MANNING PART
Providing sercvices for Manning and Operation of E/M installations (water supply and Electric Supply) with deployment of Electician/FGM staff for 08 hrs in each shift (minimum 05 Nos skilled worker alongwith relievers shall be deployed by the contractor) on each installation including daily periodical maintenance like oiling, greasing and cleaning etc and cleaning of installations and surrounding area including minor repair for leakage which can be eradicated by providing gland packing, replacement of flanges, gaskets, M-Seal and minor electric work to keep installation functional; operating of sluice valves of pumping mains and distribution & also filling of log sheets and submit to AGE E/M office, complete for smooth electric and water supply to users all as specified and dirceted by Engr-in-Charge :- Note: Rates to be quoted per shift as per sub items below inclusive of all taxes, Cess, Levies as applicable including GST
Basic wages per person per shift for above item No.2.00 as per latest MOL& E Rates / Existing rules.
Employees provident fund (Employer's contribution) for above item No. 2.01 as per existing rules.
Employer's ESIC contribution for above item No. 2.01 as per existing rules.

Description all as per srl item No-02 here in before but Providing sercvices for Manning and Operation with deployment of Helper staff for 08 hrs in each shift (minimum 06 Nos un-skilled worker) :- Note: Rates to be quoted per shift as per sub items below inclusive of all taxes, Cess, Levies as applicable including GST.
Basic wages per person per shift for above item No.3.00 as per latest MOL& E Rates / Existing rules.
Employees provident fund (Employer's contribution) for above item No. 3.01 as per existing rules.
Employer's ESIC contribution for above item No. 3.01 as per existing rules.
Contribution towards bonus for above item No. 3.01 as per existing rules.

Note for item Nos.2 & 3 :- (i) Contractor shall quote basic rate, employers contribution towards EPF liability, contribution towards ESIC, contribution towards bonus, over head and profit, Labour welfare Cess (LWC) & GST separately as applicable as per instruction in vogue in respective sub items. (ii) Any quoted rate against items/ sub items mentioned corresponds to/work out lower than the corresponding prevailing minimum rates of wages/subscription/contribution towards EPF,ESIC, Bonus and LWC shall be treated as non-bonafide and such bid shall not be considered for acceptancce. The prevailing rate/wage/contribution shall be as applicable on the bid submission end date. (iii) Contribution towards EPF, ESIC, Bonus shall only be payable after submission of valid & authentic document in support of proof of payment and authenticated by Engineer-in-charge.
(iv) The rate quoted for items of outsourcing shall not be less than minimum wages as notified by Government of India/concerned state/UT Government/Local Body, whichever is higher and also not less than applicable rates for contribution of employer towards EPF, contribution to ESIC, contribution of Bonus and LWC under respective heading/sub-items. In case the rates quoted are less than the prevalling rates/instructions under any heading(s), the bid will be treated as non bonafide/ invalid, shall be disqualified and such bid will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid/ bonafide bids only. (v) Quotations with 'Nil' or "Zero" consideration (overhead and profit) shall be considered non bonafide.
(vi) Any variation in minimum wages, liability of EPF/ESIC/Bonus/ LWC/GST shall be adjusted for reimbursement/ Recovery as under:- (a) Variation in minimum wage including other related statutory provisions shall be adjusted in tems of condition 63 of GCC (IAFW-2249). (b) Variation in percentage/ rate of GST and LWC shall be adjusted as per instructions in Annexure XVI of MES Manual on Contracts which deals with "Reimbursement/ Refund on Variation in Taxes Directly Related to Contract Value. (c) Rates shall be quoted only upto two digits after decimal. If any rate quoted/ derived by the contractor works out to more than two digits after decimal, then the same shall be rounded off upto two digits after decimal. The rounding off shall be done in accordance with rules for rounding off of Numerical Values in accordance with IS: 02 pf 1960 (Revised 2016) of BIS.
