Design, Supply, Installation, Configuration, Integration, Testing and Commissioning of an Integrated Secure Infrastructure Solution Across KPTCL Substations and Centralized Locations

The Bidder should be a company registered in India under the Companies Act, 1956/ 2013, as amended from time to time, Limited Liability Partnership Act 2008/ Partnership Act 1932 with their registered offices in India.

The Bidder shall possess the following valid certifications as on the date of bid submission a.ISO 9001 2015 Quality Management System or higher.b.ISO/IEC 27001:2022 (Information Security Management System) or ISO/IEC 27001:2013/2015 valid on the date of bid submission

The Bidder shall possess valid PAN and GST Registration as on the date of bid submission.Note: The Successful Bidder, if registered under GST in any State other than Karnataka, shall obtain GST Registration in the State of Karnataka before execution of the Contract Agreement

The Bidder shall not be under a declaration of ineligibility, debarment, blacklisting, suspension, or restriction from participating in tenders/contracts on account of corrupt, fraudulent, collusive, coercive, or unethical practices by any Central Government Ministry/Department, State Government, PSU, Statutory Authority, or Government Agency in India, as on the last date of bid submission.

The Bidder shall be an Authorized dealer/ Reseller/ Channel Partner of the OEM(s) whose products are proposed under this tender.

The Bidder shall submit the Technical Compliance Statement as requested in Section VI: Technical Specifications. 6.1 6.6

The Bidder shall have achieved a minimum Average AnnualTurnover of Rs230 Crores during the last three financial years (FY 2023-24 to FY 2025-26)

The Liquid Assets of the bidder as on or after 30-May-2026 shall consist of Cash at bank Term deposits Availability of fund -based credit facility in any scheduled bank shall not be less than 25% of the amount put to tender

The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with KPTCL. A history of awards involving litigations against the bidder may result in rejection of bid

The bidder should have a fully functional Office/Service/Main- Support center in Karnataka.

The bidder shall upload the power of attorney if applicable in the prescribed format on Stamp paper and shall be sent in original to Chief General Manager (Tech), KPTCL, Bangalore so as to reach on or before the date & time of bid opening.Note: If power of attorney is applicable, then in this case the offer of the bidder shall be rejected in the following cases:1. In case the date of execution of Power of Attorney is not mentioned. 2. In case the date of execution of Power of Attorney is prior to the date of purchase of Stamp paper. 3. In case the Power of Attorney is submitted without the signature of the Power of Attorney holder and signature of the person who has authorized the Power of Attorney holder. 4. In case tender documents including techno, commercial sheets are signed by the different person other than the attorney holder or the person who has authorized the attorney holder

The proposed Kiosk Device / Boot drive/ Central Security Manager solution shall have been deployed at a minimum of one (1) sites/locations during the last five (5) years preceding the Bid Due Date for any State Government/Central Government/PSU/Utility.

The OT Firewall shall not reach End of Life (EOL) or End of Support (EOS) for a minimum period of 7 years from the date of supply/installation.

The OT Firewall shall confirm and provide documentary evidence that advanced AI-based techniques, including frontier Large Language Model (LLM)-based tools and methodologies, are utilized in the software and hardware vulnerability assessment, security testing, and product hardening process to protect against emerging AI-assisted cyber threats. The OEM shall submit documentary evidence or a self-declaration confirming compliance with this requirement.

The OT Firewall OEM must have an established Research & Development (R&D) and product development center in India, along with a Technical Assistance Center (TAC) located in India and a dedicated India toll-free support number. The OEM should have had a continuous presence in India for a minimum of 20 years as of the bid submission date

The Bidder shall have successfully completed and commissioned, during the last five (5) years preceding the last date for submission of the bid, at least one (1) Single Project of value not less than 90% of the estimated contract value, comprising deployment of Integrated Security Devices/Routers/Switches/Firewalls/SD-WAN Devices/Modems integrated withaCentralizedNetworkManagement System (NMS) / Cyber Security Management System (CMS), covering a minimum of 1,500 remote sites, executed for any State Government, Central Government or Public Sector Undertaking (PSU). from the last date for submission of the bid.Note: For the purpose of this criterion, a Single Project means aprojectexecuted under a single Contract, Agreement or Letter of Award. Multiple Work Orders or Purchase OrdersissuedunderthesameContract/Agreement shall be considered as one Single Project

Those bidders whose any of the earlier government contracts have been debarred/terminated/short closed before the expiry of the contract tenure for poor performance ORThose bidders who have been debarred or restricted from tender participation by any of the govt. organizationORThose bidders who have been blacklisted for poor performance by any of the state or central government organizations/ departments / PSUS of India as on last date of bid submission are not eligible to participate in this tender and their bids will be rejected at the tender evaluation stage itself
