RequiredTenderers will only be qualified, if their available tender capacity is more than the total tender value. i.e. A x N x 2.5 - B as per KW-3 Document.

Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Conditional tenders are not accepted.

The employer reserves the right to reject one and all tenders without assigning any reason thereof.

The employer is not responsible for any delay in accessing E-procurement portal

Royalty on construction materials and other taxes will be deducted as per prevailing Govt Orders.

As per Karnataka State Government order LD/300/LET/2006 Blore dated 01-01-07 and Government letter no PW/134/BMS/2007 dated 27-07-07, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval.

Materials required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work.

All the items in the tender are inclusive of cost and conveyance of all materials, all lead, lift, loading, unloading, transportation, labour, hire charges of machinery, curing for concrete works.

Contractors should follow strictly prevailing rules of labour act.

In case of the death of a contractor, after executing the agreement/ commencement of the work, his legal heir, is an eligible registered contractor and is willing, can execute and complete the work, at the accepted tender rates, irrespective of the cost of the work.

Department will not supply any materials

The tenderer should submit proposed methodology and programme of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management, plan, proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion.

PERFORMANCE SECURITY: The successful tenderer shall furnish Performance Security Deposit (Achievement Guarantee) at 5% of the amount put to tender with in 20 days after approve of tender as per rule 29.5 of the tender and clause 44 of the Agreement in the form of cash/Bankers Cheque, D.D, pay order Bank Guarantee or N.S.C.s duly pledged in the nature of EXECUTIVE ENGINEER, PWD, Kodagu Division.

Contractor should take all precautions to ensure that no damage is caused to the existing similar structures which have been constructed by other agencies during project execution. If any damage is caused it has to be rectified at his own risk and cost.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent

The bidders should submit the Bid capacity compulsorily. The details of balance work B value (works on hand & works for which tender submitted). Should be submitted in the prescribed format & should be signed by the concerned Executive Engineer / District level officer.

To qualify for award of this Contract, each tenderer should give all details and documents as per KW-3

The estimate rates are exclusive of 18% GST and GST shall be paid to the executed amount separately.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

The Tender processing fee shall not be refundable.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-3

GST shall not be paid in the extended period (If any) of the contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Contractors has to submit their labour EPF details with every Running Bill.

All the originals of uploaded documents in e-portal should be produced within 7 working days from the date of opening of Technical Bid at the Division Office, failing which the tender is liable for rejection and action may be initiated as per tender conditions and registration rules. No separate communication will be made in this regard.

The bidder who participates in tenders for more than one work for which tenders are invited in this IFT, the renderer must fulfill all the conditions and criteria cumulatively for the participated works.

The returns submitted to the Income Tax Department shall be uploaded or shall be produced at the time of verification of original documents at Division office.

LOC/ K-form for the stipulated amount should be submitted in the format as prescribed in the bid document only. Otherwise tender is liable for rejection.

The full EMD Can be paid through e-payment in any one of the form mentioned in clause 13.1 of Bid Document or One Lakh Rupees of the specified EMD should be paid in any one of the forms mentioned in Clause 13.1 of Bid Document Bank Guarantee must be given for the remaining amount in prescribed format. The Bank Guarantee must be scanned and uploaded along with the Technical bid. The original bank Guarantee should be produced at the O/o The Executive Engineer, Karnataka Public Works Department, Kodagu Division, Madikeri before the stipulated time of opening of Technical bid. Otherwise tender is liable for rejection.

Contractors should be registered with KPWD Class-III Registration and Above

The contractor should maintain the work during the defective liability period, i.e. for 1 year after the completion of work at his own cost.

The available tender capacity will be calculated as under: Assessed available tender capacity - A X N X 2.5 - B Should be greater than or equal to Rs.65.20 Lakhs where A - Maximum value of civil engineering works executed in any one year during the last five years updated to FY 2025-26 price level taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which tenders are invited. B - Value, at FY 2025-26 price level, of existing commitments and on-going works to be completed during the next. 6 Months -period of completion of the works for which Tenders are invited. Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent
