PIPELINE HDD WORK: Installation of coated line pipes across River crossings by horizontal directional drilling (HDD) method, as per specification, drawings, calculations, other provisions of Contract and instruction of Engineer-in-Charge, including but not limited to following works: “Receiving and taking over”, handling, loading, transportation and unloading of Owner supplied externally coated/ bare line pipes from designated place (GAIL Kashipur Terminal) of issue/ dump site(s) to Contractor’s own stock yard (s)/ work shop(s)/ work-site(s) - details as per scope of work; carrying out repairs of pipes and coating defects not attributable to Owner (i.e. defects occurring after “taking over” of pipes from Owner); arrangement of all additional land required for Contractor’s storage, fabrication, contractor string preparation and additional land required while pulling, access for construction (other than Owner provided ROU/ROW); Complete work (between the limits as indicated in the drawings-part of tender) including all additional drilled lengths necessitated by Contractor's design of River crossings, mobilisation and de-mobilisation at site(s), supply of all materials as per "Scope of Supply" and all consumables, equipment, manpower and other resources, Carry out all additional surveys required for collecting data relevant to construction of the crossing, and for HDD performing all engineering and calculations related to pipeline installation, preparation of all necessary construction drawings for Owner approval as per the provisions of the Contractor document, Preparation of detailed construction method statement and calculations, Strings preparation including welding, radiography (including develop, examine, interpretation of radiography films, etc. during string preparation), weld repair and re-test, NDT, UT or any other test required for completion of job, pre-hydrotesting of completed string, corrosion coating of field joints with heat shrink sleeves and coating of fabricated bend. Pre-construction surveys and collection of all necessary data, Installation of pipeline below the specified depth of River by horizontal directional drilling to the correct profile as per approved drawings and specification, Post-installation, hydrotest including detection of leaks; repair of defects and retesting, etc. for defects attributed to Contractor's, Supply, fabrication and construction of protective fencing as required, Restoration and clean-up etc., Preparation of as-built drawings and other records etc., All other works not specifically listed herein, but required as per specifications, drawings, provision of contract document, calculations, and construction method statements, leading to successful completion of works, complete in respect of the following: Carrying out pre-commissioning activities and pre-commissioning checks to the specified acceptance criteria, making the entire pipeline system ready for commissioning (It includes cleaning including Foam pigging, dewatering, swabbing, Gauge Pigging, pre-drying activity, supply of all equipment's, man-power,Joint coating(dirax heat shrinkable sleeve) , consumables, including all type of pigs and required quantity of nitrogen, materials for all temporary works and performing all associated works.,including drying and commissioning, complete as per the relevant specifications, drawings, scope of work, standards specifications, other provisions of contract document and instructions of Engineer-in-Charge. All above works shall be executed in accordance with scope of work, relevant specification, standards specifications, drawings and other provisions of contract document and instructions of Engineer-in-Charge.
Notes:- (1) Survey and establishment of existing UG pipeline centreline and proposed pipeline min. 5 M offset from existing UG pipeline at site, preparation of Alignment sheet and crossing drawings etc. are in contractor's scope. (2) Topographical & Geo-technical survey as alaredy carried by GAIL recently, is available in the scope of work. Other survey, if any, required is in bidder's scope. (3) While carrying out post hydrotest of the HDD string, contractor shall include hook-up portion also. Hydrotesting shall be done for the entire length. (4) Contractor to perform photography/ videography for the job and contractor to submit 2 set of hard copy + 2 set of soft copy to client of same. (5) Contractor scope shall be reckoned based on distance between tie-in points at two ends of crossing and not between points of entry & exit. (6) Total length of River HDD shall be approx. 1800 M and depth around ~16-20m.
Installation of Coated Line Pipes as per details (Pipe OD - 219.1mm, Wall Thickness - 7.1 - 8.7 mm Pipe Grade - API 5L Gr X56, PSL2, Coating - 3 LPE coated) by trenchless HDD method.
PURGING OF EXISTING PIPELINE WITH NITROGEN FOR INERTIZATION FOR HOOK-UP & RECOMMISSIONING OF PIPELINE: Inertization of entire pipeline (between upstream station and downstream station). 8" dia pipe, by supply, transportation and delivery of Nitrogen Banks arrangement of flexible hoses with temporary header for purging including work of purging by running pig, all required manpower, machinery etc. to remove hydrocarbon from the pipeline before cold cutting at hook-up points. Notes:- (1) For Inertization and re-commissioning of pipeline shall not be done by liquid Nitrogen cylinder truck.

