Engagement of Consultant for installation of 5MW solar power plant on railway land bet BNI-NDPM of BPL division, for Non-Traction use.

The bidder must have an average annual turnover of at least Rs.1Cr. for the last two consecutive financial years as on 31.03.2026. ( The average annual turnover shall be calculated as an average of "total annual turnover " in the previous two financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the third previous year shall be considered for calculating average annual turnover. The tenderers shall submit requisite information asper Annexure-VI B, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet tenderer.

1.For participating in tenders for an electrical nature of work, the contractor shall have to possess valid electrical license of appropriate voltage issued by any State Government under Clause 45 of Compilation of Rule of Indian Electricity Rules 1956 or as amended from time to time. Electrical works of 11 KV and above including OHE, 'A' class Electrical Contractor license is essential. 2.The license can be possessed with one of the partners or in his own name, if sole proprietor. Firm should submit a self-attested copy of the Electrical Contractor License along with the offer; otherwise the offer will be summarily rejected. The bidder must have worked as a consultant for the installation of any solar generating unit of a minimum capacity of 5MWregistered with CEA (Central Electricity Authority of India) fora plant located in the state of Madhya Pradesh. ( Supporting Document -Work certificate issued by any organization of the central/state government Department/PSUs, orby a publicly listed company having an average annual turn over of Rs 500 Cr. and listed on the National Stock Exchange or the Bombay Stock Exchange, or by any company of Renewable Energy Power Developer/IPP(Independent Power Producer)with a minimum capacity of 5 MW and registered with CEA (Central Electricity Authority.)

Hold at least one active work order for a solar plant of a capacity of not less than 1 MW. ( Supporting Document- Copy of work order )

The Team Leader cum Project Director must have Graduate Degree in Engineering (Electrical/Mechanical/Electronics)with a minimum of 10 years experience in the area of "RENEWABLE SECTOR" SolarPanel under group captive mode. Note: Experience will be considered after obtaining a graduate degree in Engineering. ( Supporting Document -Relevant self- attested certificates)

Preparation of at least TWO DPR/Pre-feasibility reports for solar/RE projects of 1 MW or above. ( Supporting Document-Client certificates with project details By Independent Power Producer)

Advisory for at least ONE project involving Open Access, Group Captive, or DISCOM coordination for solar/RE project. ( Supporting Document- Client declaration / certificate-Independent Power Producer)

Tenderers are requested to submit their offers as per GST Tax regime. All the bidders/tenderers should ensure that they are GST compliant and their quoted tax structure/rates are as per latest GST Law. Contractor has to submit GSTN registration and PAN card.

Conditions regarding inclusion of "Letter of credit" as mode of payment attached as Annexure LC". As per Railway Board Letter No. 2018/CE-I/CT/9 dt. 04.06.2018, special condition of LC has been applied. The contractor shall have the option to take payment from Railway through a letter of credit (LC) arrangement, for all the tender having advertise cost of Rs. 10 Lakh or above.

The above option of taking payment through LC arrangement, once exercised by tenderer at the time of bidding, shall be final and no change shall be permitted, thereafter during execution of contract.

Contractor is to abide by the provisions of Payment of Wages act& Minimum Wages act in terms of clause 54 and 55 of IndianRailways General Condition of Contract ( copy uploaded andattached with this tender). In order to ensure the same, anapplication has been developed and hosted on website'www.shramikkalyan.indianrailways.gov.in'. Contractor shallregister his firm/company etc. And upload requisite details oflabour and their payment in this portal. These details shall beavailable in public domain. The Registration/ updation of Portalshall be done as par clause 55 C (i) of Indian Railways GeneralCondition of Contract.

While processing payment of any 'On Account Bill' or 'Final Bill' or release of 'Advances' or 'Performance Guarantee / Security deposit', contractor shall submit a certificate to the Engineer or Engineer's representatives that "I have uploaded the correct details of contract labours engaged in connection with this contract and payments made to them during the wage period in Railway's Shramikkalyan portal at 'www.shramikkalyan.indianrailways.gov.in' till ____ Month, _____Year."

In case the date of closing, mentioned in the Notice Inviting Tender (NIT), is declared a holiday/bandh/strike/Pandemic etc. OR on any other account, the date of closing of tender, will not be changed. However, online opening of tenders , will be on any convenient working day after the closing date/time of tenders. Since the application software of IREPS does not permit to submit of any offer, after closing date and time of the tender.
