The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB of GCC 2022 (Form-6 of the instant tender document), along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Note:- Similar nature of work -"Any work involving outdoor Signalling work" to be considered as similar nature of work for the instant tender work.

The participant tenderers are requested to submit the following general information:- (i) The list of personnel / organization on hand and proposed to be engaged for the tendered work vide Annexure - AI. (ii) List of Plant & Machinery available on hand and proposed to be inducted and hired for the tendered work vide Annexure - AII. (iii) List of works carried out in the past vide Annexure-AIII. (Note :- Certificates and testimonials regarding contracting experience for the type of job for which tender is invited along with certificates which may be an attested Certificate from the client, Audited Balance Sheet duly certified by the Chartered Accountant etc regarding contractual payments received in the past, please be submitted along with the offer). (iv) Details of work with the tenderer presently on hand vide Annexure - AIV. (v) Declaration regarding association of Railway Officers/Engineers with the tenderer vide Annexure- AV. (vi) List of court cases of the tenderer during last five years vide Annexure - AVI. (vii) List of arbitration cases of the tenderer during last five years vide Annexure - AVII. (viii) The participant tenderer should upload the tender document (1st sheet & 2nd sheet duly filled in and signed).
(i) A copy of document verification certificate stating that they are not liable to be disqualified and all their statements/documents submitted along with bid are true and factual. Standard format of the certificate mandatorily to be submitted by the bidder is enclosed as Annexure- F (Annexure-V of GCC) in the tender document. NOTE:- Non submission of a copy of certificate duly filled and signed vide Annexure-F of tender document/online submission of Annexure-V of GCC in IREPS by the bidder shall result in summarily rejection of his/their bid . (ii) Format for another document verification certificate mandatorily to be submitted/ uploaded by attorney/authorized signatory/each member of a Partnership Firm / Joint Venture (JV) / Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc. as the case may be vide Annexure-G in tender document/ prescribed format available in IREPS (Annexure-VA of GCC). Note: Non submission of a copy of certificate duly filled and signed (vide Annexure- G in the tender document/Annexure-VA of GCC) by the bidder as stated in tender document/IREPS shall result in summarily rejection of his/their bid.

Once the tender is awarded, none of these aspects can be denied or disputed under any circumstances, otherwise necessary action will be taken as per terms & conditions of the Tender. All the installaton item should be installed only by OEMs or OEM authorized Firm.
Warranty/ Guarantee of 60 months shall be ensured for schedule item No.47 & 48 of Schedule 'A' ( Maintenance free earth system) from the date of commissioning of work. Maintenance free earth should be installed by OEMs or OEM authorized Firm only. Warranty/ Guarantee of 30 months shall be ensured for schedule item no. 6 of Schedule 'B' from the date of supply of materials to the railway store .Twelve Months Warranty/ Guarantee shall be ensured for all rest of the schedule items for supply and workmanship from the date of completion of the work. During the guarantee period the contractor shall be responsible for any repairs/ replacement of any defective installation free of cost.
