DESIGN, SUPPLY AND INSTALLATION OF ONE RAKE SET OF SINGLE LEAF AUTOMATIC SLIDING MAIN ENTRANCE PLUG DOOR ALONG WITH REQUIRED CONTROLS FOR EMU TRAIN SET (TO BE OPERATED AT 160 KMPH SPEED)

Special Eligibility Criteria

   Eligibility Criteria:- For Regular order: The following eligibility criteria will be applicable: OEM or its Indian subsidiary/associate/group company (but not as agent) should have designed, manufactured and supplied the electrically operated plug sliding door system for trains operating at 160 kmph or above for at least 500 coaches. Document requirement: (i). The tenderer shall submit proof of supply for at least 500 coaches for high speed trains of 160 KMPH or more from the end user / coach manufacturer. Necessary documentary proof such as certificate from the coach manufacturer/end user of doors for high speed trains,/ PO copies along with receipt notes / inspection certificates / receipted delivery challan etc. shall be submitted along with the offer failing which their offer is liable to be rejected without any reference. (ii). In case the credentials of the associate/subsidy/group company of the OEM is used for the requirement of the eligibility criteria, a tender specific authorization by the associate/subsidy/group company for using their credential and also proof of their relationship with the OEM is to be submitted. (iii). If the documentary evidence contains the quantity of doors supplied, the no. of coaches for which doors have been supplied shall be derived considering four doors/coach. (iv). Document in support of the train speed for which doors were supplied shall be submitted with the offer duly authenticated by the Coach Manufacturer / end user. (v). Documents in foreign language must be accompanied with its authenticated translation in English. In this regard, it is hereby instructed that 'Tenderers must submit all information in English. Information in any other language must be accompanied with its authenticated translation in English. Failure to comply with this may render the offer liable to be rejected. In the event of any discrepancy between an offer in a language other than English and its English translation, the English translation shall prevail. (vi). All the documentary evidences shall be submitted along with the offer failing which their offer is liable to be rejected without any reference.

   In continuation of above Eligibility criteria............ Note: 1. Offers received along with the ToT and credentials of ToT providers will be dealt as under : (a). If the bidder has acquired the technology and has manufactured and supplied the tendered item earlier and fulfils the requirements of Eligibility Criteria with or without the credentials of technology provider, such bidders shall be considered for regular orders provided Performance of the items supplied is satisfactory. These bidders should submit along with their offer the documentary evidence in favour of the manufacturer from whom technology is transferred for meeting the eligibility criteria. They should also submit their own credentials such as proof of supply in the form of PO copies along with Inspection Certificates/R Notes. It should be clearly indicated that past supplies made by the bidder were with the same technology provider and manufactured by the bidder itself and were not supplied as imported item. A declaration to this effect shall be submitted. However, the Indian partner changes his technology providing partner in tender under consideration, the firm can't be considered for bulk/regular order. (b). If the bidder, who has acquired the technology or in the process of acquiring the technology and does not have experience in manufacturing and supplying the tendered item, the bidder shall be considered only for developmental orders provided they fulfil the requirement of EC and meet the technical and functional requirements of the specification. These bidders should submit along with their offer the documentary evidence in favour of the manufacturer from whom technology is transferred for meeting the eligibility criteria. They should also submit their own credentials such as documented past performance (PO copies along with receipt notes /inspection certificates) of similar item OR details of M&P along with statement of Clause-wise compliance of STR if available. (c) The ToT agreement duly signed by both the parties shall be submitted along with the offer. Note: No developmental order placed against this tender.

   The tendered item(s) fall(s) within the ambit of clause 3 (b) of Public Procurement (Preference to Make in India) Order 2017 with revision vide letter No. P-45021/2/2017-PP (BE-II)- Part(4)Vol.II dated 19.07.2024 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of this item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) or class II local suppliers having local content equal to or more than 20 % but less than 50 % as defined under para 2 or above order) and the vendors who do not qualify to be class-I local supplier(s) or class-II local supplier(s), are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier(s) or class-II local supplier(s) for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