(vii). Monthly wages shall be paid by the contractor to the workers/labour only online. Proof of statutory deductions in favour of workers/labour shall be submitted by the contractor to the GE/EIC. The contractor will be required to submit copy of valid labour licence from the labour Commissioner within 15 days of commencement of the work. If the contractor fails to submit the same within this stipulated period the contact shall be liable to be cancelled and the performance Secuirty of the firm shall be forfeited accordingly. Reference is also invited to Engineer-in-chief's branch letter No-.A66546/Mannual/M&O tender/64/E8 dated 20 Aug 2020.
NOTES for srl item Nos.2 & 3 :- (a) In case of requirement, tradesmen provided for one area may be utilised in other areas at the discretion of the department without any extra cost to department as directed by Engineer-in-Charge. (b) Tools & plants shall be provided by contractor. (c) Temporary laying of LTUG cable / water supply pipe line of any size and any lentgh for restoration of supply during break down / other requirement deemed to be included in the above quoted rate. (d) Complaint register and Complaint slip books as per site requirement shall be provided by the contractor and cost of the same is deemed to be included in the quoted rate. (e) All workers employed by the contractor shall be in proper uniform with name plate and other safety wearing items , shoes during the duty as per the electricity rules, which deemed to included in quoted rate. (f) Departmental equipments of each installation,shall be under safe custody . In case of theft of any item from installation recovery shall be made from the contractor as per direction of Engr-in-charge. (g) Group insurance for the operators shall be made by the contractor. Documents shall be submitted to the department.
(h) Skilled worker (Electician / FGM) deployed 08 hrs in each shift as per Detailment and report at the following locations including saturday, sunday and holiday:- (i) MES Sub Station KG Top (3 Shifts X 1) (ii) MES P/H Balnoi (1 Shift x 1) (iii) MES P/H KG Top ( 1 Shift x 1) (l ) Helper to assist tradesman as well as maintain the sub stn . with deployment of staff for 08 hrs in each shift as per Detailment and report at the following locations including saturday, sunday and holiday:- (i) MES Sub Stn KG Top (2 Shift x 2 ) (ii) MES Sub Stn Stage-I (1 Shift x1 ) (iii) MES P/H Balnoi (1 Shiftx1)
(k) Contractor's quoted rate for Srl Item No. 2 & 3 shall also be inclusive of following provisions :- Staff:- (i) Qualified operators for operating and maintaining the installations including daily examining the equipments to check its serviceability/defects and making good for its smooth & trouble free functioning. (ii) Duration & timing of shifts shall be as under:- (a) Ist shift = 0800 hours to 1600 hours (b) 2nd shift = 1600 hours to 2400 hours (c) 3rd shift = 2400 hours to 0800 hours
Qualification of Staff:- (iii) The qulalified operator/electrician to be deployed by the contractor shall be ITI Holder or having minimum five years experience in the trade and shall be able to maintain all documents and record, reading indedpendently including capaable of daily, weekly and monthly maintanance of equipments as specified in notes. (iv) The contractor shall provide and maintain all installation charts, daily records as required Chloronome record register, log books aqnd communication system. Daily record shall be signed by the contractor or his authorised rep and Engineer -in-Charge. (v) Contractor shall provide uniform to each operator & helper with name of contracor & MES written as the shift pockets ( left & right side) to maintain identity of operating staff deployed by the contractor. (vi) Workmen deployed by the contractor shall be keep the installations & its surrounding (within the fencing area of installation) clean & tidy including cutting of grass, bushes etc, removal of debris as directed for the entire period of contract without any extra cost of department. (vii) Contractor shall ensure insurance of each person employed on duty. (viii) Contractor shall ensure every person in shift duty observed weekly off. (ix) Contractor shall provide first aid kit on each installation.
(l) It is also made clear that in case of any loss/damages of govt property occures due to negligence/non performance of contractual obligations by the contractor or his employed oprating staff, it will be the responsibility of the contractor to made good loss/damages at his own cost and arrangments. (m) In case of non operating the chlonome plant/ bleaching dozer by operating staff and cholorine found nill In water as noticed by Engr in Charge/ Visiting officer a recovery of Rs 300/- per shift shall be made from the contractor. (n)The bidders are deemed to know the rates of minimum wages applicable on the date of submission of bid, all elements like EPF, ESIC, BONUS as applicable to be paid to the employees and the elements of recovery like Labour Welfare Cess& GST at the time of submission of bid.
