PART-1 OUTSOURCING SERVICES Outsourcing of services for manning and operation of 33 KV capacity main receiving electrical sub-station and 11KV VCB input & output, in three shifts (0600 hrs to 1400 hrs Ist shift, 1400 hrs to 2200 hrs 2nd shift & 2200 hrs to 0600 hrs 3rd shift), 8 hrs of each shift (round the clock) including sundays & holidays, by employing one skilled electrician per shift per day for manning, operation, general maintenance, inspection watching and keeping records in prescribed daily log sheet all as specified and directed comprising of following machine equipment and accessories installed at power sub station. (f) CT, PTs and other misc equipment accessories and fitments e.g HT,PTs cables earthing busbar and measuring eqpt etc. (g) Transformer 1000 KVA capacity, 11000/440 Volts-02 Nos. (h) Voltage stabilizer 1000 KVA capacity -02 Nos. (j) Air circuit Breaker,1600 Amps L&T.

Outsourcing of services for manning and operation of Diesel engine generator set during failure of electric supply or low power supply of rating 320/250/160 KVA 440 Volts 50 C/S battery, control panel, AMF panel complete round the clock in (0600 hrs to 1400 hrs Ist shift, 1400 hrs to 2200 hrs 2nd shift & 2200 hrs to 0600 hrs 3rd shift), 8 hrs of each shift by employing one Skilled operator fitter cum general mechanic per shift per day comprising of following machine & equipments, all as specified and directed. (a) DG set engine and alternator 320/250/160 KVA-3 sets. (b) Control panel and AMF panel-4 Nos. 2 for each. (c) Batteries 2x12 VDC with battery charger-3 sets. (d) Fuel tank connected piping-3 sets. (e) Misc E.G Cable, switch gears, fittings & fixures-Sets.

Rate required to be quoted for executing the work as described in Ser item No 1.00 to 3.00 above

Notes : Rate quoted by the contractor shall deemed to be included the following:- (i) Operator cum mechanic, electrician (skilled) shall be of Diploma/ITI passed with having training certificate in relevent trade not less than three year shall be employed for each shift. (ii) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (iii) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (iv) The firm/contractor shall be solely and fully responsible to his reprsentative/personal for any accident/damage during maintenance/operation/health related liabilities/compensation, penelty etc on this account. (v) T&P required such as spanner set, wrench, screw driver set, testing lamp, drilling machine and multimeter, tong tester, megger etc as well as protective devices (shoes, helmet etc) shall be provided by the contractor at no extra cost.

(vi) Contractor shall be responsible to maintain log books, duty roster attendance register and spare for repair/renewal of parts register, earth register, and as directed by Engr-in-charge. (vii) Shift Operator (reliever) shall neither leave the installations without prior permission of JE/Engineer-in-Charge. Proper handing/taking over to the next operator will be made. (viii) Two pairs of uniform with name plate of operator & firm and shoes shall be provided to each operator by the contractor. (ix) The Manpower employed by the contractor shall be resposiable to maintain the installation neat & clean by cutting bushes & grass around the installation upto 5 meters including roof and thrown the same out side of the MOD area. All cutters, digging and other tools required for cleaning inside and outside the installation shall be provided by the contractor. (x) First Aid box will be provided by contractor at each installation. (xi) Any increase in minimum wages of labour as fixed by the Govt of India/state Govt/ union Territory, whichever is higher shall be paid to the contractor in accordance with the provision made vide condition 63 of IAFW-2249. Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. no other claim whatsoever shall be addmissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increased will be passed over to the workers. (xii) Any consumble item shall be issued by department free for fixing/filling. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. Proper record for issue & receipt for this shall be maintained by the Engineer-in-Charge & contractor.

(xiii) The Contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/ tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates. (xiv) Duty roster for detailement of operators shall be approved by Engr-in-charge within first three days of every month and the same shall be kept on record and properly displayed at each installation. (xv) The contractor will arrange the earth tester, Megger & clamp meter for installation and will check all the earthings in presence of JE E/M, Engr-in-Charge and test report shall be submitted to the office of AGE E/M duly signed by the contractor on commencement of work for record. (xvi) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc. the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engr-in-charge. (xvii) Original certificates regarding qualifications of operators engaged in the work, police verification and identity proof shall be produced by the contractor to the Engineer-in-Charge for verification and approval.

