Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will not be accepted.

The Tenderer shall obtain the workdone certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer(District Level Officer)and scan the Original Certificate and attach the scanned file to the Bid.

Financial Year will be reckoned as the period between first day of April and Thiry first day of March of succeeding year(both days inclusive)

The Tenderer shall scan the Original Ownership Documents/ Lease/ Hire committement Agreement for the Machinery and attach the scanned file to the Bid. The Original Documents shall be produced at the time of opening of technical Bids for physical verification.

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to Reject any or all Tenders without assigning any reason

The Department is not responsible for any delay in accessing kpp portal

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation

All materials required for the work shall be procured by the tenderer himself and should be got tested by the quality control authorities at his own cost before use on work.

The items quoted shall include cost of Royalty charges on constructive materials and other taxes as per the rates prevailing Govt Orders at the time of execution and including all the cost and conveyance of all materials, curing, loading and unloading with all lead and lifts, labour, hire charges of machinary and equipments, etc., complete and all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.

Department will not supply any materials.

The cost of the Tender form shall not be refundable

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Division Gadag during office hours on all working days. It may be noted that if any of the dates mentioned above happened next working day will holds good in lieu of the dates mentioned

The Tenderer must be present during opening of tender and submit uploaded documents duly attested by Gazzeted Officer not below the rank of Executive Engineer and also produce original documents for confirmation at the time of opening

As per Karnataka State Govt Order No:LD/300/LET/2006/Bangalore Dt: 1-1-2007 and Govt Ltr No:PW/134/BMS/2007, Dt: 27-7-2007, a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund

THE CONTRACTORS ARE INSTRUCTED TO SUBMIT ONLY RELEVENT INFORMATION WITH RECORDS AS REQUIRED AND SPECIFIED IN QUALIFICATION CRITERIA.ANY JUNK ,SURPLUS AND UNNECESARY DOCUMENTS IF UPLOADED WILL TREATED AS MISLEADING AND SUCH TENDERS ARE LIABLE TO BE REJECTION

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria mentioned in the next section

The item rates are excluding GST but inclusive of all other charges

GST shall be paid to the tendered amount separately.

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delays as determined by the authority while granting the extension of time.

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes (excluding GST) as per prevailing Government Orders

All necessary arrangements shall be made and precaution taken to prevent completely or partially, damage to the structure or labours / employees during construction period. (As per recent Labour Act) Contractor shall be fully responsible for any damage to the structure during the construction and maintenance period.Any damage caused due to any reasons shall be rectified / replaced at his own cost as per the direction of Engineer in charge. Nothing shall be payable by the Department on account of inclusive of all such arrangements/ precautions work needed

This bid document clause no.34.4 to be implemented as per deligation of power vide GO No PWD 423 FC-1 2018 Bangalore dated 24.09.2018

All Safety Preautions warning signds ,night illumination reflectors deployment of security guards has to be ensured so that no untoward incidents happens on account of negligence or any project activity.the contractor should indemnify the client to that extent

Any Deviation or error or Mistakes found in units of items they should be read as in the unified SR 2023-24 and Continued to 2024-25 the rates shall be quoted accordingly estimates rates are exclusive of 18 percent GST

As per this note, each tenderer should demonstrate availability of few key equipments /machinery for execution of the work . However as per Govt circular no GO-FD/AE 263/EXP12-2022 dt-11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-4 KPWD and further orders thereon

Within 20 days of receipt of the Letter of Acceptance the successful Tenderer shall deliver to the Employer a Security deposit for an amount 5% of the Contract price

The Project Completion period is 09 months and the Tenderer should maintain work during the defect liability period, which is (1) One year after successful completion of the work.

The field Lab shall preferably located, adjacent to the site with the required amenity as per the clause. Failing which 1% of the amount of work done will be penalized

Star rates are applicable, As per the Government Circular No. PWD 159 CRM 2009 Bangalore dated 30-9-2010

The Earnest Money Deposit Rs. 239650.00/-shall be in two parts 1.Rs.100000.00 or- by e-payment Part 2. Balance EMD of Rs.139650.00/-EMD shall be in favor of Executive Engineer PWD Gadag Division Gadag and may be in the form of FDR issued by Nationalized or Scheduled Bank in favor of Executive Engineer PWD Gadag Division Gadag .Contractor should upload the scanned Copy of FDR issued by Nationalized or Scheduled Bank

All materials required for this work shall be procured by the bidder himself and should got tested by the quality control authorities at his own cost before use on the work.

Tender period for work completion is 09 Calender Months(Including Mansoon)

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

3.2(b)To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e.2020-21,2021-22,2022-23 ,2023-24 and 2024-25 Satisfactoriy completed (at least 50%) as a prime contractor at least one such simolar nature of work such as Consruction of Bridge Works of value not less than Rs 79.89 Lakhs