(o)After acceptance of valid bonafide bid, contractor’s running payments will be released subject to submission of certificate as per following format:- CERTIFICATE i.) The payments to the employees have been made/will be made as per minimum wages payable through online bank transaction ii.) The element like EPF, ESIC & BONUS as applicable has been deposited in employees accounts as per latest Govt policy through concerned Govt Department and necessary receipts are enclosed for reference. iii.) MES is authorized to recover the elements of Labour Welfare Cess& GST from my due payments and deposit in respective Govt Departments.
(p)In case of failure in payments to the employees and submission of above certificate or submission of false report, the matter will be reported to Labour Enforcement Department for taking appropriate action for reimbursement of legitimate payments to the employee before releasing balance due payments to the employer contractor. Simultaneously, appropriate disciplinary action will also be initiated by the MES for banning the contractor for further bidding.
(q)The contractor shall make payment to the labourrs/workmen deployed, through e-payment only. No cash payment will be made. No payments to the contractor/firm will be made unless proof of payment of wages through Aadhar linked bank accounts is submitted by the contractor/firm. Bidders to note that submission of proof of crediting the wages in the bank account/payment made to the workmen by the contractor shall be pre-requisite to enable the contract executing authority to release subsequent payment to the contractors. The payment made to the labouerer shall not be less than the minimum wages by the state govt/Central Govt/Union territory. (Higher minimum wages out of these three will be accounted for). In case the payment is made by cash (which will be treated as NIL payment) or the payment is made less as mentioned above, the Engineer-in-charge shall make necessary deduction from the payment of contractor for making payment to the labourer. No claim whatsoever shall be entertained by the department. The Accepting Officer’s decision in this regard shall be final and binding. The Engineer-in-Charge will keep a record of all the payments made to the labourer through cheque.
(r)The contractor shall be solely responsible for all operators deputed for the jobs for their identity/security of station. The operators shall be provided with protective clothing and shall wear them while on duty. In case of any accident/injury fatal or partial disability of the person, deputed for manning and operation of equipment by the contractor, the contractor shall be solely responsible for setting all claims/compensation. Department will have a right to recover any sum indicated/claimed by labour commissioner/Court directive. Engineer-in-Charge will ensure that contractor has provided adequate and required means to the work men and contractor may get his personnel insured as per labour law at his own discretion and expenses.
(s)The staff deployed as FGM, Electrician, Refg Mechanic & Pipe fitter shall be ITI or having minimum five years experience in the trade and shall be able to maintain all documents and record, reading independently including capable of daily, weekly and monthly maintenance of equipment as specified. Supervisory staff shall be qualified Engineer as per condition 25 of IAFW-2249. The mate employed shall be at least middle pass and shall have an experience of minimum 03 years in the field of similar nature of work. The contractor shall submit details of qualification and experience of the workmen before commencement of work for the approval of Engineer-in-Charge. Being defense installation, the contractor shall ensure that antecedents of the personnel deployed are verified through concerned police authorities before their deployment. The character and antecedent verification report of each employee deployed by the contractor must be kept in the record of Engr-in-Charge for ready reference. No payment shall be made to the contractor until the contractor submits the qualification and experience documents of their employees. The attendance register duly signed by the contractor, JE &Engr-in-Charge shall be produced to GE during initiation of RARs. The operating staff shall maintain the following documents and shall be signed by Engineer-in-Charge jointly and accordingly tenderer shall include for the same in his offer:- (i) First Aid Box with adequate& required medicines. (ii) Maintaining all the documents, attendance register, material issued/consumed etc.
(t) The sub-station/installation with an inventory of various items/equipment and fittings will be handed over for proper accounting and upkeep. The handing/taking over on expiry of contract period shall be all as per inventory and any damage/losses shall be made good by the contractor before payment of final bill. GE’s decision shall be final and binding on this account.