Comprehensive, periodical preventive maintenance, repair and serving of 33 KV VCB in 33 KV MRS-04 Nos, in new DRDE Gwl. All VCB calibration,CT Testing, PT testing,and complete protection testing all specified and directed. Note:- (i) Spare parts for 33 KV VCB 400/630 Amps capacity shall be measured and paid as supply only (ii) Fixing and testing element of following item is deemed to be included. (iii) Quantity of under mentioned items is tentative and contractor shall have no claim on account of variation of quantity or non execution of any of the item. (iv) The Repair / servicing / Overhaling shall be Caried out by Authorised Rep of manufacturar.

Material and Labour for earthing complete with GI earth plate electrode 600mmx600mmx6mm thick burried in ground vertically to a depth not less than 2.25meters below ground level with top edge of the earth plate at a depth not less than 1.5 meter below the ground level, earth plate surrounded 15cm thick layers of common salt and charcoal dust starting from ground below 15 cm of earth plate and up to 15 cm above the same. GI plate connected with galvanised iron strip of 25x4 mm by means of Copper nuts, bolts and washers. Strip laid in 40mm dia light grade GI pipe as protection from top of the plate up to test point (cost of protection pipe up to 7.5 meters from earth electrode will be included in the rates quoted by the contractor) with following complete all as specified and shown in electrical plate No 3 of SSR Part-I & testing on completion :- (a) GI strip of size 25mm x 4mm. (b) Watering pipe GI light grade 20mm dia from top of the earth electrode up to MS funnel with wire mesh embeded in floor of PCC earth pit. (GI Funnel should properly tightned on GI watering pipe and embeded in PCC floor of earth pit with open top suitable for watering of earth pits) (c) Excavation & earthwork in any type of soil PCC earth pit 30x30x30cm constructed in PCC 1:2:4 type B1 exposed surfaces smoothly finished with 15mm thick cement mortar 1:6 plaster including RCC pit cover 50mm thick 1:2:4 type B1 reinforced with 8mm dia mild steel bar 75mm centre to centre with 2 Nos MS handles of 12mm dia suitable for carrying of pit cover.

Taking down existing unserviceable air break switch gang operated outdoor type upto ratio 400 Amps of 33 KV and supply and fix new air break switch gang operated Triple pole mechanically operated mounted on insulator and steel frame with operated mechanism welded from tubular rotating type switch . all as specified and directed.

Taking down existing unserviceable Drop out fuse set outdoor type upto ratio 400 Amps of 33 KV and supply and fixDrop out fuse set mounted on insulator and steel frame complete all as specified and directed.

S&F in repair jointing and testing for outdoor type heat shrinkable end termination cable joint kit suitable for 11 KV, XLPE insulated cable of 120 Sqmm 3 core.complete material and labour including cutting the faulty outdoor end termination joint of any description and in any position complete all as specified and directed.

S&F in repair jointing and testing for Indoor type heat shrinkable end termination joint suitable for 11 KV, XLPE insulated cable of 120 Sqmm 3 core.complete material and labour including cutting the faulty outdoor end termination joint of any description and in any position complete all as specified and directed.

S&F in repair cable joint kit and testing of Straight through heat shrinkable suitable for 11 KV, XLPE/PVC insulated cable size of 120 sqmm complete material and labour including cutting the faulty straight through of any description and in any position complete all as specified and directed. Note for ser item No. 10.00 to 12.00 All Necesary T&P Blow lamp, HT Megar shall be arrange by the Contractor.

M&L for isolating the HT/LV supply from power transformer 1000 KVA cap by disconnecting HT 11 KV line & .433 KV line and opening clamps, bus bar extension and isolating disconnecting HT 11 KV and .433 KV connecting to transformer by opening clamps, bus bar extension and isolating the transformer from bus bar out door type, shifting the transformer to civil workshop. Decanning transformer oil complete taking out cores and windings from body and put in oven for heating the coils for improvement of insulation resistance till proper insulation results achived, cleaning transformer body inside and out side complete, painting with two coats of super enamelled paint inside and out side the body complete after scratching and removing old paint layers, refixing cores and coils in transformer body. Refilling oil dehydration and filteration of oil to improve the dielectric strength /insulation value of transformer oil upto 60 KV and carryout test results such as megger test, Ratio Test, magnetic balance test, short circuit test, full load test, including replacement of wornout nuts bolts, all gaskets, packing sheets, sleeves, temp gauge etc complete reshifting the transformer at MRS install on plate form and connecting HT 11 KV /.433 KV connection incl replacement of clamps nuts bolts & washer complete connecting and making control wiring system in serviceable condition and testing of transformer on full load.