PIPELINE LAYING FROM HDD END POINT UP TO HOOK-UP Installation of Carrier Pipe by Open Trench Method in all kind of soil including. Receiving and taking-over as defined in the specifications, handling, loading, transportation and unloading of Owner free issue material - 3-Layer PE coated line pipes, (except 6D bends) to Contractor's own stock yards/ workshops/ work-sites including all preliminary activities, preparation of drawings of crossings, wherever including handling, stacking, stringing on the pipeline in Right-of-use/ pipeline route alignment, carrying out inspection of company supplied materials including line pipes at the time of taking over, laying / installation of coated line pipe, associated fittings and accessories, including executing all works, "taking over", handling, including loading and unloading, transportation of Owner supplied materials other than line pipe from Contractor's designated place(s) of issue to work site, arrangement of all additional lands required for Contractor's storage, fabrication, access for construction, procurement and supply of all materials (except Owner supplied materials), consumables, equipment, labour and other inputs, carrying out all temporary, ancillary, auxiliary works, ready for commissioning of pipeline as per drawings, Specifications, other provisions of Contract document and instruction of Owner/ Owner’s Representative, including but not limited to carrying out the following works:
Staking and installation of construction markers, clearing, fencing, grubbing, fulfilling all the requirements of various statutory/ environment authorities to the entire satisfaction of concerned authorities, grading of work area, Shifting of all obstruction within the ROU/ pipeline route alignment viz electrical lines/ poles, telephone lines/ poles/ trees, co-ordination with concerned authorities to obtain permissions for the same.
Trenching to all depths and to all width, including manual excavation of trench where ever required, to accommodate the pipeline as specified in scope document and as per the relevant standards, specifications, etc. by excavation in all types of soils including soft, chiselling or otherwise cutting different types of pavement, footpath, roads etc. as required and storing excavated soil, reusable materials at designated area as directed by Owner/ Owner’s Representative and to a width to accommodate the pipeline as per relevant standard/ specifications etc. (The minimum depth of the top of pipeline shall be 1.5 m or more from the finish of material grade level or from the lowest level nearly). Maintaining the trench & Dewatering if required as per site condition.
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects / damages occurring during transportation/ handling which are not attributable to owner.
Checking, cleaning, aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments including pipe fittings, welding, carrying out non-destructive testing of welds as required including 100% radiography (Interpretation by NDT Level-III) and providing all requisite equipment, labour, supervision, materials, films, consumables, all facilities and personnel to process, develop, examine and interpret radiographs and other tests as required, carrying out repairs of welds joints found defective by Owner/ Owner’s Representative, carrying out re-radiography and other tests as required on repaired and cutting joints/ pipes.
Coating of field weld joints, long radius bends, 3D Bends, buried fittings & valves etc. including supply of coating materials duly approved by owner etc. as per specification.
Compaction with jumping jack compactor and water at subsequent layers of 150mm or as directed by Owner/ Owner’s Representative. Restoring All tiles / slabs/ curb stones etc. removed during excavation shall be placed properly. Roads, pavements, footpaths, etc. are restored to motorable condition wherever pipeline is laid. For restoration of asphalted top / concrete top shall be paid separately.
Supply and Installation of breakers with 1:4 ratio of cement and sand in bags for slopes, stabilization of soil, stabilization of trench, wherever required and as directed by Owner / Owner's Representative.
Carrying out air cleaning, Pigging including, gauge & cleaning Pig (cleaning pig to include foam of new complete section before hook-up, Providing temporary launcher/ receiver trap/ headers for carrying out pigging before hook up, flushing, cleaning and hydrostatic testing of complete pipeline with water & required dosages of corrosion inhibitor including pre-testing of designated sections complete as per specification and approved by Owner/ Owner’s Representative to specified pressures indicated elsewhere and duration after stabilization as per specification, providing all equipment, pumps, fittings, instruments, dead weight tester, pressure recorder, thermocouples etc., and services, supervision, labour, consumables, water including as required, locating leaks and rectification of defects, re-testing after rectification, dewatering after successful completion of hydrotesting of entire section and as approved by Owner/ Owner’s Representative.
During cleaning, swabbing and drying temporary scraper shall be prepared and used for the pigging of section.
During hydrotest, proper hydrotest header with dished end shall be used for the hydrotest of the section. (1.50 times of MAOP)
All tie-in, including the tie-ins with adjacent section of the pipeline, Survey for determining the bend angle of cold field bends/ LR Bends before fabrication. Fabrication and installation of cold field bends (if required).
