Eligibility Criteria

For the purpose of this contract unless the context otherwise requires (a) Department / Employer shall mean IIIT Dharwad or the authority inviting the tender. (b) Engineer in Charge (EIC) shall mean the officer appointed by the Department to supervise inspect and certify the work. (c) Contractor shall mean the individual firm or company whose tender has been accepted and includes legal representatives successors and permitted assigns. (d) Work shall mean execution of Structural work Flooring Finishing / Painting and allied works as specified in the contract.

The contractor shall execute the Structural work Flooring Finishing / Painting and allied works in a professional manner using approved materials and skilled manpower. The scope includes installation of Aerocon or Equivalent panel board walls of approved thickness with proper framing fixing jointing and sealing and supply and fixing of GI sheet roofing of approved gauge along with ridge pieces flashing gutters and rainwater disposal arrangements. The work shall also include preparation and laying of flooring such as Red Oxide or IPS flooring as specified proper curing slope formation finishing works including primer application painting of structural steel members surface preparation of Aerocon or Equivalent panels application of putty and finishing coats wherever specified and complete cleaning of the site before handing over the shed in a leak proof structurally stable and usable condition (Enclosed in Schedule A).

The bidder shall submit Earnest Money Deposit (EMD) equal to two percent (2%) of the estimated cost of work in the form specified in the Notice Inviting Tender. The EMD of unsuccessful bidders shall be refunded without interest after finalization of the tender. The EMD of the successful bidder shall be retained until submission of the Security Deposit.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The successful contractor shall furnish Security Deposit equal to five percent 5% of the tender awarded value. The Security Deposit shall be refunded after satisfactory completion of work and expiry of the Defect Liability Period of 01 years subject to clearance of all dues.

The successful Contractor shall furnish Performance Security equal to five percent 5% of the tender awarded value within the period specified in the Letter of Acceptance / Work Order. The Performance Security shall be submitted in the form of Bank Guarantee / Demand Draft / Fixed Deposit Receipt from a nationalized or scheduled bank valid up to the completion of the work unless otherwise specified in the tender documents. The Performance Security shall be forfeited wholly or partly in case of failure of the Contractor to fulfill contractual obligations non completion of work breach of contract conditions or abandonment of work. The Performance Security shall be released after satisfactory completion of the work subject to clearance of all dues and liabilities to the Department.

The contractor shall commence the work within the period stipulated in the Work Order and shall maintain required progress to ensure timely completion. The contractor shall deploy adequate manpower and resources so that the work is completed within the stipulated time.

Extension of time may be granted by the competent authority if delay is due to reasons beyond the control of the contractor. Such extension shall not entitle the contractor to any extra payment or compensation.

If the contractor fails to complete the work within the stipulated time compensation for delay shall be levied as per KPWD norms subject to the maximum limit specified in the tender documents.

All materials shall be of approved make and quality and shall conform to KPWD specifications and relevant IS standards. The Engineer in Charge shall have the authority to reject any materials or workmanship not meeting the specified standards and the contractor shall replace the same at no extra cost.

The Engineer in Charge or his authorized representative shall inspect the work at all stages. Any defects noticed during inspection or after completion shall be rectified by the contractor promptly and at his own cost.

Measurements shall be taken jointly by the contractor and the Engineer in Charge or his representative. Payments shall be made based on actual quantities of work executed and measured subject to deductions as per contract provisions.

The contractor shall strictly comply with all applicable labour laws safety regulations and statutory requirements. The Department shall not be responsible for any accident injury or damage arising during execution of the work.

The Engineer in Charge shall have the right to terminate the contract in whole or in part in case of default slow progress or abandonment of work without prejudice to any other rights of the Institute.

Technical Criteria

Past Experience

The bidder shall have at least three (3) years experience in execution of construction works/fabrication works. The bidder shall have a registered office in India/Karnataka and shall have executed construction works(s) within the State of Karnataka. Document: Copy of firm registration / incorporation certificate and work experience details.

Work Done Certificate

The bidder shall have successfully executed similar Fabrication works or Construction works of the following value during the last three financial years 2022-23 2023-24 and 2024-2025 in Government or PSU or Autonomous Bodies or Educational Institutions or Reputed Private Organizations. One similar work costing not less than 4.00 Lakhs or two similar works each costing not less than 2.00 Lakhs or three similar works each costing not less than 1.50 Lakhs. Similar works mean Prefab works or Building Works which include Flooring Painting and allied works.

Capabilities of Vendor

The bidder shall be registered with statutory authorities such as GST and Income Tax. Document: Copies of GST Registration, PAN, and bank details of the firm and PWD registration certificate with validity details.

PWD Registration Certificate (Class I/II/III/IV)

The bidder shall not have been blacklisted or debarred by any Government / PSU / Autonomous Organization in India.

The net worth of the bidder shall not be negative as on 31/03/2025
