Design, manufacturing, supply, installation, testing, commissioning and proving of surface Traverser 80 Ton for handling and traversing the specified Railway Rolling Stock as per specification appended with the tender.

Special Eligibility Criteria

   1.Bidders must have supplied at least 01(one) *Traverser of 80T or higher capacity during last 10(ten) years from the date of closing of tender to Zonal Railway /PU/CORE/PSU/Other Govt. Department or Public listed Company/private company/Trusts who are having annual turnover of Rs. 100 Cr. & above (CA certified turnover certificate/audited balance sheets duly certified by the Chartered Accountant to be attached along with the bid) Performance: At least one of these traverser must have a performance certificate demonstrating satisfactory operation for a minimum of 01(one) year from the commissioning date. OR 1.Bidders must have supplied at least 03(three) *Traverser of 35T or higher capacity during last 10(ten) years from the date of closing of tender to Zonal Railway /PU/CORE/PSU/Other Govt. Department or Public listed Company/private company/Trusts who are having annual turnover of Rs. 100 Cr. & above (CA certified turnover certificate/audited balance sheets duly certified by the Chartered Accountant to be attached along with the bid) Performance: At least one of these traverser must have a performance certificate demonstrating satisfactory operation for a minimum of 01(one) year from the commissioning date. OR 1.Bidders must have supplied at least 5 nos of EOT cranes of *30T(or higher capacity) during last 10(ten) years from the date of closing of tender to Zonal Railway /PU/CORE/PSU/Other Govt. Department or Public listed Company/private company/Trusts who are having annual turnover of Rs. 100 Cr. & above (CA certified turnover certificate/audited balance sheets duly certified by the Chartered Accountant to be attached along with the bid) Performance: At least two of these EOT cranes must have a performance certificate demonstrating satisfactory operation for a minimum of 01(one) year from the commissioning date. Common to all above: 2.Performance certificate mentioned in above eligibility criteria must be no more than 01(one) year old at the time of the tender closing and should be issued by the actual end user of the machine. Performance certificates should be as per Annexure A1 of section-VI of specification appended with this tender. In case no information or incomplete information is furnished by the bidder or Offers submitting credential orders unaccompanied with proof of supply, commissioning and installation, their offer will be liable to be ignored. 3.Firm must upload documentary evidence like copies of Contract order/Receipt Note/Inspection Certificate, failing which the offer shall be liable to be rejected. 4.ISO certification: The manufacturer shall have valid ISO 9001 certificate on the date of closing of Tender and a copy of same shall be submitted along with the bid.    1. In case the tenderer is an agent of the manufacturer, they should clearly indicate the same and also enclose tender specific current authorization certificate from the manufacturer to this effect on the letter head of manufacturer and also mention the place where the equipment will be offered for pre inspection before dispatch. 2. All necessary information/supporting documents required for establishing performance eligibility criteria, as proof of past supply credentials shall be submitted by the bidder along with original offer itself and the onus to prove successful supply and commissioning in the stipulated time frame lies on the bidder. In case no information or incomplete information is furnished by the bidder or offers submitting credential orders unaccompanied with proof of supply, commissioning and installation, their offer will be liable to be ignored.

   In case tenderers participate as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal.

(b) Udyog Aadhar Memorandum (Note :- Terminal date for consideration of this certificate was till 30.06.2022 or as extended by Ministry of Micro, Small & Medium Enterprises from time to time. Thus this certificate (Udyog Aadhar Memorandum) can only be considered if the above terminal date is further extended beyond 30.06.2022).

In case the successfultenderer is not liable to be registered under CGST/IGST/UTGST/SGSTAct, The railway shall deduct the applicable GST from his/their bills underreverse charge mechanism (RCM) and deposit the same to the concerned tax authority.

   1.Bidders have to quote rates of each of the mentioned items individually in PDF file such as concomitant accessories, any other concomitant accessories, spares for two year normal operation, concomitant works etc (Whichever applicable ) and the quoted cost will be included for the purpose of inter- seranking and commercial evaluation except for optional services/spares/consumable & CAMC. 2. The price break up quoted by firm will be binding for the purpose of post contract management/entering into separate contract based on this contract.