Final clean - up and restoration of right-of-use and disposal of debris and surplus material to designated disposal areas and re-instating the area to its earlier state and as directed by Owner/ Owner’s Representative.
Pre-commissioning activities like swabbing, drying of new section and the associated facilities being installed to the specified acceptance criteria as per Owner/ Owner's Representative., including supply of manpower, equipment's & consumables materials for all temporary works and performing associated works, complete as per the relevant specification's, other provisions of contract document and instructions of Engineer in Charge/ Owner.
Maintaining the completed pipelines/ installation for any defect, failures during defect liability period (i.e. 12 months from date of commissioning of Pipeline).
Ensuring proper safety codes & practices during construction, cordoning off the work area, providing warning signs, barricading and proper tools & tackles, Equipping the workers with safety boots, helmets and florescent aprons & barricading as per std. drawings. The barricading is to be done throughout along the trench/ welding string.
Any other activities not mentioned/ covered explicitly above, but otherwise required for satisfactory completion/ operation/ safety/ statutory/ maintenance of the works shall also be covered under the scope of work and has to be completed by the Contractor within specified time schedule at no extra cost to owner. The pipeline laying shall be done as per specification, code & standard & guideline by Owner/ Owner’s Representative. After restoration, contractor shall obtain NOC from relevant authority and submit for approval.
Preparation of as-built drawings, pipe-books (1 set of tracing on polyester film and 3 sets of as - built drawings and 1 soft copy and 6 copies of pipe book) All the works shall be executed in accordance with the provision of contract including carrying out all temporary/ancillary/ auxiliary works required of the performance of the works and all other acts, deeds, matters and things necessary to make the pipeline ready for pipe commissioning activities.
Land and Crop compensation for working in the existing ROU, shall be in the GAIL's scope. HOwever contractor to liaison to complete the job in all aspects. Restoration of total land to original and obtain NOC and consent from land owner / farmer, submission of same to Owner shall be in contractor's scope. Owner shall provide recommendation letter to the contractor to submit various agencies,etc.

REPAIR OF COATING : Supply of all coating repair materials as per specification to be compatible with line pipe coating material and as per the requirements of the relevant specifications, supply of all consumables, utilities, equipment, and all manpower required, pipe cleaning and surface preparation, repairing of coating defects (resulting in holiday in coating) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works strictly in accordance with the relevant specifications and instructions of Engineer-in-Charge. This rate shall be applicable per sq. cm of the exposed steel area. Notes:- (1) Item applicable for new free issue coated pipes. (2) Repair of Holiday in Coating (Type of Coating - 3 Layer Polyethylene)
HDD/ PIPELINE LAYING LIAISONING AND GETTING PERMISSIONS FROM THE STATUTORY AUTHORITIES. Applying permission, follow up and getting permission from the statutory authorities, before starting the job shall be in contractor’s scope, only statutory fee/ R.R. charges/ROU Compensations to land owners, etc shall be paid by Owner on actual basis directly to the respective agency/authority/owner.

HOOK UP WITH EXISTING FACILITIES: Complete work for hook-up with existing UG pipeline, along with excavation of existing pipeline, cold cutting, bevelling, alignment, installation/welding of all requisite 3D bends (free issue material), welding, NDT, UT or any other test required for completion of job, Localized purging of Nitrogen with cylinder and supply of all consumables, manpower, radiography, joint coating etc., all complete for successful completion of work and as per the Scope of Work/ direction of Engineer in Charge/ Owner. Notes:- (1) Cold cutting machine (pneumatically drive/ air operated with liquid system) allowed for existing pipeline cutting activity. No manual/ hackshaw cutting is allowed. (2) All Hook up to be completed within 48 hours shutdown. (3) At Hook-up point of existing pipe, leaving 300mm (min.) soil cover just above the pipeline shall be done by manual excavation, ensuring no dent or damage to the existing pipeline. Remaining soil cover other than this may be removed/ excavated by mechanized excavation. (4) Provision of fire extinguishers, blankets etc. and strict compliance of safety & PPE. (5) Nitrogen cylinder (at least 4 nos.) shall be available at each hook-up points during cutting and welding for inertization of localised gas pockets. (6) Repair of all coating defects of existing pipeline caused due to excavation. (7) Contractor to depute security guard for 24/7, during the period of exposure of existing pipeline. (8) Provision to be taken care to prevention entry of external content (e.g. water, moisture, soil etc.) in existing pipeline.
Hook up with existing 8" Pipeline section (KASHIPUR RUDRAPUR PIPELINE) between CH. 4+190.73 KM to CH. 5+940.73 KM approx.
