Tenders from Joint ventures are not acceptable

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

The intending contractors are requested to note that, they should abide by the detailed instructions and conditions contained in the KW-1 tender document and further documents there on.

It is the responsibility of the licensed electrical contractor who executes the works to get services of the installations from the concerned Service Electricity Companies duly obtaining approval from the govt. electrical inspectorate as the case may be. However the department will pay the deposit/statutory fees if any after hearing the respective statutory bodies.

The responsibility of safe custody of electrical equipments/ materials, etc., shall be with the contractor until they are finally handed over to the Department.

The Tender shall bear all costs associated with the preparation and submission of his Tender, and the employer will in no case be responsible and liable for those costs.

Tenderer has to handover all the completed work to the respective authority and furnish the acknowledgement for the same before submission of final bill.

During the execution of, any Minor Civil works or any other works are to be executed it has to be done by the Reputed firms/Tenderer, from his end without any charges. Also he should work in coordination with the civil works.

The Tenderer shall not damage the existing building, while execution of electrical works.

The tenderer shall obtain the work done certificate in the prescribed format from the competent Authority Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate/ Certificates shall be produced at the time of opening of technical Bids for physical verification.

Whenever executing authority insist proof of having purchased the materials (used during executing the work) for verification. The contractor shall produce the purchase bills.

The Tenderer should furnish details of Works on Hand (Present Contract Commitment) must be enclosed separately.

The Employer reserves the right to reject any or all Tenders without assigning any reason.

The Department is not responsible for any delay in accessing e-procurement portal.

Clause 25.5 stipulates for tenderer to produce detailed rate analysis for various items if tender is seriously unbalanced. (i.e. where quoted rates are very high as well as where the quoted rates are less than estimated rated)

The bidders should submit the Bid capacity compulsorily. The details of balance work B value (works on hand & works for which tender submitted). Should be submitted in the prescribed format & should be signed by the concerned Executive Engineer / District level officer. In case the bidder does not furnish the above details/suppresses the actual facts/ produces false facts, along with the Technical bid, the technical bid of such bidder shall be considered for rejection.

The Tenderer must submit ongoing and existing commitments details separately.

As per Karnataka State Government order No. LD/300/LET/2006 Bangalore Dated 01.01.2007 and G.No. PW/134/BMS/2007 Dt 27.7.2007, a sum amounting to 1% of the bill amount will be deducted welfare fund.

Conditional Tenders will not be accepted.

As per the Govt. Order No PW2BMS2019 Bangalore Dated 19-06-2019 the applicable GST shall be paid to the SR Items separately.

3.2To qualify for award of this contract, each tenderer in its name should have in the last Five years i.e. 2021-22 to 2025-26.b) Satisfactorily completed (at least 50% of the contract value), as prime contractor, at least one similar work i.e., Providing LED Display and electrical allied works of value not less than Rs.5.98 Lakhs in a single work.

The tenderer as a Prime Contractor having valid Class-2 & above Electrical License issued by Electrical Inspectorate Govt. of Karnataka and should have suitable technical, financial & managerial capabilities.

3.6Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under/ Assessed available tender capacity - (AxNx2.5-B) Where, A-Maximum value of construction works executed in any one year during the last five years (updated 2026-27 price level) taking into account the completed as well as works in progress. N Number of years prescribed for completion of the works for which tenders are invited. 0.25 Years (03 Months) B-Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next. 0.25 Years (03 Months) (period of completion of the works for which Tenders are invited) Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

3.2To qualify for award of this contract, each Tenderer in its name should have during last five years i.e., from 2021-22 to 2025-26.a) The tenders must have achieved in at least two financial years an average annual financial turnover of an amount Not less than Rs.11.96 Lakhs during last five years. With UDIN Number certified by Chartered Accountant, If Failed to Satisfy the condition tender will be rejected Note: The returns submitted to the I.T. along with the Profit and Loss account statement, Balance sheet should be uploaded for the financial turnover criteria.
