Upgradation of 7 EOT Cranes with VFDs, DSL Replacement and Modern Utilities at Underframe & Feeder Shop at ELAAU/Dankuni

(a)The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per ANNEXURE-F(II), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/Certificate from Chartered Accountant duly supported by Audited Balance Sheet. (b)The tenderer needs to fulfill "BID CAPACITY" criteria as furnished at ANNEXURE-XVII. The tenderer should upload the same with his offer otherwise his offer shall be summarily rejected.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i)Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii)Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii)One similar work each costing not less than the amount equal to 60% of advertised value of the tender. (a)Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificate issued by Public listed company having average annual turnover of Rs. 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. (b)In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate. (c)Letter of Acceptance/Work Order/Purchase Order etc. is not sufficient in support of work experience. The bidder should submit/upload work completion certificate received from the employer.

Defination of Similar Work :- Supply, Installation and Commissioning of i)EOT Crane of 20T & above AND/OR ii)AMC of EOT Crane for 20T & a b o v e . Clarification: Works of comprehensive annual maintenance, corrective maintenance contract, major or minor overhauling schedule may be considered as "AMC" of the mentioned "similar work".

A. Documents to be uploaded only in the website by the tenderer. Following Annexures duly filled and signed are to be uploaded online only prior to Closing of Tender. Original copy of all the documents to be submitted to office within 7 days whenever demanded by the Railway. Otherwise, Railway reserves the right to Reject such tender/offer without any reference to the tenderer/tenderers. The details of the works completed by the tenderer during the last three years to be filled in ANNEXURE-I. 2. The details of Plants and Machinery with the tenderer to be filled in ANNEXURE-II. 3. Details of Personnel and Organization of the Tenderer to be filled in ANNEXURE-III. 4. Details of Works presently on hand of the Tenderer to be filled in ANNEXURE-IV. 5. The details regarding Association of Railway Officers with the tenderer to be filled in ANNEXURE-V. 6. List of the Arbitration cases of the Tenderer during last Five years to be filled in ANNEXURE-VI. 7. List of the Court cases of the Tenderer during last Five years to be filled in ANNEXURE-VII. 8. NEFT MANDATE FORM. All Payments to the agency including the refund of the Earnest Money of the unsuccessful bidder preferably will be remitted through NEFT. The Tenderer is required to submit Bank details and A/C No. etc. in ANNEXURE-VIII. 9. The contract Labour (Regulation & Abolition) Central Rules, 1971 as per ANNEXURE-IX. 10. First Aid facilities to be provided to all workers by contractor to be filled in ANNEXURE-X. 11. Format for affidavit to be uploaded by tenderer alongwith the tender documents according to ANNEXURE-XI. 12. Document of authorization in ANNEXURE-XII. 13. Certificate of Familiarization as per ANNEXURE-XIII. 14. The firm should upload a Self Declaration of non-Blacklisting by Govt./semi-Govt/PSU as per ANNEXURE-XIV. 15. General Information and Joint Venture Data as per ANNEXURE-XV. 16. The tenderer should go through the detailed cost break-up as given at ANNEXURE-XVI before uploading his offer. 17. The Tenderer should submit "Bid Capacity" alongwith his offer as mentioned at ANNEXURE-XVII 18. Documents in support of accomplishing technical & financial criteria of the tender including similar nature of work/service. 19. Registration certificate of EPFO & ESIC with validation. 20. Registration certificate of GST. 21. Bank solvency certificate. 22. Bid Security amount Rs. 2,41,700.00 . 23. The tenderer should upload Annual Contractual Turnover Data for the previous 3/4 years as per format mentioned at ANNEXURE-F(II). 24. Tender document cost Rs. 5,000.00. 25. Demand for the Financial Criteria (if any), Association of Railway Officers, List of Arbitration cases, Court cases and Mandate for NEFT are to be uploaded with a scanned copy duly filled in and signed as per annexure no. V, VI, VII, VIII respectively. These Annexures are available in View Document menu at Home page and is downloadable. The details of the uploaded documents should be produced whenever demanded for verification on written request at any point of time of the tender and contract within 7 days. Otherwise, Railway reserves the right to Reject such tender/offer without any reference to the tenderer/ tenderers.
