bid and if participated it will not be considered

Item for which 0.00 rate entered will not be paid for by the employer when executed and shall be deemed covered by the other rates & prices in the bill of quantities

Ommission and Typographical errors which are in the opinion of the Executive Engineer will not be a ground for claims of extra payment

The Defect liability period is 1 year. The contractor has the liability of maintaining the work done to a period of 1 Year from the date of completion of the work at his cost. Condition 19 The Tenders are invited as per Standard

Royalty charges will be deducted from contractors running bill as the per prevailing GOat the time of payment. During the execution of works if any minor minerals are required contractors have to abide by the prevailing rules and Acts applicable to Minor Minerals. As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the Mineral Dispatch Permit MDP obtained from Mines and Geology Department. If Mineral Dispatch permit MDP is not submitted by the contractor along with the bill, the prevailing penalty DMF contribution as per Karnataka Minor Mineral Concession Rules 1994 as amended from time to time will be deducted from the contractors bill

The qualification of tenderer will be considered as per clause No.3. Each tenderer should fulfil the subclauses criteria under clause No.3 as mentioned in the Standard Tender Bid Document KW-2 Booklet

The agencies participating in the tender shall be registered in the Construction Labour Board as per the G.O.No.LD 300 LET 2006 Dated:18-1-2007 and Addendum No.LD 95 LET 2013 Bengaluru Dt:1-4 2013. Also the contractors entrusted with the work shall employ the labours only who have registered in the Karnataka Building and Construction Workers Welfare Board failing which the contractor shall be liable for any further action as deem fit by the authority/ EPF Registration.

All documents enclosed should be attested by Gazetted officer or Government notary. Original documents should be produced for verification at any stage of the tender process, as and when sought for. work done certificate should have all the details CR no, work order issuing date, work completion date and year as mentioned in bid document.

ROYALTY: Commerce & Industries Secretariat Notification No.CI 81 MMN 2014 18th February 2018 (see-sub-rule i of rule 36) Royalty, and Mines & Geology, rules & regulations amendment Act, para 36 & para 92 of 1994 and as per the Circular issued from Director Mines & Geology Department, Bengaluru letter no: No.Ga.Bhu.E/DCB/2024-25, Dated : 24/01/2025 are to be followed.

The contractor shall quote the rates with out adding GST for either materials or works contract(service)

The contractor should own/hire/lease a borewell drilling rig registered with Karnataka Ground water authority, Bangalore and Form-7A issued by the competent authority to be uploaded

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Past Experience

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2020-21,2021-22 2022-23 2023-24 & 2024-25 satisfactory completion as a prime contractor for at least one similar work such as Improvements to tank / Improvements to feeder channel of value not less than Rs. 4.03 Lakhs.
