SUPPLY OF PRE-SCHOOL KIT TO ANGANWADIS

The tenderer, as an authorized representative, must have supplied, installed, and commissioned items similar in type and complexity to the suggestive items/components for the PSE kit, as outlined in the guidelines issued by the Government of India and specified in Section-V: Schedule of Requirements. The tenderer should have satisfactorily completed at least 30% of the required quantity for a government department in any one of the last five years

The tenderer should furnish the information on all past supplies and satisfactory performance for both (a) and (b) above in proforma provided in SECTION XII of this tender document

The bidder must have successfully completed the supply of items to any Government department similar in type and complexity to those specified in the PSE kit during the Financial Years: 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26, with any one of the following:

A satisfactory work completion certificate issued by the concerned Government organization, along with a certified copy of the previous supply orders, must be submitted.

The tenderer must be a manufacturer who has previously manufactured, tested, and supplied items similar in type and complexity to the suggestive items/components listed for the PSE kit, as specified in Section-V: Schedule of Requirements. The tenderer should have supplied at least 80% of the required quantity to a government organization in any one of the last five years.

Manufacturing Facility Requirements

The tenderer quoting as a manufacturer shall submit a notarized true copy of any license, registration, or other government-issued document that specifies the address and location of the manufacturing unit, as outlined in Clause 1. The document must also confirm that the tenderer is engaged in the business of manufacturing wooden or plastic teaching and learning materials.

The tenderer shall submit an original copy of the certificate of non-toxicity and RoHS compliance for all items. This certificate must be issued by a government-authorized and recognized testing laboratory and should confirm that the paints used in the entire product are non-toxic

The tenderer shall submit an affidavit on a stamp paper minimum value of RS 100 stating that the firm adheres to all applicable labour laws.

The tenderer must submit samples of all items being bid for, as per the technical specifications mentioned in Section 5. These samples should be delivered to the office of the Director, Department of Women and Child Development, PWD Building, Anand Rao circle, Bangalore-560009, via post, courier, or hand delivery after the last date of bid submission and before the scheduled date for opening technical bids. Samples will be evaluated for quality, and tenders with incomplete or poor-quality samples will be rejected.

The tenderer quoting as a manufacturer must hold ISO 9001:2015 (Quality Management System), ISO 14001:2015 (Environmental Management System) and ISO 45001:2018 (Occupational Health & Safety Management System) certifications dated before the tender publishing date. Notarized true copies of these certificates must be submitted.

Tenderers quoting as authorized representatives must submit notarized true copies of the ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 certifications held by the authorizing manufacturer. Additionally, the bidder must hold and provide a copy of their own ISO 9001:2015 certification.

The tenderer must submit a bid for all items specified in Section 5, Schedule of Requirements and Annexure-1. Failure to do so will result in disqualification and the bid being treated as non-responsive.

The tenderer must submit copies of the Annual GST Returns certified by a Charted Accountant with a valid UDIN number for the previous three financial years 2023-24, 2024-25 and 2025-26 duly endorsed by the Commercial Taxes Department.

The tenderer must provide details about the equipment and quality control measures employed by the manufacturer, as per the proforma provided in Section XIV

The selected bidder must furnish a bank guarantee of 5% of the tender value, along with any additional bank guarantees as specified in the GCC. If the supplier fails to deliver materials within the stipulated time frame, liquidated damages will be deducted from the contract price as per Clause 22 of the GCC

The tenderer must submit 2 sets of sample kits of all specified items, along with a certificate from a Government-recognized or NABL LAB confirming the items are non-toxic and non-hazardous. Submission must be done one day before the last date, and the acknowledgement should be uploaded in the e-portal in the specified column. The department will test the quality of the samples, and based on the technical report by the tender committee, the bidder will be selected for financial evaluation.

The bidder must have a minimum manpower capacity of 40 employees. To support this claim, the bidder shall submit a list of employees for whom the firm is paying Employee Provident Fund (EPF) contributions.

Child labour shall not be employed at various stages of the manufacturing unit and supply, regard an affidavit to this effect shall be submitted in the tender documents

All Sample Testing Costs shall be borne by the tenderer

The successful tenderer will have to get 4 random samples from 31 districts and do the testing and the cost of the testing will be borne by the tenderer

All Products supplied by the tenderers must be Made in India including spare parts.

The tenderer must demonstrate a minimum annual financial turnover for the supply of preschool kits or similar items (inclusive of all taxes). The average annual turnover of the bidder shall be more than Rs.42,00,00,000/- for the last 05 years (2021-22, 2022-23, 2023-24, 2024-25 and 2025-26). A CA certified Turnover Certificate with UDIN number shall be submitted

The tenderer must submit audited financial statements (Turnover certificate, Net worth certificate, balance sheets, Profit and Loss Statement) for the last five financial years (2021-22, 2022-23, 2023-24, 2024-25 and 2025-26), issued by a registered Chartered Accountant with a valid UDIN number. A turnover certificate, attested by the Chartered Accountant, must also be enclosed for the last five years with UDIN number.

The bidder must submit copies of their Audited Income Tax Returns for the last five financial years (2021-22, 2022-23, 2023-24, 2024-25 and 2025-26).

If a bidder has been disqualified, black listed, or suspended by any Government or quasi-Government agency within India, they will be automatically disqualified from this tender. A notarized self-declaration confirming no such disqualification must be submitted.
