The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Each tenderer at the time of tendering for supply of ballast shall submit the following:-(a) Test report of impact value, abrasion value, and water absorption value from reputedlaboratory/institution as mentioned in the list in Annexure-D(attached in special condition of the contract). These shall have to be in accordance with IScodes as under:Aggregate abrasion value test..........IS: 2386 part IV 1963.Aggregate impact value test ............IS: 2386 Part IV 1963Water absorption test ......................IS: 2386 Part III 1963.

The tenderer shall also furnish an undertaking as Annexure- E(attached in special condition of the contract) incorporated in the tender documentthat the ballast supply at all times will confirm to specification for track ballast as specified by Railwaywithout these the tender will be summarily rejected.

The test viz. determination of Abrasion value, Impact value and water absorption should be got donethrough approved laboratories or Railway's own laboratories. (List in Annexure-D attached in special condition of the contract). It may be noted bytenderer/s that they are required to submit the test report of the stone ballast, along with their offer, issuedfrom the approved laboratory as listed in the tender documents. The tenderer/s is/are also required tomention the name of the quarry from which he/they are intended to supply the ballast either in the ballasttesting report of approved laboratories .Test report should not be older than 6 (Six) months from the dateof opening of tender"

Similar Nature of Work Criteria Schedule A to D: Similar nature of work - Any Civil Engineering work. Schedule E: Similar nature of work - Any Track work. Note: 1.If a firm submits separate certificates for similar works corresponding to Schedule A to D and Schedule E, each certificate shall be assessed separately with reference to the advertised tender value of the respective schedule. 2.If a firm submits a single certificate covering similar works for both schedules, the total certified payment amount shall be bifurcated into relevant components (i.e., Civil Engineering work for Schedule A to D and Track work for Schedule E). The bidder must upload a certificate issued by the competent authority clearly indicating the amount received separately for Civil Engineering work and Track work. The bifurcated amounts shall be compared with the corresponding eligibility criteria for similar nature of work as per the " Standard Technical Criteria" If the bidder fails to meet the eligibility criteria in respect of any one of the above similar nature of works, the offer shall be summarily rejected. Example: If a bidder submits a single work certificate for a total value of 100 comprising: •Civil Engineering work - 80 •Track work - 20 Then: •80 will be considered for eligibility under Schedule A to D (Civil Engineering work). •20 will be considered for eligibility under Schedule E (Track work). The bidder must separately qualify for both Civil Engineering work and Track work.

Structural drawing & design calculations for work duly proof checked by recognized engineering college is to be submitted by the contractor at his own expense If required by railways.

1.The Income tax will be deducted at source at the prescribed enforceable rate for the item involving labour component only on terms of latest instructions of Ministry of Finance.2.The rates should be quoted including all lead & Lift, handling, re-handling and crossing of track, Canal, Nallah etc. Nothing-extra payment other than accepted rates will be made under any circumstances. The quoted rates shall include all expenditure for any special arrangement, if required, such as mechanical equipment, tools and plants etc.3.The contract shall be governed by General condition of Contract 2022. (Amended up to date) 4.The ballast shall be procured strictly as per specifications IS/RDSOGE/0001:2023,February-2023 and Tender Condition and Instructions to Tenders and amended upto date.5.It will be the responsibility of the contractor to obtain the clearance from ADEN before stacking of the ballast at any location. The ADEN after inspecting the site and being satisfied regarding leveling of the site, will allow the stacking of ballast to the contractor in writing. A record of clearance given by the ADEN will be kept in which location wise plan of the stacking area indicated. 6.The quantities mentioned above are approximate and may vary according to the needs of Railway, variation thereof to the extant of 25% will not be the basis of any claim against the Railway.7.The location of work may be changed by the Rly. Administration under DyCE/GSU,N.W.Rly., Bikaner and no extra payment on this account will be made to the contractor.8. Contractor/ suppliers/ service providers/ parties shall registered their firms under GSTIN (GST Identification Number).
